The President's Partial Scholarship is the university's main entry-level financial aid award for incoming freshmen and is not restricted to Kosovo citizens or a specific regional bloc, unlike some of RIT Kosovo's other named awards. Kosovo itself, while young as an independent state (declared in 2008), has built a compact but increasingly outward-facing higher education sector, and Pristina is a low-cost, English-friendly capital by regional standards.
