Azerbaijan offers three WHO-recognized English-medium MBBS programs for international students in 2026: Nakhchivan State University (NSU) in Nakhchivan, Azerbaijan Medical University (AMU) in Baku (est. 1930 — the oldest dedicated medical university in the country), and Khazar University in Baku (est. 1991, private). NSU and AMU are both government universities; NSU and AMU are also ECFMG listed.
For Pakistani students: No IELTS, no MDCAT required at any of the three universities — FSc Pre-Medical with 60%+ qualifies. Indian students: NEET is mandatory (NMC rule) at all three. Bangladeshi students: SSC + HSC with PCB qualifies directly. Fees range from $3,500/year (NSU) to $7,000/year (Khazar).
