ICCR Scholarship Scheme (Indian Council for Cultural Relations)

Because ICCR scholarships are allocated on a country-by-country quota basis under bilateral cultural exchange agreements, the list of eligible nationalities differs by scheme, and not every country is covered by every scheme. Applicants must check, through their own country's Indian Embassy or High Commission, which specific ICCR scheme (if any) their nationality is eligible for before applying, since a passport that qualifies under one scheme may not qualify under another. It is important to note that some of India's immediate neighbours, most notably Pakistan, are excluded from the largest scheme (the General/Atal Bihari Vajpayee Scholarship Scheme) due to the state of bilateral relations, though Pakistani nationals may still access scholarships through narrower, separately negotiated Cultural Exchange Programme quotas where these exist.

The scholarship is genuinely comprehensive where it applies: it covers full tuition fees at the host institution, a monthly stipend that scales with degree level (roughly INR 18,000 for undergraduate students up to INR 25,000 for post-doctoral fellows), house rent allowance where hostel accommodation is not provided, one round-trip international economy airfare, an annual contingency grant for books and study materials, a one-time thesis or dissertation grant for research-based programs, and a compulsory group medical insurance arranged by ICCR. Students are placed in specific institutions based on merit and course availability rather than free choice of every university in India.

Fields of study are broad and include engineering, sciences, humanities, social sciences, commerce, performing and visual arts, Hindi and Indian languages, and Ayurveda, Yoga, Unani, Siddha, and Homeopathy (AYUSH) systems of medicine under the dedicated AYUSH Scholarship stream. Allopathic (MBBS-style) medicine and para-medical courses are explicitly excluded from ICCR funding and must be pursued through separate, self-financed or embassy-nominated routes.

Applications for all schemes are submitted through ICCR's centralised Admission to Alumni (A2A) Portal, which has digitised the process end to end, but every application must still be forwarded and endorsed by the applicant's national government or the relevant Indian Mission abroad before ICCR will consider it, since these are diplomatically brokered scholarships rather than an open, individually-initiated application like most university scholarships.
