IBCC attestation and equivalence guide for Pakistani students 2026

How IBCC attestation works for Matric and Intermediate, what O and A level equivalence needs, official fees and timelines, and what to do next at MOFA.

Almost every Pakistani student applying abroad hits the same wall at the document stage. A university or embassy wants your Matric and Intermediate papers attested, and nobody explains by whom, in what order, or how many copies. The first stop is the Inter Boards Coordination Commission (IBCC). For O and A level students, it is the equivalence certificate. This guide covers both, using IBCC's own published pages. Where those pages disagree with each other or give no figure, I say so instead of guessing.

For the full chain from board to embassy, see our IBCC and MOFA attestation overview. This page goes deep on the IBCC link only.

What IBCC does and what it does not do

IBCC's FAQ describes its role as authenticating equivalence, attestation and verification of qualifications up to the higher secondary level. It has a head office in Islamabad and regional offices in Karachi, Lahore, Bahawalpur, Peshawar and Quetta.

Three limits catch students out:

  • IBCC attests certificates from recognised boards of intermediate and secondary education (BISEs), technical boards (BTEs) and the Wafaq or Tanzeem bodies for madrassah certificates. It does not attest documents from private institutions.
  • It does not attest Bachelor's, Master's or higher degrees. Those go to the Higher Education Commission (HEC). IBCC's equivalence FAQ also says qualifications at Level 4 and above fall under HEC.
  • It is not the last step. Embassies and many universities also want a Ministry of Foreign Affairs (MOFA) stamp or an apostille on top of IBCC.

If your highest qualification is a degree, the attestation chain overview explains the HEC route. The rest of this guide is for school and college level papers.

Attestation versus equivalence

These are two separate services, and mixing them up costs weeks.

QuestionAttestationEquivalence
Who needs itStudents with Matric/SSC, Intermediate/HSSC or diploma certificates from a Pakistani boardStudents with O/A levels, a US high school diploma, IB, GED or other foreign or non-board qualifications
What IBCC doesConfirms the document is genuine and attests it, with a QR codeConverts your qualification into a Pakistani SSC or HSSC equivalent, with marks, and issues a certificate
Verification firstYes, the issuing board verifies the documentGenuineness check with the issuing body, done online where possible
Typical useUniversity applications, visas, the MOFA stepAdmission in Pakistan, medical and engineering merit, and foreign use where asked

A student with O levels followed by FSc, or Matric followed by A levels, may need both services for different documents.

Attesting Matric and Intermediate certificates, step by step

IBCC runs this through its attestation portal. The sequence below follows IBCC's application-process and requirements pages. I could not load the portal's own screens, so field names may differ slightly from what you see.

  1. Get board verification first. Your SSC or HSSC certificate and result card must be verified by the board that issued them. IBCC says the verification must appear online in its attestation portal before you submit. Some boards now share data with IBCC directly. BISE Mardan signed such an agreement in March 2025, so students there no longer carry sealed envelopes. Ask your own board whether it is connected.
  2. Register and log in on the IBCC attestation portal at attest.ibcc.edu.pk.
  3. Enter your personal and education details and pick a submission mode: appointment, courier or express.
  4. Pay the fee through 1Bill, a mobile wallet such as Easypaisa or JazzCash, or a printed challan at a UBL branch.
  5. Remove plastic coating. IBCC tells applicants to take lamination off before submission.
  6. Submit your documents on the appointment date, or send them by courier, with the printed application form and fee receipt.
  7. Collect or receive the attested documents. Appointment cases come back the same day or the next day, depending on when you submit.

Only blood relatives may apply on your behalf, according to IBCC's requirements page. A friend or an agent cannot.

The three submission modes

ModeHow it worksTiming IBCC states
AppointmentBook a morning slot at an office and bring everything, including the board verification printoutSame day or next day, depending on submission time
CourierBook online, pay, courier the documents to IBCC, and IBCC returns them by courier within PakistanWithin 10 working days on one IBCC page, 15 in an FAQ entry, so plan for the longer one
ExpressEvening walk-in at the Islamabad and Lahore offices onlyProcessed and returned within about an hour

IBCC lists office hours as Monday to Thursday, 8 am to 4 pm. Express runs in the evening on working days, and its stated hours differ between pages (5 pm to 9 pm in winter on one, a longer summer shift on another). Courier is listed as available only at the Islamabad head office and the Karachi regional office. Check the portal before choosing a mode, because these details have changed before.

Documents you need

For SSC, HSSC or diploma papers from a BISE or BTE, IBCC's requirements page lists:

  • The printed application form from the portal.
  • The original certificate, diploma or marks sheet, plus one photocopy for IBCC's record.
  • Extra photocopies, if you want photocopies attested too.
  • The original paid challan or a printout of the online fee receipt.
  • Photocopies of your CNIC and your father's CNIC.
  • The board verification printout (listed for appointment submissions).

Madrassah certificates (Shahadat ul Sanwia Aama and Khasa) need verification from the Wafaq, Tanzeem or madrassah in a sealed envelope. An open envelope is rejected. School leaving certificates up to Class 8 have their own list, including the applicant's B-form.

One more rule trips up older certificates. IBCC says anything attested before 2010 needs fresh verification from the issuing board. A different IBCC page says a board's verification stays valid for six months from its date, so do not verify in January and apply in August.

Fees and timelines from IBCC's pages

Fee pages move, and I found some conflict between IBCC's own pages and older third-party posts. These are the amounts I could tie to an IBCC page:

ItemAmount or time
Attestation, per original certificate or DMCRs 1,200 (the only item priced on IBCC's attestation summary page)
Express attestationRs 3,000 per original, Rs 1,500 per photocopy
Standard fee for attesting a photocopyNot stated on the pages I could read; the challan shows it
Manual verification of an older attested documentRs 600 per certificate, plus Rs 300 courier
Online check of a QR-coded attested documentFree
Resubmitting after a deficiencyNo new fee, under the same application ID

Board verification is a separate fee paid to your board, and it differs by board. In January 2026 ProPakistani reported that IBCC had told boards to verify the result card and certificate together for a single fee. I did not find IBCC's own circular, so confirm with your board.

The attested document carries a lifetime QR code. Anyone can check it free at IBCC's verification page. If your older certificates were attested without a QR code, IBCC's FAQ says you can apply for re-attestation on payment of the prescribed fee.

Equivalence for O level, A level and other foreign qualifications

IBCC treats O levels as the SSC equivalent and A levels as the HSSC equivalent. It issues separate certificates for each, even if you apply together. Your marks are not copied from your grades. IBCC converts grades using its own formula, and it calculates session by session, so two students with the same grades in different years can receive different marks. I could not find the formula on IBCC's pages, so treat any online calculator as an estimate only.

Subject rules

  • O levels taken in Pakistan: eight subjects. English, Mathematics, Urdu, Islamiyat and Pakistan Studies are compulsory, plus three electives. Urdu, Islamiyat and Pakistan Studies must be passed.
  • O levels taken abroad: five subjects, including English and Mathematics, plus three electives per IBCC's equivalence FAQ. Dual or foreign nationals are exempt from Urdu, Islamiyat and Pakistan Studies.
  • Before 2006: seven subjects were enough.
  • A levels: three subjects in the right group. Pre-Medical means Physics, Chemistry and Biology. Pre-Engineering means Physics, Chemistry and Mathematics. Humanities accepts any three electives.
  • Grades: only A to E count. F and G do not.
  • Missing subjects: pass the subject through the relevant board. In some cases a higher-level subject can cover a lower-level gap.
  • Different UK boards: subjects can be combined if the criteria are met.
  • Plastic-coated certificates: not accepted. Submit the original statement of results or copies verified by the British Council instead.

An A level equivalence also needs your IBCC O level equivalence certificate. A statement of results for O or A levels is valid for six months only. After that you need the original certificate.

Documents, fees and time for equivalence

ItemDetail
Foreign qualificationRs 6,000 each
Local qualificationRs 4,000 each, non-refundable
Aama or KhasaRs 1,500 each
Urgent serviceRs 12,000 each, for O and A levels only
Duplicate certificateRs 8,000, plus a newspaper loss advertisement and a notarised affidavit
Standard processing15 to 20 working days. Non-UK qualifications can take longer because IBCC must verify them with the issuer

For O and A levels, IBCC asks for the completed form, the fee receipt, original certificates with photocopies attested by a Grade 17 or higher government officer, a photograph, your CNIC or birth certificate (attested), and any earlier IBCC certificate. Students who studied abroad add a passport with visa and stay proof. Names, father's names and dates of birth must match across every document and your CNIC or passport.

You can submit in person, by courier, or online. Online submission accepts photocopies only. Applications for US diplomas, IB, GED, KSA certificates and similar have their own lists, including sealed transcripts and a minimum gap between GED and SSC of two years.

Medical and engineering admission

For medical colleges, King Edward Medical University's published eligibility criteria require Chemistry, Biology and Physics or Mathematics in your O and A level subjects, and English passed at O or A level. Merit then uses your IBCC-converted HSSC marks. Minimum percentages differ by institution. One medical university notice I found sets a floor of 660 out of 1,100, or 60 percent, but another college may differ, so read the prospectus of the college you want. Equivalence is a separate step from MDCAT registration, and you should start it well before deadlines because of the 15 to 20 working day timeline.

After IBCC: the MOFA step

For Matric and Intermediate certificates, the MOFA checklist I found says BISE certificates must be countersigned by IBCC before MOFA attests them. So the order is board verification, IBCC, then MOFA.

According to a MOFA circular dated 14 October 2026, MOFA Islamabad and its Liaison Offices at Lahore, Karachi, Peshawar, Quetta and Gujrat adopted a Digital Attestation System from 12 October 2026. After you submit for general or apostille attestation, MOFA emails an electronic certificate once the process and fee payment are complete, and in-person visits are limited to exceptional cases. The portal is portal-attestation.mofa.gov.pk. I could not load the portal or the circular myself, so confirm the details on the portal before you apply. Our MOFA attestation and apostille guide covers this in full.

MOFA's separate apostille portal at apostille.mofa.gov.pk has required prior online registration since 27 July 2026. Access to several government portals, including this one, was suspended in March 2026 for cybersecurity reasons, so check it is working before you plan around it.

How many copies to attest

IBCC does not give one number for everyone. It attests originals and, on request, photocopies. A practical rule: count every place that will hold an attested copy, such as the university, the embassy and one for your file, and add one spare. Also ask whether the destination accepts a scanned copy of the QR-coded original, because many portals now do. Our scholarship documents checklist shows what different applications ask for. Do not hand over your only original unless the receiver demands it.

Common mistakes

  • Applying to IBCC before the board has verified the documents. IBCC requires the verification to show on the portal before you submit.
  • Name or date of birth mismatches between certificates and your CNIC or B-form. Fix the record at the board first.
  • Submitting laminated certificates. IBCC will not accept plastic coating.
  • Using an expired board verification, or a pre-2010 attestation with no fresh verification.
  • Sending an agent. Only blood relatives can apply for you.
  • Expecting IBCC to attest a degree. That is HEC's job.
  • Missing a subject in your O level set, then discovering it after your admission deadline.
  • Booking the MOFA step before IBCC is done.

Mismatches and missing stamps are also behind many visa refusals, as we explain in why student visas get rejected.

Checklist

  • CNIC and B-form names match every certificate.
  • Board verification done and visible on the portal.
  • Certificates unlaminated and undamaged.
  • Portal account created, mode chosen, fee paid, receipt printed.
  • Application form, CNIC copies and photocopies ready.
  • For O and A levels: all subject rules met, the O level equivalence ready before A level, and the fee receipt printed.
  • Time buffer: courier 10 to 15 working days, equivalence 15 to 20 working days.
  • MOFA step planned for after IBCC.

Start early. The 12 month application timeline shows where document work fits, and police and medical papers have their own steps in our character certificate and medical report guide.

Frequently asked questions

Does IBCC attest my degree?

No. IBCC says it does not attest Bachelor's, Master's or higher degrees. Those go to HEC.

Can I apply for IBCC attestation fully online?

You apply and pay online, but IBCC still wants the physical documents, either at an appointment, by courier, or at the express counter. Board verification can be online if your board is connected.

How do I check that an IBCC attestation is genuine?

Scan the QR code or use the verification page at attest.ibcc.edu.pk. IBCC says checking QR-coded attested documents is free. Equivalence certificates have a separate verification page.

Do I need equivalence if I did FSc?

No. Equivalence is for O/A levels and other non-board qualifications. FSc students need attestation.

Can I get urgent equivalence?

Only for O and A levels, at Rs 12,000 each per IBCC's fee list. Other qualifications have no urgent option.

What if I am missing one O level subject?

Pass the missing subject through the relevant board, then submit. IBCC will not issue the certificate with the deficiency open.

Does MOFA still require a visit?

Per the 14 October 2026 circular, MOFA moved to a Digital Attestation System with e-certificates from 12 October 2026. In-person visits are limited to exceptional cases. See our MOFA guide for the details.
