Most scholarships make you compete before you get anything. Cyprus International University (CIU) in Nicosia (LefkoΕa), Northern Cyprus, works the other way round. Every international undergraduate gets a 50% tuition-fee scholarship just for enrolling as a foreign student, and a stronger academic record can push that discount up to 75% or 100%. Master's and PhD applicants have their own merit-based reductions too. You can read the full scholarship details on our site, but this guide is about how the award actually works and where students go wrong.
The important thing to understand early: these are tuition-fee reductions. They are not fully funded packages. There is no stipend, and you pay for accommodation, living costs, health insurance and visa fees yourself. If you go in knowing that, CIU can be a very affordable English-medium option. If you go in expecting a free ride, you will be caught out.

How the automatic 50% discount works
CIU builds the baseline discount straight into its international fee structure. You do not fill in a separate scholarship form or write an essay for it. If you are an international (non-Cypriot) citizen admitted to an undergraduate program, the 50% reduction is applied when you enrol, before any merit review happens. When your admission decision arrives, the scholarship percentage is already on it.
That makes the 50% figure your floor, not your ceiling. It also means you should not judge CIU by its published sticker price. Compare the net tuition after the discount with what you would pay elsewhere.
Getting from 50% to 75% or 100%
On top of the automatic award, CIU runs an Academic Merit Scholarship track. It raises the discount to somewhere between 50% and 100% of tuition depending on how strong your secondary school record (or prior degree) is. CIU has a track record of offering 75% and even 100% tuition scholarships to applicants from Pakistan and other South Asian countries with strong transcripts. The university recruits actively in the region, and country-specific offers for Pakistani students are relatively common.
There is no separate form for the merit tier either. Your transcript is assessed as part of your program application, and the percentage you are awarded is confirmed in your official offer or acceptance letter. Two practical consequences follow from this:
- Apply with your best available transcript. Whatever you send is what gets assessed.
- The source does not publish exact grade cut-offs for each tier, so do not assume a particular percentage. If the tier on your letter is unclear, contact the Registration Office and ask them to confirm it.
Country-specific offers for Pakistani applicants are updated from time to time. Ask the Registration Office directly (+90 392 671 1111 or info@ciu.edu.tr) what is currently on offer before you plan your budget around a number.
Master's and PhD applicants
Graduate students are not left out, but the bar is clearer. PhD and research-track applicants are typically expected to hold a cumulative GPA of 3.50 or higher from their previous degree to be competitive for a tuition reduction, and the same 3.50 figure is recommended for master's applicants. A strong statement of purpose matters here as well. If your GPA is well below 3.50, you can still apply for admission, but be realistic about how much discount you are likely to get.
The Athletic Scholarship
There is a separate Athletic Scholarship track for students with national-level sports achievements or who commit to representing a CIU sports team. In some cases it layers an extra discount on top of an academic award. If you have a genuine national-level record, ask specifically about combining the two. You will need certificates or other documents proving the achievement.
Who this suits, and who should look elsewhere
CIU makes sense for a Pakistani student who wants an English-medium degree in engineering, business, media, health sciences or law, has decent grades, and can cover living costs without a stipend. Northern Cyprus has a much lower cost of living than Western Europe, the UK or Australia, which stretches a partial scholarship further. There is also a large Pakistani and South Asian student community in Nicosia, which helps when you first arrive.
It suits you less if you need a fully funded scholarship with a monthly allowance. It also deserves a careful think if you plan to use your degree in a country with strict recognition rules. Northern Cyprus is recognised internationally only by Turkey. Its universities are accredited and attract many international students, but check how your intended employer, regulator or next university views a TRNC degree before you commit.
Eligibility in plain terms
The scholarship is open to international students, and the source explicitly mentions Pakistani applicants receiving the higher tiers. The requirements are:
- An admission offer to a CIU undergraduate, master's or PhD program
- International (non-Cypriot) citizenship for the automatic 50% undergraduate scholarship
- A strong secondary school transcript if you want the 75-100% merit tiers at undergraduate level
- A bachelor's degree with a cumulative GPA of 3.50 or higher (recommended) for competitive master's or PhD scholarship consideration
- English proficiency through IELTS, TOEFL or CIU's own English proficiency exam for English-medium programs
- Proof of national-level sports achievement or CIU team commitment, for the Athletic Scholarship only
- Good academic standing every semester to keep the scholarship active
Note the last point. The scholarship applies semester by semester for as long as you stay in good academic standing. Treat it as something you keep earning, not a one-time grant.
Paperwork to prepare
The document list is short compared with most government scholarships, which is part of CIU's appeal. You will need:
- The completed CIU online application form
- Attested secondary school certificates and transcripts (graduate applicants send bachelor's or master's transcripts)
- A valid passport copy
- Passport-size photographs
- An IELTS or TOEFL certificate where applicable
- A CV and statement of purpose (graduate applicants)
- Letters of recommendation (graduate applicants)
- Sports achievement certificates (Athletic Scholarship applicants only)
Attestation is where Pakistani applicants lose time. Get HEC or IBCC attestation done where required well before you apply, because delays here hold up your official scholarship-inclusive offer letter. Our IBCC and MOFA attestation guide walks through that process.
The application, from portal to visa
- Apply online to your chosen program through CIU's international admissions portal.
- Submit your attested transcripts, passport copy and English proficiency documents with the application.
- Receive your admission decision with the automatic international student scholarship (minimum 50% for undergraduates) already applied.
- If your transcript qualifies for a higher merit tier, it will be confirmed in your official offer or acceptance letter. Contact the Registration Office if the tier is unclear.
- Accept the offer, pay the net tuition after the scholarship, and start the Northern Cyprus student visa and residence permit process.
- Keep your grades up each semester so the scholarship carries over to later years.
Current fee figures and scholarship rules are on the CIU fees and scholarships page. Check it yourself rather than relying on what an agent tells you.
Picking an intake: September or February
Admissions are rolling, with two intakes a year. The recommended windows are:
- Fall intake: applications open in April, and the semester begins in September.
- Spring intake: applications open in October, and the semester begins in February.
Rolling admission does not mean you can apply at the last minute. Aim to apply at least 2-3 months before your intended intake so the scholarship can be processed, and leave extra time on top of that for attestation and the visa and residence permit steps. Confirm the exact dates for your intake on the official portal.
Mistakes that cost Pakistani applicants money
The most expensive mistake is paying tuition before seeing your scholarship percentage in writing. Always confirm the exact percentage in the official acceptance letter before you transfer anything. A verbal promise from an agent is not the same thing.
The second is budgeting as if the scholarship covers everything. It covers tuition only. Accommodation, health insurance, visa costs and daily living are on you, so build a separate budget for them from day one.
The third is sending a weak or incomplete transcript and hoping for a high tier. The merit percentage comes straight from your academic record, so there is no interview or essay to make up for it at undergraduate level. And once you are enrolled, a bad semester can put the scholarship at risk, because it depends on good academic standing.
Frequently asked questions
Do all international students get a scholarship at CIU?
All international undergraduate students automatically receive a 50% tuition-fee scholarship, regardless of merit review. Graduate scholarships work differently and depend on your prior academic performance.
Can Pakistani students get a 100% scholarship at CIU?
Yes, it is possible. CIU has a history of offering 75% and 100% tuition scholarships to Pakistani applicants with strong academic records through its Academic Merit Scholarship track. It is not guaranteed, and the offers are periodically updated, so ask the Registration Office about current terms.
Do I need to apply separately for the merit scholarship?
No. Your secondary school or prior degree transcript is assessed as part of your program application, and the awarded percentage appears in your official offer letter.
Does the CIU scholarship cover accommodation and living costs?
No. It applies to tuition fees only. Accommodation, health insurance, living costs and visa fees are paid by the student.
What GPA do I need for a master's or PhD scholarship?
A cumulative GPA of 3.50 or higher from your previous degree is typically what makes graduate applicants competitive for a tuition reduction.
Will I keep the scholarship for my whole degree?
The scholarship applies semester by semester for as long as you maintain good academic standing. Falling below that standard can put it at risk.
Before you apply, check the current terms on the official CIU website, and see our CIU scholarship page for the full details in one place.
