There is no single best country for MBBS abroad for Pakistani students. The right one depends on your budget, your marks, how your family feels about distance and language, and whether you want a scholarship. China suits students who want a large range of universities and a chance at funding. Georgia and Azerbaijan suit families who want English teaching and lower, predictable costs. Russia suits students who accept a Russian-language route or a government quota place.
This guide compares the four main destinations (China, Russia, Georgia and Azerbaijan) by the things that actually decide the choice. It does not rank them. Use it to narrow down, then verify the university you pick on the PM&DC website before you pay anything.
What to check before comparing countries
Every country on this list has good and bad universities. So the first job is not choosing a country, it is choosing a university that your medical council will accept. Three checks apply everywhere.
- The university must be on the PM&DC list of recognised foreign institutions. PM&DC publishes and updates this list, and it says the list is subject to periodic review. Check pmdc.pk on the day you decide, not last year's screenshot from a group chat.
- The university should appear in the World Directory of Medical Schools. You can search it at search.wdoms.org.
- The programme must be taught in English if you do not speak the local language, and the university must be allowed to enrol international students in that programme.
PM&DC has also said that only Pakistani nationals whose primary qualification comes from ECFMG-recognised foreign institutions can sit the National Registration Examination (NRE), and it says it will not entertain requests for exemption. We cover the full licensing steps in our guide to PMDC registration after MBBS abroad. The point for this article is simple: a cheap degree that you cannot register in Pakistan is the most expensive mistake you can make.
China vs Russia vs Georgia vs Azerbaijan: side-by-side comparison
The table below compares the four countries on the points families ask about most. Fee figures come from the university data we maintain on our own country pages and can change each intake, so treat them as a starting range and confirm with the university.
| Factor | China | Russia | Georgia | Azerbaijan |
|---|---|---|---|---|
| Programme length | 6 years (5 years study plus internship at many universities) | 6 years | 6 years | 6 years |
| Teaching language | English-medium MBBS at approved universities; Chinese is taught alongside | English-medium tracks exist at some universities; Russian needed for patients | English-medium at private universities | English-medium international tracks |
| Tuition on our pages | Roughly RMB 14,000 to 75,000 per year, depending on the university | About $5,500 per year at the university listed on our Russia page | About $2,750 to $3,200 per year | About $3,500 (NSU, including hostel) to $7,000 (Khazar) per year |
| Number of universities to choose from | Large | Medium | Small to medium | Small (three on our pages) |
| Scholarship routes | CSC and some university scholarships | Russian government quota (Open Doors and others) | Rare for MBBS | Rare for MBBS |
| Main risk to check | University must be on the Ministry of Education English-taught list and PM&DC list | Recognition status per university; payment and travel conditions | Programme-level accreditation varies; check each one | Few universities; check recognition per university |
Read the table as a map, not a verdict. Within each column the spread between universities is large, so a cheap China university and an expensive China university are not the same decision.
Which country is cheapest for MBBS abroad?
On our own university pages, Georgia and Azerbaijan are the lowest-tuition options in dollar terms. Georgian MBBS pages list tuition of about $2,750 to $3,200 per year. Our Alte University and SEU pages estimate roughly $31,750 for the full six years once hostel and service fees are added, before food and personal costs. Our Nakhchivan State University page estimates about $23,750 over six years, with an all-in first-semester package and then $1,750 per semester for tuition and hostel. Azerbaijan Medical University and Khazar University list higher tuition, at about $6,500 and $7,000 a year plus hostel.
China covers the widest range. Across the universities on our China pages, annual tuition runs from roughly RMB 14,000 to RMB 75,000, and hostel from about RMB 1,000 to RMB 12,000. As examples, our Jilin University page estimates about RMB 259,000 for six years, and our China Medical University page about RMB 330,000. Capital Medical University is around RMB 370,000 with a triple room. Convert those figures at the current exchange rate, because the rupee amount changes month to month.
Russia is harder to summarise here because our directory lists fewer Russian universities. The Moscow university on our Russia page lists about $5,500 per year, and the page says that figure is higher than regional Russian universities. Always add winter clothing, food and flights.

Which country is best if you want a scholarship?
If funding matters, China and Russia have the most developed routes. Georgia and Azerbaijan have far fewer scholarships for MBBS, so plan on paying fees there.
For China, the Chinese Government Scholarship (CSC) is nominated through the Higher Education Commission for Pakistani students. Reports on the 2026-27 round put the quota at 75 seats across bachelor's, master's and PhD levels, with 35 for bachelor's. The HEC portal for that round closed on 5 January 2026, and undergraduate applicants had to take the CSCA. Seats are few and medicine is competitive. HEC also tells medicine applicants to check the accreditation of their Chinese programme with the Pakistani councils before applying. Details are on the HEC Chinese Government Scholarship page, and our CSCA guide explains the exam.
For Russia, the Open Doors competition gives winners a place under the Russian government quota, which covers tuition. Travel, accommodation and living costs are the student's responsibility, and the track assumes you will study in Russian. Reports said registration for the 2026 round opened on 20 August and closes on 1 November 2026, so check od.globaluni.ru immediately if you want to try this year. Our fully funded MBBS scholarships guide goes through each country in detail.
A warning that applies to every route: a genuine government scholarship application does not need an agent's fee. If someone asks you to pay for one, walk away.
Which country is safest for female students?
No country is safe or unsafe in a blanket sense, and I will not give you a ranking. What changes the experience for a girl is the setup around her, and you can check most of it before you commit.
- Is there university hostel accommodation inside or next to the campus, with a curfew and a warden?
- Are there other Pakistani girls in the same batch who can put you in touch with your daughter?
- Is halal food easy to find near the campus?
- How far is the university from a large city with direct flights to Pakistan?
- Does the university have an international office that answers messages in English?
Ask the university for the contact details of two or three current Pakistani students and speak to them yourself, in Urdu, without the agent present. Our separate guide for parents, Is it safe to send your daughter abroad for MBBS?, covers the questions to ask in more depth.
Which country is easiest for PM&DC recognition?
No country is automatically easy. PM&DC works with a list of recognised institutions, so the answer is per university, not per country. A good China university and a poor China university carry very different risk, and the same is true in Russia, Georgia and Azerbaijan.
Here is what changed recently and what did not. On 5 October 2026, PM&DC (Public Notice No. Exam-59/2026/350) withdrew the rule that Pakistani students must pass MDCAT before studying medicine or dentistry abroad, as our report on the notice explains, and The Express Tribune and ProPakistani reported it. The exemption applies to admission to foreign institutions only. It does not remove the registration exam for foreign graduates, and MDCAT is still required for colleges inside Pakistan. The notice does not say whether the earlier FSc 60 percent, online registration and training conditions still apply, so confirm them at pmdc.pk. PM&DC's National Equivalence Board (NEB) exam for foreign medical and dental graduates was held on 12 September 2026, with registration from 6 to 20 August, according to ProPakistani. We explain the MDCAT position in Do you need MDCAT for MBBS abroad?
The practical rule: take the exact university name and the exact programme name, and check both against the PM&DC list and WDOMS. If you cannot find either, ask the university or PM&DC in writing before you pay a deposit.
How to choose: an if-this-then-that guide
If your budget is tight and you do not need a scholarship
Look first at Georgia and at Nakhchivan State University in Azerbaijan, then at the lower-fee state universities in China. Compare six-year totals, not first-year fees, because first-year charges include one-time costs. Add living costs, flights and one trip home per year.
If you have strong marks and want a scholarship chance
Prepare a CSC application for China and look at the Russian government quota. Do this in parallel with a self-funded backup, because seats are limited. Apply on official portals only.
If your marks are average
Most university admissions abroad look at your FSc marks and documents, not an entrance test. Average marks do not close the door, but they narrow the scholarship routes. Choose a university where you meet the stated requirement comfortably, and read our guide on Chinese universities that do not yet require CSCA if China is on your list. Be careful with anyone who promises admission to every student regardless of marks. That is a warning sign, not a service.
If you want everything taught in English and your family wants a smaller country
Georgia and Azerbaijan fit this profile. Our Azerbaijan vs Georgia comparison goes through the differences.
If you want the widest choice of universities and city sizes
China has by far the most options. The Ministry of Education approves which universities may teach MBBS to international students in English, so confirm your choice is on that list. Our MOE-listed universities list is a good start.
If you are comfortable learning Russian
Russia becomes more attractive, especially if you are chasing a government quota place. English-medium tracks exist, but contact with patients in clinical years will depend on the local language.
China or Russia for MBBS?
China offers more universities, more fee levels, and a scholarship route that Pakistani students already know. Russia offers a quota route through Open Doors and, at some universities, lower fees than the big Chinese cities, but many programmes there expect Russian by the clinical years. Our full Russia vs China comparison breaks it down by fee, language and recognition.
Is Georgia better than China?
Georgia is not better or worse. It is smaller, with fewer universities and fewer scholarships, and it often costs less per year in tuition. China gives you more choice and a possible scholarship, but also more universities to separate good from poor. Read our Georgia vs China comparison before you decide.
What about language and clinical years?
This is the point most parents miss. An English-taught lecture hall does not mean an English-speaking ward. In China, universities provide Chinese language classes alongside the programme, and sources disagree on how much Mandarin patient-facing rotations need. No source we found gives an official HSK level for clinical placements. Ask each university for its clinical-year handbook and for the language support it provides in years four to six. The same question applies in Russia, Georgia and Azerbaijan.
How Titans Abroad can help
Titans Abroad is a counselling service for Pakistani students applying for MBBS in China, Russia, Georgia and Azerbaijan. We do not charge a consultation fee, and we only recommend universities that are PM&DC-approved (and Ministry of Education-listed for China). If a programme is not right for you, we say so. You can start on our apply now page or read the steps on how to apply. Before you trust any consultant, including us, read how to spot a fake study-abroad consultant.
Frequently asked questions
Which country is best for MBBS for Pakistani students?
No single country is best for everyone. China offers the widest choice of universities and a CSC scholarship route. Georgia and Azerbaijan usually cost less in tuition and teach in English. Russia has a government quota route but often needs Russian for clinical work. Pick the university first, verify it with PM&DC, then compare countries on budget and language.
Which country is cheapest for MBBS abroad?
On our university pages, Georgia and Nakhchivan State University in Azerbaijan have the lowest tuition, around $2,750 to $3,500 per year including hostel at NSU. China ranges from about RMB 14,000 to 75,000 a year in tuition. Compare six-year totals with hostel, food, visa and flights, because first-year fees include one-time charges.
Which country is safest for female students?
No source supports a blanket ranking. Safety depends on hostel rules, nearby Pakistani students, halal food, distance from a major city and how responsive the international office is. Ask the university for the contacts of current Pakistani girls and speak to them directly. Check your government's travel advice before you book flights.
Which country has the easiest PM&DC recognition?
Recognition is checked per university, not per country. PM&DC keeps a list of recognised foreign institutions and says it is subject to review. Graduates also have to pass the registration exam for foreign graduates. Check the exact university and programme on pmdc.pk and WDOMS before paying any deposit.
China or Russia for MBBS?
China has more universities, a wider fee range and an established scholarship route through CSC. Russia has a government quota route and some lower-fee options, but clinical years often depend on Russian. If you want English throughout and more choice, China is the usual starting point. If you can learn Russian, include Russia.
Is Georgia better than China?
Not automatically. Georgia has lower tuition on our pages, English-medium private universities and a smaller choice. China has more universities, more city sizes and scholarship chances, but also more variation in quality. Compare specific universities, check their programme accreditation and recognition, and compare six-year totals rather than headline fees.
Which country gives scholarships for MBBS?
China (CSC, through HEC nomination) and Russia (government quota through Open Doors) have the main government routes. Georgia and Azerbaijan rarely offer scholarships for MBBS. Seats are limited and deadlines pass quickly, so check official portals. Never pay an agent for a government scholarship application.
Which country should I choose with average marks?
Choose a PM&DC-recognised university whose stated requirements you meet comfortably, and plan to self-fund. Georgia, Azerbaijan and several Chinese universities are options to compare. Be careful with promises of guaranteed admission or scholarships. Ask for the written admission requirements and the full six-year fee table.
The short answer
The best country for MBBS abroad for Pakistani students is the one with a recognised university you can afford, understand and reach. Shortlist two or three universities, check each one against PM&DC and WDOMS, and compare the six-year totals. Then decide.
