Eastern Mediterranean University (EMU) in Famagusta, Northern Cyprus, has become a common choice for Pakistani students who want an English-medium degree in engineering, business, architecture or computing without paying UK or Australian prices. Its scholarship system is the main reason. Most international students get some tuition reduction, and a small number get a package that covers tuition, a room and meals.

Four different awards hiding under one name
EMU runs a tiered system. Knowing which tier you realistically fit into will save you a lot of disappointment.
Partial tuition scholarships (where most students land)
The majority of international students receive a partial scholarship, commonly somewhere between 25 percent and 77 percent off tuition. These are awarded automatically or semi-automatically, based on your secondary school results for a bachelor's program, or your undergraduate results for a graduate program. In practice, the admission letter usually arrives with the percentage already printed on it.
The All-Inclusive Scholarship (undergraduate, very competitive)
This is the top tier. It is reserved for applicants who rank in the top 1 percent of secondary school graduates in their home country's education system. EMU checks this against country-specific benchmarks and international standardized test results approved by the EMU Board of Trustees. Holders get full tuition for the normal duration of the program, free accommodation in a double room on or near campus, and 3 meals a day.
The Tuition Fee Waiver track
A separate, very limited route exists for the top 2 students per country each year, based on performance in the home country's university entrance exam. This is an undergraduate track. For a country the size of Pakistan, two places a year is a tiny number, so treat it as a bonus rather than a plan.
Master's and PhD scholarships
PhD applicants can receive a 100 percent or 50 percent tuition-fee scholarship. Master's applicants can receive up to 50 percent. These are decided on academic merit and departmental evaluation, not a fixed quota or formula. That means your CV, research fit and recommendation letters actually change the outcome, which is good news for a graduate applicant with average grades but a strong profile.
What the money covers, and what it leaves to you
Only the All-Inclusive Scholarship comes close to fully funded. Everything else is a tuition discount. A partial scholarship does not pay for rent, food, flights, visa costs or books.
That still matters. Living costs in Famagusta are lower than in the UK, Australia or mainland Europe, so a 50 percent tuition discount can make the total cost workable for a self-funded family. But do the arithmetic before you accept. The free double room is only for All-Inclusive awardees, so if you are on a partial award, compare accommodation options in Famagusta and budget for them yourself.
Scholarships are renewable each semester. They are not one-time awards, which is helpful, but it also means you can lose one partway through your degree (more on that below).
Is a Pakistani student eligible?
Yes. The scholarships are for international students, and EMU has a large existing Pakistani and South Asian student community. The question is which tier you qualify for. The listed requirements are:
- An admission offer to an EMU undergraduate, master's or PhD program. Scholarship eligibility is assessed alongside the program application.
- A strong secondary school transcript for undergraduate applicants, or a strong bachelor's or master's transcript for graduate applicants.
- For the All-Inclusive Scholarship, a ranking in the top 1 percent of secondary school graduates nationally, verified against country benchmarks and approved standardized test results.
- For the Tuition Fee Waiver, a top-2-per-country ranking in the home country's university entrance exam system.
- English proficiency for English-medium programs, through IELTS, TOEFL or EMU's own placement and proficiency exam.
Programs span engineering, architecture, business, computer science and other fields, including tourism and health sciences. Most engineering, business and computing programs are taught in English, so you do not need Turkish or Greek.
The paperwork EMU expects from you
There is no separate scholarship form for the standard tiers. Your scholarship file is your admission file, so these documents do double duty:
- Completed EMU online application form
- Attested secondary school certificate and transcripts (or attested bachelor's or master's transcripts for graduate applicants)
- Valid passport copy
- Passport-size photographs
- English proficiency certificate (IELTS or TOEFL), or eligibility for EMU's English proficiency exam
- CV and statement of purpose (graduate applicants)

Applying through the regular admission portal
Because the scholarship is tied to admission, the process is mostly the normal application with one or two extra points of care.
- Choose a program and apply online through EMU's admissions portal, indicating that you want to be considered for a scholarship.
- Upload your academic documents, passport copy and English proficiency proof with the program application.
- If you are aiming for an All-Inclusive or 100 percent award, submit well before the committee review window. Late submissions for these are not considered.
- Receive your conditional or final admission letter showing the scholarship percentage. Most students are told their partial scholarship automatically based on their transcript.
- Accept the offer, pay any applicable deposit, and apply for the Northern Cyprus student visa or residence permit once the acceptance letter is issued.
- Each semester after that, keep your CGPA at 3.00/4.00 or above and pass every course.
Why applying in April beats applying in July
The deadline is described as rolling, and that word tempts people to wait. Don't. Rolling applies to admission and to the partial tiers. The full-scholarship files are reviewed by committee roughly 30 to 60 days before the semester starts, and EMU is explicit that late 100 percent scholarship applications cannot be considered.

These windows are indicative. Confirm the exact cutoff for your intake on the official portal, because a file that arrives a week late for the full tier is simply rejected. If you only care about a partial award, you have more breathing room, but applying early still gives you time for attestation and the visa.
The 3.00 CGPA rule that catches students in second year
Every tier, including the All-Inclusive package, depends on two conditions each semester: pass all enrolled courses (no failed or incomplete ones) and keep a cumulative GPA of at least 3.00 out of 4.00. Fall below that and the award can be reduced or cancelled the following term.
This is a hard cutoff, not a guideline. A student who comes in on a 50 percent discount and budgets around it can face a sudden jump in fees after one weak semester. If your family's finances only work with the scholarship in place, treat the 3.00 line as seriously as the admission itself.
Who this suits, and who should look elsewhere
EMU makes sense for a Pakistani student who wants an affordable English-medium degree, especially in engineering, business or computing, and who can cover living costs plus the remaining tuition. It also suits graduate applicants with a solid research fit, because departmental review rewards a good statement of purpose and strong references.
It is a weaker fit if you need a full ride to go abroad at all. The All-Inclusive tier is for the top 1 percent nationally, and the Fee Waiver track takes two students per country. Most applicants, even good ones, end up with a partial award.
One more point to consider: Northern Cyprus is recognized only by Turkey and is not a UN member state. Its university degrees are described as widely accepted internationally, including recognition routes through PEC/HEC equivalence processes for Pakistani students in relevant fields. Mistakes that cost applicants money
- Paying tuition or applying for the visa before the scholarship percentage is confirmed in writing in the official offer letter. Cross-check it first.
- Accepting a lower tier without asking. If your grades sit near the boundary of a higher tier, ask the admissions office directly which tier your transcript qualifies for before you accept.
- Treating the graduate statement of purpose as a formality. Master's and PhD awards are evaluated by departments, not by a fixed formula.
- Assuming free housing. The double room only comes with the All-Inclusive Scholarship.
- Leaving attestation until after the offer arrives, which squeezes the visa timeline.
