How to write a study plan for CSC, GKS and MEXT in 2026

What CSC, GKS and MEXT actually ask for in a study plan, a section-by-section structure, a sample timeline and level-by-level advice for Pakistani applicants.

Most Pakistani applicants spend weeks on their CV and an evening on the study plan. That is backwards. Our CSC and GKS source pages both say generic study plans are one of the main reasons applications fail, and the Shanghai government's own guidance for CSC applicants tells you to avoid generic templates. If your marks are decent and your documents are attested, this short document is where you either stand out or blend in.

This guide covers what each program actually asks for, how a study plan differs from an SOP or research proposal, a section-by-section structure, a sample timeline, and how to adapt the plan for bachelor's, master's and PhD. It focuses on the Chinese Government Scholarship (CSC), the Global Korea Scholarship (GKS) and the MEXT Scholarship of Japan.

What CSC, GKS and MEXT each ask for

The three programs use different names, different forms and different rules about length. Do not assume the rules of one apply to another.

ProgramDocument and formWhat the official material says
CSC (China)Study plan or research proposal, uploaded with the online applicationWritten in Chinese or English. Published copies of the CSC notice give minimums, not maximums: 200 words for undergraduates, 500 for non-degree students, 800 for postgraduates. Some Chinese government pages give 1,000 for postgraduates, so check your university
GKS graduate (Korea)Form 2 Personal Statement and Form 3 Study Plan for master's and doctoral applicants. Form 4 Research Proposal only for the research programThe 2026 guidelines list these as required forms. I found no word or page limit for the study plan in the guidelines. Application forms without a signature can be excluded from evaluation
MEXT research students (Japan)Field of Study and Research Plan, plus a separate Placement Preference formSubmitted to the embassy or consulate, never to MEXT directly. One embassy form asks for two pages, typed, and says a blank or incomplete plan is not evaluated

Note that the CSC figures are floors, not ceilings: 800 words is the least a postgraduate plan should contain, not the most. The Korean guidelines are written in Korean and translated, and the Korean text controls if the two disagree. Download the current forms and read the notice for your intake.

Official sources I used: the CSC application notice as reproduced by the Chinese University Program page (minimum 800 words for postgraduates), the Shanghai government's study plan guide, the Korean embassy notice for Pakistan and the Study in Japan application page.

Study plan, SOP, motivation letter and research proposal are four documents

Pakistani students often write one essay and paste it everywhere. Reviewers can tell.

  • A study plan is forward-looking and practical. It says what you will study, where, in what order, and what you will do with the degree afterwards.
  • A statement of purpose is about you: your background and the experiences that led you to the field. See our SOP guide.
  • A motivation letter is shorter and more personal, usually about why this scholarship and this country.
  • A research proposal is a technical document with a research question, a gap in the literature, methods and expected results. See the research proposal guide.

GKS makes the split explicit: it has a separate personal statement and study plan, and only research-program applicants add a research proposal. CSC lumps study plan and research proposal into one upload. The Shanghai guide explains the logic. A study plan is usually for undergraduate and non-degree applicants and covers your overall learning strategy. A research plan is for master's and doctoral applicants and covers research areas, questions and methods. So a bachelor's applicant writes a study plan, a research master's or PhD applicant writes something close to a proposal, and a taught master's sits in between.

What reviewers actually look for

The Korean guidelines answer a question many applicants ask: must the study plan include a detailed research proposal? The official FAQ says you must at least describe the general direction and outline of your plans, with your study objectives in Korea and your plans during and after the degree. It does not demand a finished proposal. It does demand direction.

The CSC side says the same thing in different words. A published CSC guide says the plan must state the major or research field you want to study, and that graduate and senior scholar applicants should make it as specific as possible. The Shanghai guide adds that universities want to see why you fit this university and program, that you have a clear plan, and a career plan that is realistic and tied to the program.

Put that together and reviewers are asking four plain questions. Do you know what you want to study? Is the plan realistic for the length of the scholarship? Does it fit this university and department, not just this country? Will you go home and use the degree?

Structure of a study plan, section by section

Use this as a skeleton. For a short CSC undergraduate plan a few sentences per row is enough. For a postgraduate plan of 800 words or more, expand the rows that matter most. The shares are my own suggestion, not an official rule. If the form gives a prompt list, follow its order.

SectionWhat to writeRough share
Academic backgroundYour degree, the courses or projects directly relevant to the target program, any research or work. Name your BS, FSc or MPhil, not "my education".10 to 15 percent
Why this country and universityTie it to your field. Name the department, research group or a course. Avoid "beautiful culture" as the main argument.25 to 30 percent
Study or research contentThe topic area, question and method if you apply for a research degree. Core courses and electives if you apply for a taught one.25 percent
Timeline, year by yearWhat happens in each year: language, coursework, thesis stages, internships or papers.20 percent
Career plan after returnOne sector or role in Pakistan, one backup, and the gap in your field you could fill.10 to 15 percent

Sample year-by-year timeline

The Shanghai guide suggests organising the plan by academic year, with core courses and electives in year one and advanced coursework and seminars in year two. The sample below is for a made-up applicant, a mechanical engineering graduate applying for a two-year master's. Copy the structure, not the content.

Sample only, written for a fictional applicant.

Year 1, first semester: I will complete the language preparation and take core courses in thermal systems and numerical methods, which I studied only at introductory level in my BS.

Year 1, second semester: I will finish coursework requirements and meet my supervisor every two weeks to refine my research question on heat recovery in small industrial furnaces. I will complete a literature review and choose an experimental method.

Year 2, first semester: I will run experiments in the department's thermal lab and begin writing the methods and results chapters. I plan to submit one conference paper.

Year 2, second semester: I will finish and defend the thesis, then prepare a short technical report for Pakistani industry partners on how the results could apply to small manufacturers in Punjab.

Before you copy the shape, check how long your target program is and whether a language year comes first. For GKS graduate applicants through the embassy track, the 2026 notice for Pakistan describes a master's as one year of Korean language training plus two years of degree study, and a doctorate as one year of language plus three years of degree study. Your timeline must match that.

How the plan changes for bachelor's, master's and PhD

Bachelor's

Nobody expects a research record. The reviewer wants to see that you understand the subject you chose, can handle years in another country, and have thought about language and adjustment. Say honestly which school subjects or projects led you to the field. CSC bachelor's applicants should also check the CSCA requirement. The CSCA sittings listed for this cycle are November 14-15, 2026, December 19-20, 2026 and January 23-24, 2027. Our CSCA guide explains registration.

Master's

The university-specific section carries the most weight here. Show that you read the department's page. Describe a topic area, not a finished thesis, and explain the gap in your background that this program fills. For a research master's, name two or three professors whose work matches yours. A taught master's needs less research detail and more on course choice. On GKS, remember the embassy track lets you list up to three universities, only one department per university, and the department name must match the official list. A mismatch can disqualify the application.

PhD

The plan becomes a proposal: a research question, a short review of what is known, a method, expected outcomes and a timetable by year. For MEXT, the Field of Study and Research Plan is described by embassies as a key reference for screening and placement. Contact a professor first where the track allows it and mention the exchange.

MEXT: the field of study and the placement preference

MEXT works differently, and Pakistani applicants often miss it. The research students form set includes an application form, a Placement Preference form, the Field of Study and Research Plan, a health certificate and a recommendation letter, all submitted through the embassy or consulate. Embassy forms ask for three choices, each with a university, graduate school and professor. One embassy notes that naming a professor does not guarantee placement with that person, and that university preferences are generally fixed after the preliminary stage. So choose the three carefully before you write.

The screening path matters for how you write. After the embassy reviews documents, shortlisted candidates sit a written exam covering English and Japanese and an interview. Those who pass then ask their chosen Japanese universities for a provisional acceptance letter, and MEXT runs a second screening. Write nothing you cannot defend at the interview.

Two practical points. One embassy form says applicants should apply in the field they majored in or a related field, and that plagiarism found after selection can lead to cancellation. Also, Pakistani applicants apply through the Embassy of Japan in Islamabad or the Consulate-General in Karachi. Our MEXT page lists the 2027 embassy deadline as May 26, 2026, which has passed, so watch the Embassy's page for the next call and confirm every date there.

Language learning: say what is true

Language is the section Pakistani applicants either skip or exaggerate. Start with the facts of your program. For Chinese-taught CSC programs, HSK requirements are set by the university: one university's notice asks for HSK 5 for master's applicants and another asks for HSK 4, so there is no single answer. English-taught programs accept an English certificate instead. For GKS, a TOPIK level 3 certificate earns extra points, and scholars need TOPIK level 3 to move to the degree. Our HSK guide covers the Chinese test.

A good language paragraph has three parts: where you are now, what you will do before departure, and how you will keep improving once you arrive.

Sample only, written for a fictional applicant.

I have started self-study of Korean using free online courses and a weekly conversation group in Lahore, and I plan to sit the TOPIK before departure. During the language year I will aim to reach the level needed to follow lectures and read papers in my field. In my degree years I will attend my lab's weekly meetings in Korean wherever possible and keep a vocabulary list of technical terms.

Do not promise fluency in a year or claim a test level you have not taken.

Career plan after return

All three programs want a link back to Pakistan. GKS asks you to connect the plan to your home country and your goals after the degree. "I will serve my country" is not a plan. A plan names a sector and a use: a civil engineer working on flood-resilient road design with a provincial department, or a computer science graduate building tools for Urdu-language data. Pick one main path and one backup.

Mistakes that sink Pakistani study plans

  • Sending one plan to CSC, GKS and MEXT with only the country name changed.
  • Copying a sample from a forum or a consultant. Reviewers see the same paragraphs again and again.
  • Treating the CSC word counts as a maximum and sending 250 words for a postgraduate plan.
  • Leaving a form unsigned or a field blank. Both GKS and MEXT guidance warn that incomplete applications may not be evaluated.
  • Letting an AI tool write the whole thing in smooth but empty prose. Use it for grammar, not for ideas. One MEXT embassy form warns that plagiarism found after selection can lead to cancellation.

Checklist before you submit

  1. I read the current official notice for my intake: length, format, signature, language.
  2. The plan names the department, research group or professor at my chosen university.
  3. Each year of the degree appears in my timeline, including any language year.
  4. My language section states my level honestly and what I will do next.
  5. My career plan names a sector or role in Pakistan, not a slogan.
  6. The plan matches my CV, transcripts and recommendation letters.
  7. A teacher or senior in my field has read it and told me what is unclear.
  8. It is typed, spell-checked, signed where required, and saved in the file type the portal asks for.

See the China scholarships hub if you are comparing CSC with provincial and university programs.

Frequently asked questions

How long should a CSC study plan be?

Published copies of the CSC notice give minimums: 200 words for undergraduates, 500 for non-degree students and 800 for postgraduates. Some Chinese government pages say 1,000 for postgraduates, and your university may set its own rule. Aim above the highest figure that applies to you, and check the university's guide.

Does GKS have a word limit for the study plan?

I found none in the 2026 graduate guidelines. A 2022 form for the personal statement asked for two single-spaced pages, but that is older and may differ. Follow the form for your year and track.

Can I use the same plan for CSC, GKS and MEXT?

Use the same skeleton, but rewrite the country, university, program, language and career sections each time. A plan that could be sent to any country is the kind reviewers call generic.

Should I contact professors before writing?

For research degrees, yes where the track allows it. MEXT asks for professor names in the Placement Preference form, and naming a real research direction improves any plan. Follow the official rules on what each track requires.

Can I use ChatGPT or a consultant's template?

Use a tool to check grammar if you like. Do not submit generated or templated text. Generic plans without a real professor, lab or timeline are exactly what the official guidance warns against, and plagiarism found after selection can lead to cancellation.

A good study plan is a short, plain document that proves you did your homework. Pick the university first, read what it publishes, write the timeline honestly, and have one person in your field tell you what is unclear before you submit.
