ICCR, the broadest route

The ICCR Scholarship Scheme is run by India's Ministry of External Affairs. Per our data it covers tuition, a stipend, accommodation, airfare and medical cover for foreign students, and it reaches Bachelor's, Master's, PhD, Diploma and Certificate level across Indian universities. That range of levels is why it is the strongest starting point for most Pakistani applicants: you do not need to already hold a Master's to apply. Netaji Subhas-ICAR fellowships in agriculture

The Indian Council of Agricultural Research offers a doctoral scholarship in agriculture and allied sciences. We have two entries for it. The Study in India Government Scholarship Portal is a flagship Ministry of Education project. It connects international students to premier Indian institutes through institute-driven scholarships and tuition fee waivers ranging from 10% to 100%. Funding is listed as full or partial, which in practice means the outcome depends on the institute. Check the full details and confirm dates on the official site.

The Study in India Programme (SII) Scholarship is the partial-funding entry. It is a Government of India platform linking students to partner universities, with a merit-based SII Scholarship and tuition fee waivers of 25-100% for undergraduate, postgraduate, diploma and certificate programmes. Windows are rolling and intake-based. They typically run through spring for the August or September intake, but exact dates vary by partner institute. Full details.

Our view: treat these as a backup or a complement. A waiver lowers tuition but does not by itself pay for living costs, whereas the ICCR description above includes a stipend and accommodation. Apply to the fully funded schemes first, and keep a Study in India application as a fallback.

Choosing between them and preparing your documents

Start with your level. For a Bachelor's, Diploma or Certificate, the ICCR entries and the Study in India routes are the ones that list those levels. For a Master's, ICCR, IISc (M.Tech. Research) and Study in India all apply. For a PhD, look at ICCR, IISc and, in agriculture, the ICAR fellowship.

Then look at timing. Because most deadlines vary, check the official notice for your intake early and work backwards. For the ICCR route, your Indian Embassy or High Commission sets the exact date, so find that office's notice before anything else.
