The MEXT Scholarship (also called Monbukagakusho) is the Government of Japan's main scholarship for international graduate students. It is run by the Ministry of Education, Culture, Sports, Science and Technology, it has been going for more than 60 years, and it has funded students from over 160 countries. Who does it suit? Students with a clear research direction. MEXT is built around a research proposal, and the people who do well are usually the ones who already know what problem they want to work on and which Japanese professors work on it. If you only want "a Master's abroad, anywhere", you will find the proposal and the interview hard going.

Two routes into the same scholarship
The single most useful thing to understand about MEXT is that there are two separate application tracks. Both lead to the same benefits. Everything else about them is different.
Embassy Recommendation
This track is run by the Embassy of Japan in Pakistan in Islamabad. You apply to the embassy, not to a university. The selection has three stages: document screening, written examinations (in your chosen field, plus Japanese and English tests), and an in-person interview at the embassy. If you get through, you are then placed with a Japanese university and professor through MEXT's coordination. For the 2027 intake, applications opened in April-May 2026 and closed on 26 May 2026. That date is firm.

University Recommendation
Here you go to the university first. You find a professor or laboratory in Japan whose research matches yours, make contact, and the university nominates you to MEXT for funding. There is no embassy exam. Instead, the hard part is convincing a professor to back you. Timelines depend on the university, but they generally run between October 2026 and February 2027. Each university sets its own process, so you have to check with the specific institution.
Which should you pick? If you have a strong research profile and can write a convincing email to a professor, the university route lets you choose your supervisor directly. If you are less sure who you want to work with, or you do better in exams and interviews than in cold emails, the embassy route is more structured. Some students prepare for both in the same year, since the windows do not overlap.
The money: what MEXT pays and what the stipend looks like
MEXT is fully funded. The package includes:
- Full tuition fees at designated Japanese universities
- Admission and examination fees
- A monthly living stipend
- Round-trip economy-class airfare between Pakistan and Japan
- A 6-month preparatory Japanese language course before the main program, if you need it
- Access to MEXT-affiliated research and laboratory facilities
The stipend is typically around ยฅ143,000-ยฅ145,000 a month for Master's students and ยฅ145,000-ยฅ148,000 for PhD students. MEXT revises these figures each year, so treat them as approximate and check the current amount for your cycle on the official pages.
One thing to keep in mind: funding is renewed each academic year based on your grades and research progress. Recipients who fail to keep up academic standards can have the scholarship terminated. This is not a grant you collect and forget about.
Eligibility for Pakistani applicants
The requirements for Pakistani nationals are:
- Pakistani citizenship, with a passport
- For Master's: a Bachelor's degree from a recognized institution, and typically under 35 years old
- For PhD: a Master's degree or equivalent, and typically under 35 years old
- For Research Student status: at least a Bachelor's degree and a clear research plan
- A strong academic record with a competitive GPA
- Physical and mental fitness, shown through a medical certificate
- English proficiency (IELTS, TOEFL or an MOI letter) where the program is taught in English, which varies by university
- Not currently receiving another scholarship
Note the word "typically" on the age limit. Confirm the exact age cut-off for your cycle in the official guidelines before you assume you qualify or don't.
Japanese is helpful but not always required, since MEXT runs the preparatory language course. Research experience or publications strengthen an application, and some programs require them.
A note for doctors: Medical Sciences are an eligible field at Master's, PhD and research level. Undergraduate MBBS is not part of this research scholarship. It falls under a separate MEXT Undergraduate pathway.
Building your application file
The document list is long, and some items take weeks to arrange. You will need:
- The MEXT application form (from the Embassy of Japan in Pakistan website)
- A valid passport or national identification documents
- Bachelor's and, where applicable, Master's degree certificates and transcripts, notarized and translated
- A typed research proposal or study plan covering objectives, methodology and expected outcomes
- Two recommendation letters from professors, supervisors or department heads
- A medical certificate in the MEXT-prescribed format, signed by a registered physician
- Proof of English proficiency (IELTS, TOEFL or MOI letter) where required
- Recent passport-size photographs to MEXT specifications
- Research experience documents or publications, for some programs
- A Letter of Acceptance from a Japanese university or professor (University Recommendation track only)

Applying through the embassy, stage by stage
- Download the application form from the Embassy of Japan in Pakistan website when the cycle opens.
- Prepare transcripts, recommendation letters, research proposal, medical certificate, English proof and photographs.
- Submit the full package to the embassy before the deadline.
- If shortlisted after document screening, sit the written exams in your subject, Japanese and English.
- If you pass, attend an in-person interview at the embassy.
- After selection, confirm placement with a Japanese university and professor, with MEXT coordinating.
- Your nomination goes to Tokyo, and Japan issues final MEXT approval.
For the University Recommendation track, the sequence is shorter on paper: find a matching professor, contact them, and follow that university's own MEXT timeline. Final approval still comes from Japan after the university forwards your nomination.
How the 2027 intake timeline runs
The cycle is long, so plan backwards from departure.

- October 2026 to February 2027: University Recommendation windows, varying by university

Where most MEXT applications fall apart
The research proposal decides most outcomes. It is consistently cited as the single most important part of the application, and vague or generic proposals get rejected. Start it at least 3-4 months before the deadline. Read the recent papers of specific Japanese faculty and shape your proposal around work that actually connects to theirs. A proposal that could be sent to any university in any country is a weak proposal.
The medical certificate is a surprisingly common reason for early disqualification. It has to be in the exact MEXT-prescribed format. Do not let your local doctor write a general fitness letter on a clinic pad.
On the University Recommendation track, students often contact professors too late. Start reaching out around June-August 2026, well before the nomination windows open, so there is time for a real conversation. A professor is more likely to nominate someone they have exchanged ideas with over a few months.
Basic Japanese helps more than students expect. Even where it is not required, reaching JLPT N5 or N4 before you apply signals commitment and makes daily life easier once you land.
Be realistic about the odds. Embassy Recommendation acceptance rates are typically below 5%. That is not a reason to skip it, but it is a reason to apply for other scholarships in the same year. Do I need to speak Japanese to get MEXT?
Not strictly. Many Master's and PhD programs are available in English, and applicants without Japanese usually get the 6-month preparatory language course. Learning basic Japanese before you apply still strengthens your file.
Can I apply through both the embassy and a university?

Which universities can I attend?

Is the stipend the same for everyone?

Can I keep another scholarship alongside MEXT?
