Recommendation letters for scholarships: who to ask and how, 2026

How to choose referees, ask a Pakistani teacher or HOD, brief them, and why writing your own letter for them to sign breaks stated rules. Includes a sample request and checklist.

Most Pakistani applicants treat the recommendation letter as paperwork. They spend three weeks on the personal statement, then message a teacher four days before the deadline and ask for "a letter." What comes back is often two generic paragraphs on department letterhead, and it quietly lowers an application that was otherwise good.

This guide covers who to ask, how to ask, what to hand over, what a strong letter contains, and the shortcut many students are offered here that scholarship bodies and universities explicitly forbid.

What reviewers use a recommendation letter for

Your transcript says what you scored. Your statement says what you claim about yourself. The letter is the one document in the file written by someone else, so reviewers read it as a check on everything else. They look for three things: the writer actually knows you, the writer can compare you with other students, and the details match the rest of your application.

The official referee forms confirm this. The Commonwealth Scholarship Commission asks referees how long and in what capacity they have known you, your analytical ability, your capacity for original thought, your main strengths and weaknesses, and your potential to affect development in your home country. Stanford's graduate admissions office asks recommenders which group they are comparing you with, how many students they have seen, and where you rank. Neither asks "is this a nice person." If your statement says you led a research project and your referee calls you "a hardworking student who attended all classes," the reviewer believes the referee.

Who may write it depends on the scholarship

The number of letters and the type of referee differ by program and by year. Treat the table as a starting point and read the current official instructions before you choose anyone.

ScholarshipWhat we found
CheveningYou name two referees on the application. They can be two professional, two academic, or one of each, but not a friend or relative. If you are shortlisted you collect and upload the letters yourself, in English or with a notarised English translation. The British embassy or high commission may contact referees to verify. Upload deadlines are worded differently across versions, so check your portal.
Commonwealth Master's (UK)At least two references uploaded to CSC Central by the closing date. Each must be a signed PDF in the referee's own words, on institutional letterhead or in an email that clearly shows the sender's details. The form asks for three referees, and at least one must be a current employer if you have one. No email or postal submission.
Chinese Government Scholarship (CSC)Master's and doctoral applicants: two letters from professors or associate professors, in Chinese or English.
GKS (Korea), graduateOur scholarship pages list two letters from university professors or research supervisors, not employers or family. Older GKS-G checklists asked for sealed letters signed across the flap. Read the 2026 GKS-G guidelines on studyinkorea.go.kr for current rules.
MEXT (Japan), embassy routeOur scholarship pages list two recommendation letters. The StudyinJapan page says any form or style of letter is accepted and that it goes to the embassy or consulate with the other forms. Some Japanese universities are stricter (one asks for an original signed by a dean or higher, no e-signatures).
Swiss Government ExcellenceOur scholarship pages say you enter the emails of two different professors in your field, who submit through the application system. Research and PhD applicants also need a supervisor from the Swiss host institution. Confirm in the current call for Pakistan.
Turkiye BurslariOur scholarship pages say at least two letters, strongly recommended though not always mandatory. Sources from past cycles and Turkish missions disagree, so read the current portal.
Fulbright (USEFP) Master's and PhDThe USEFP reference form asks for a teacher who taught you or supervised your research in the proposed field. Typed, in English. Number of letters and route change by cycle, so check the current application.

Our scholarship guides for Chevening, GKS and CSC carry the wider requirements. The official Chevening page on references is worth reading in full before you list anyone.

Academic or professional referee: which one you need

The answer comes from the program, not your preference. GKS and CSC want professors. The USEFP form wants someone who taught or supervised you in your field. Chevening accepts either type, and since it is built around work experience and leadership, a line manager who watched you deliver can write more than a professor who taught you in a packed lecture hall.

  • Research degree, or a program that names professors: academic referees, ideally your final-year project or thesis supervisor. Purdue's computer science department tells applicants who did research to ask their research supervisor.
  • Leadership or professional scholarship that allows both types: one of each, if the rules permit, so the two letters cover different sides of you.
  • Fresh graduate with no work history: two teachers, but different ones. Two letters from one department that repeat each other add little.
  • If the instructions say "academic referee," an internship supervisor does not count, however warm the letter.

Why a famous name who barely knows you is worse

A detailed letter from the person who supervised your thesis beats a short one from a famous professor who barely knows you. A vice-chancellor or a well-known dean can only write what the file tells them, so the letter reads like a certificate: "She is a bright student of good character."

A lecturer who supervised your FYP can write that you rebuilt your data pipeline after the first version failed, that you stayed back to help a junior, and that your presentation was the best in the batch. Those sentences are what a committee remembers. In Pakistan there is pressure to ask the most senior, most titled person. Resist it unless that person has taught or supervised you closely. Purdue also asks for recent references who can speak to your recent work, so a teacher from five years ago is a weaker choice than your last supervisor.

Do not overshoot the number: Duke's graduate school discourages more than three letters unless a department asks for more.

How to ask a Pakistani teacher or HOD politely

Ask in person or by a short message first, then follow with an email that carries the details. Do not send a bare "Sir, please write my LOR." Give them a way to say no without awkwardness, give them time, and make the task easy.

Timing matters more than most students realise. Teachers are juggling exams, thesis defences and admin work. A Shanghai government guide for CSC applicants advises contacting supervisors three to four months before the deadline and avoiding holiday periods. Not every program needs that much lead time, but four to six weeks is the minimum I would call sensible, and earlier if the portal sends the referee a form.

Sample request email (made-up applicant)

Subject: Request for a recommendation letter: MS scholarship applications

Dear Dr. [Surname],

I hope you are well. I was in your Data Structures class in Fall 2022 and completed my final-year project under your supervision on [project topic]. I am applying for fully funded Master's scholarships abroad for the 2027 intake, and I would be grateful if you could write a recommendation letter for me, if you feel you know my work well enough to do so.

The first deadline is [date], so I would need the letter by [date, at least a week earlier]. I have attached my CV, my transcript, a one-page summary of what we worked on together, and the details of each program. Some will email you a link to upload the letter, and I will tell you when that happens.

If your schedule does not allow it, I completely understand. Thank you for your time and for everything I learned from you.

Regards,
Ayesha Khan (sample applicant)
Roll no. [number], BS Computer Science, Batch 2019 to 2023

That is a sample. Change the details and keep the structure: how they know you, what you need, by when, what you attached, and an easy exit.

What to give your referee

A teacher who writes many letters a year will not remember the lab report you are proud of. Hand them the material. This is normal, and it is the biggest thing you control. The Shanghai guide for CSC applicants suggests the same pack: academic CV, research proposal, transcripts and language certificates, and examples of your project roles and results.

  • A one-page summary: courses you took with them, your grades in those courses, projects, presentations, awards, and two or three specific moments you would like them to recall.
  • Your current CV. See our academic CV guide.
  • Your transcript and, if useful, the project report or thesis abstract.
  • A summary of your statement or study plan, so the letter supports your story. See the motivation letter guide.
  • A table of programs with deadlines, how each letter is submitted (portal link, email, sealed hard copy) and whether the program wants a form or a free-form letter.
  • The official instructions or the link to them.

Choose people who say yes with enthusiasm. If someone hesitates, thank them and ask someone else. A lukewarm letter is hard to undo.

Send a polite reminder one week before each deadline. Reminders are expected. Afterwards, thank them and tell them the result, whichever way it goes.

What a strong letter contains

Good letters are specific. Vague praise reads as filler. Stanford says specific accomplishments and examples of character tied to scholarly work are especially helpful. A letter that works usually has these parts:

  1. How the writer knows you, for how long, and in what capacity (course, supervisor, manager).
  2. Where you stand against others they have taught or managed, in plain terms, only if it is true.
  3. Two or three concrete examples: a task, what you did, what came out of it.
  4. Qualities tied to the scholarship: research ability for a research degree, leadership for a leadership award, independence for study abroad.
  5. One honest, small caveat. A letter with no weakness reads as inflated. CSC's guidance even asks referees for your weaknesses.
  6. A clear closing recommendation and the writer's contact details.

Letterhead, signature, stamp and submission method

These details look small but decide whether a letter is accepted. The Commonwealth page spells it out: signed PDF, institutional letterhead or an email that shows the sender's details, uploaded by the closing date, nothing accepted late or by email. Some programs differ. For letters that arrive as a file or hard copy, the usual expectation is:

  • Official institution or company letterhead, with the writer's name, designation, department and a working institutional email.
  • A date and a signature, handwritten or digital as the program allows. Some Japanese universities say no e-signatures.
  • The departmental stamp, where your university normally applies one.
  • An email address that can be checked. A Gmail-only contact for a professor invites questions.

If the instructions ask for a sealed envelope signed across the flap, as older GKS-G checklists did, do not open it and do not swap in a photocopy unless the instructions allow copies.

Many portals work differently: you enter the referee's name and email and the system sends them a link. Stanford's system emails recommenders a personal link and notifies you when a letter arrives. Tell your referee in advance that an automated email is coming, from which sender, and that it may land in spam. Ask them to confirm once they submit, and check your own status page. For Chevening, you collect the letters yourself, so do not wait for someone else to chase them.

Where letters sit beside attested degrees and transcripts, our documents checklist shows how they fit the full pack.

The "write it yourself and I will sign" problem

This is common in Pakistan. A busy teacher says, "You know what you did, draft it and I will sign." Sometimes a consultant or a copy shop offers a ready-made letter with the professor's name added. It feels practical, and many students do it.

It is also against stated rules at places that publish them. Stanford says recommenders must be the sole authors of their letters, and that applicants may not draft, write, translate or submit their own reference, even if a recommender asks. The Commonwealth Scholarship Commission requires each reference to be written by the referee in their own words. Chevening says embassies may contact referees to verify. If your referee has never seen the letter or cannot discuss it, the application can fall apart, and a letter the named referee did not write or approve can be treated as a false document, which usually ends in disqualification.

Template letters also get recognised, and our guide on spotting fake study abroad consultants shows how agents sell them.

The legitimate version is simple. Give your referee a detailed summary with dates, projects and results, and they write the letter in their own words after reading it. Some teachers ask for bullet points and compose from those. That is fine. What is not fine is a finished letter you wrote that they signed without reading. If a teacher insists on a draft, say honestly that you would rather give notes, and keep every fact accurate. If they will not write something real, ask someone else.

Recommendation letter checklist

  1. Read the official instructions: number of letters, who may write them, format, submission.
  2. Choose referees who know your work, not just the highest title.
  3. Ask at least four to six weeks ahead, in person or by message, then by email.
  4. Send the summary sheet, CV, transcript and a deadline table.
  5. Check each referee's email and designation before typing them into a portal, and warn them about automated emails.
  6. Remind them one week before the earliest deadline, then thank them.

See the 12-month application timeline for when to ask.

Frequently asked questions

Can my HOD write my recommendation letter?

Yes, if the program accepts academic referees and your HOD knows your work. Some Japanese universities want a dean or higher on MEXT letters. If the HOD barely knows you, a supervisor or course teacher will give a stronger letter, and the HOD can sign off separately if your university requires it.

Can a family friend or relative write one?

No. Chevening excludes friends and relatives, and our GKS file says letters from family or non-academic contacts are rejected. Even where rules are looser, a relative carries no authority as a referee.

What if my teacher says no or does not reply?

Move on quickly. Approach three possible referees at the start, even if you need two. Chevening lets you use alternative referees if the listed ones cannot write, but you must be ready to explain the change at interview.

Does the letter need to be in English?

Check the instructions. Chevening wants English or a notarised English translation, and USEFP wants typed English or an accurate translation. CSC accepts Chinese or English. Ask for English from the start.

Can I use the same letter for several scholarships?

Only where the format is open, such as MEXT. Commonwealth and USEFP ask specific questions, so ask your referee to adjust the closing paragraph for each.

When must referees submit?

It changes each cycle. As of 2026, the Commonwealth Master's page set a closing date of 16:00 BST on 20 October for study starting in 2027. Check the official site for your program.

A strong letter comes from a person who has seen you work, who was asked early and politely, and who had enough in hand to write something true. Start the conversation this week.
