There is no official price list for MBBS consultants in Pakistan, so the MBBS consultant fee Pakistan families are quoted can be zero or can be hundreds of thousands of rupees. Many consultants say their help is free because the university pays them a commission. Others charge a flat service fee, and some add a hidden markup on tuition. The only fee you should never pay anyone is a charge for applying to a government scholarship such as CSC.
This guide explains the three common models, which payments are normal, which are red flags, and how to check that your money reaches the university. It does not give an "average consultant fee", because we could not find a reliable official source for one, and we will not invent a number.
Do MBBS consultants charge a fee in Pakistan?
Some do and some do not. Pakistan has no public register of education consultants and no fixed rate card. In January 2021 the Pakistan Medical Commission said it would advise the federal government to frame a policy to regulate education agents and consultants of foreign colleges. We did not find a finished policy in our research, so any price you hear is the consultant's own choice.
That is why two families applying to the same university can hear very different numbers. Before you compare quotes, you need to know how each consultant earns money. There are three models.
| Model | Who pays the consultant | What to ask |
|---|---|---|
| Free for the student | The university or an intermediary pays a commission after enrolment | Is the tuition you pay exactly the university's published fee? |
| Flat service fee | The family pays for a defined list of services | What is in the written agreement, and what is refundable? |
| Hidden markup | The family, through inflated tuition or "package" prices | Can I see the university's own fee sheet and pay the university directly? |
How do consultants earn money from universities?
In international education, most agents are paid by the institution, not the student. A Flywire guide to education agents, citing UK industry research, says about 97 percent of agents are paid a fee or commission by institutions, usually after the student is placed and usually as a percentage of first-year tuition. Less common arrangements include a fixed retainer or a set amount per enrolled student.
This data comes mostly from Western universities, so we cannot tell you what a particular Chinese, Russian, Georgian or Azerbaijani university pays. Each university sets its own terms with each partner. What it does show is that "free for the student" is a normal, believable business model, not a trick by itself.
It also shows where the risk sits. Some agents are paid by the university and also charge the student. Industry writers call this double dipping. It is not always illegal, but a student should know about it. If a consultant takes a university commission and also charges you a large fee, you are entitled to ask why.
Is free MBBS counselling really free?
It can be, if the money flows in a way that does not cost you extra. A free service is honest when three things are true:
- The tuition and hostel fees you pay match the figures on the university's own fee sheet or official website.
- You pay those fees into the university's account, with a receipt in the university's name.
- The consultant tells you plainly how they are paid if you ask, and does not get angry at the question.
Titans Abroad does not charge a consultation or guidance fee, and our help is always free. We only recommend PMDC/PMC-approved universities (and MOE-listed universities for China), and we will tell a student when a programme is not right for them. We also expect you to ask us the same questions we suggest here, including how you can verify any fee. If you want to see what that help covers, you can start an application with no charge for the guidance.
What payments are normal when applying for MBBS abroad?
Not every payment is a scam. Some fees are real and go to real institutions. Here are the ones you can expect, with the usual destination of the money.
- University application fee. Many Chinese universities charge one, and it is usually labelled non-refundable. Jiangnan University, for example, lists RMB 400 as non-refundable on its admissions page. Check the figure on the university's website.
- Tuition and hostel fees. These go to the university after you accept an offer.
- Document costs in Pakistan. IBCC attestation, MOFA attestation, police certificate and medical report are paid to the government bodies and clinics that issue them. See our guides on IBCC attestation and MOFA attestation.
- Visa fee, medical examination and flights. These are paid to the embassy or visa centre, the hospital and the airline.
- A service fee to a consultant, only if you have agreed it in writing and the services are listed.
Notice what is missing from that list: cash handed to an individual "to secure your seat", and any payment for a government scholarship application.
Is it normal to pay a service charge for an offer letter?
A flat service charge is legal and some good consultants use it. The question is what you get for it. A fair agreement names the services (shortlisting, application filing, document checking, visa preparation), gives the amount in rupees, says what happens if the visa is refused, and is signed with a company name and a Pakistani business bank account.
Be careful if the "service charge" is described as the price of the offer letter itself. Universities issue offers based on your marks and documents. A consultant cannot buy you an offer, and no honest one will promise it. An Asia News Network piece says one of the clearest warning signs of a scam is a promise of guaranteed admission, a full scholarship or visa approval.
One consultancy owner writing in ProPakistani says a legitimate firm is a registered company, uses a Pakistan-based business bank account and is registered with recognised university admission panels. He runs a consultancy himself, so treat that as an industry view, but it is a sensible checklist.
Should I ever pay for a CSC or government scholarship application?
No. The China Scholarship Council states that it does not authorise any individual or intermediary agent to process Chinese Government Scholarship applications. Official notices reproduced on Chinese university sites tell applicants to apply through the official channel, and campuschina.org is the council's own website for Study in China information.
The CSC has also warned that some organisations send fake Chinese Government Scholarship admission notices and ask for deposits to keep a place. Some students lost money. Its advice is to confirm any result with the dispatching authority in your own country or with the scholarship institution directly, before paying anything.
The same logic applies to other government schemes. Russia's government quota is run through Rossotrudnichestvo and its Education in Russia portal, and Open Doors is a free online competition. Our own position is simple: if any agent charges you for a government scholarship application, that is a scam. Titans Abroad gives CSC, Russian Government, GKS and Stipendium Hungaricum scholarship guidance free.
Be clear about one thing, though. Free to apply does not mean easy to win, and a consultant cannot raise your chances by taking money. Read our guide to fully funded MBBS scholarships for Pakistani students for the real selection process and the odds.
How can I tell if tuition is being marked up?
A markup is the hardest cost to see, because nothing is labelled "commission". Use the steps below.
- Find the university's own fee page or fee sheet on its official website, and download it.
- Ask your consultant for the fee quote in writing, line by line: tuition, hostel, medical insurance, registration, and any foundation or language course.
- Compare the two. If the consultant's number is higher and the difference is not explained as a named service charge, ask why.
- Email the university's international office yourself. Ask for the current fee for your intake and the bank account details for payment.
- Keep every receipt, and make sure it carries the university's name.
Fees also change between intakes and by exchange rate, so an old fee sheet is not proof. The team-maintained fee data on our own pages gives a sense of scale. Annual tuition for MBBS across the China listings on our university pages ranges from about USD 2,650 to USD 12,200, the Georgia listings from about USD 2,000 to USD 8,000, and the Azerbaijan listings from about USD 3,500 to USD 7,000. That is a wide spread, so a quote that looks cheap or expensive tells you little until you check the exact university. You can browse the current numbers on our MBBS in China, MBBS in Russia, MBBS in Georgia and MBBS in Azerbaijan pages, and confirm with the university before you pay.

What are the red flags of a consultant fee scam?
Pakistan has seen real cases. In September 2026 the FIA arrested the CEO of a consultancy in Islamabad over a UK student visa case. According to APP, 4,000 pounds was paid through a university payment link on the consultants' instructions, the visa application was allegedly never filed, and the money was lost. The FIA recovered the complainant's Rs 1.6 million. In another case reported in October 2026, an FIA case alleges a family paid about Rs 9.3 million after being promised a visa and scholarship, and that fabricated letters and receipts were found. These matters are under investigation, and the allegations are not proven in court. One report says complaints against fraudulent study-abroad firms in five Punjab cities rose from 400 in 2021 to 1,409 in 2024. Those are complaints, not convictions.
These stories are mostly about other destinations, but the pattern is the same for MBBS. Watch for:
- A guaranteed offer, guaranteed scholarship or guaranteed visa.
- Large cash payments, or payment into a personal account.
- Pressure such as "only two seats left, pay today".
- No written agreement, or an agreement that does not say what is refundable.
- A refusal to let you contact the university directly.
- Universities that PM&DC or ECFMG do not recognise.
Our separate guide on how to spot a fake study-abroad consultant goes through verification step by step.
What happens to my money if the visa is rejected?
There is no single rule. Refunds are set by each university and by your agreement with the consultant. At Jiangnan University, for example, the application fee is marked non-refundable, but its refund table lists a full refund for one category of applicant (non-degree students who accepted a full offer) who is refused a visa. The rules for degree programmes are on another part of the page. Another university may say something different.
So before you pay any deposit or tuition, ask two questions in writing to the university: what is refunded if my visa is refused, and do I need a new JW202 form if I apply again? Then ask your consultant what happens to their own fee in the same case. Keep the answers. Our guide on why student visas get rejected explains what to do next.
Why does the university's recognition matter more than the fee?
Because a cheap degree you cannot register is the most expensive outcome. In a notice dated 22 October 2025, PM&DC said graduates of foreign institutions it does not recognise cannot get provisional registration, and it points candidates to ECFMG to check an institution's status. A later public notice, with a PDF creation date of 31 July 2026, says graduates of Afghan institutions cannot sit the National Registration Examination and that no exemption will be considered. A December 2025 circular says foreign students and graduates cannot begin house jobs or clinical training without provisional registration.
The details of these rules have changed more than once and are disputed in court, so read the latest notices on pmdc.pk yourself. A consultant who says "recognition is not a problem" without showing you a source is not helping you. Our guide to PMDC registration after a foreign MBBS covers the process, and the MOE-listed universities list helps you check Chinese options.
A checklist before you pay a consultant anything
- Ask how they are paid. A direct answer is a good sign.
- Ask for the university's own fee sheet and compare it with the quote.
- Ask for a written agreement with the company name, address and a list of services.
- Pay only to a business account in the company's name, never to a person, and never in cash.
- Pay university fees to the university, and keep its receipt.
- Confirm the university on pmdc.pk notices and ECFMG's World Directory of Medical Schools.
- Never pay anyone for a government scholarship application.
- Walk away from guarantees.

Frequently asked questions
Do MBBS consultants charge a fee?
Some do and some do not. There is no official rate in Pakistan. Models include free guidance paid for by a university commission, a flat service fee, and a markup on tuition. Ask every consultant how they are paid, get the answer in writing, and compare their fee quote with the university's own published fees.
Is free MBBS counselling really free?
It can be. Free counselling is honest when the tuition you pay equals the university's published fee, you pay the university directly, and the consultant explains how they are paid. Titans Abroad does not charge a consultation or guidance fee. You should still verify fees and receipts with the university yourself.
How do consultants earn money from universities?
Most education agents are paid by the institution, usually a percentage of the first-year tuition after the student enrols. Some universities use a fixed retainer or a per-student rate instead. The exact terms differ for every university and are rarely public, so you can ask the consultant, and the university, whether a commission applies.
Is it normal to pay a service charge for an offer letter?
A written service charge for named services, such as shortlisting and document checking, can be reasonable. Paying for the offer letter itself is a warning sign, because universities decide on your marks and documents. Never accept a promise of guaranteed admission, and make sure the agreement says what is refunded.
Should I ever pay for a CSC or government scholarship application?
No. The China Scholarship Council says it does not authorise any individual or intermediary agent to process Chinese Government Scholarship applications. Apply through the official channels, starting at campuschina.org, and confirm results with the dispatching authority. If anyone asks for money to submit or secure a government scholarship, treat it as a scam.
How do I check that the fee I pay goes to the university?
Get the fee sheet and bank details from the university's international office by email, and do not rely on the consultant alone. Pay into the university's account, and ask for a receipt in the university's name. Do not pay in cash or into a personal account. If the university cannot confirm the account, stop and ask why.
What happens to my money if the visa is rejected?
It depends on the university and your agreement. Application fees are often non-refundable, while tuition refunds after a visa refusal vary by university. Ask the university in writing before paying, and ask the consultant what happens to their service fee. Keep both replies with your receipts.
How can I tell if tuition is being marked up?
Download the university's official fee sheet, then compare it line by line with the consultant's quote. A higher total is acceptable only when the difference is shown as a named service charge you agreed to. You can also email the university for the current fee for your intake.
Bottom line on the MBBS consultant fee in Pakistan
The right MBBS consultant fee in Pakistan is whatever you agreed in writing for services you can name, and it should never include a charge for a government scholarship application. Free counselling is possible and believable, but you still need to see the university's fee sheet, pay the university directly and check recognition on pmdc.pk and ECFMG. Titans Abroad does not charge for guidance, and you can read the facts above and decide with the university's own documents in front of you. When you are ready, you can apply through Titans Abroad.
