There is no single permanent list of PMDC recognized universities in China that you can trust from a blog, a consultant or a brochure. PM&DC is still building and updating its recognition list, so the only safe method is to check the university yourself against three things: the Chinese Ministry of Education (MOE) listing, the World Directory of Medical Schools (WDOMS) with ECFMG sponsor notes, and the current notice on pmdc.pk. This guide shows you how, step by step, and how to keep proof of each check.
This is written for Pakistani students and parents who are afraid of one thing: spending six years and a lot of money, then being told the degree cannot be registered. The fear is reasonable. The fix is not to find a magic list. The fix is to verify before you pay anything.
Why you cannot rely on one list of PM&DC approved Chinese universities
Search results for this topic are full of old news, agency lists and forum posts. Some are years out of date. Some mix up different rules. Here is what the regulator itself has said.
On 22 October 2025, PM&DC issued a public notice saying it has started the process of recognising foreign medical and dental institutions that award undergraduate degrees to Pakistani nationals, and that its website is being updated from time to time. The same notice says graduates of foreign institutions not recognised by PM&DC will not get provisional registration unless they qualified from a PM&DC recognised institution. It also says that for the National Registration Examination (NRE), the recognition of the foreign regulatory authority, along with ECFMG accreditation of the institution, is the standard criteria, and tells candidates to check the institution's status on ecfmg.org.
Read that carefully. It says the process is ongoing. It does not say "all MOE-listed universities are approved", and it does not say "all Chinese universities are approved". Anyone who gives you a fixed list and calls it final is guessing.
Rules in this area have changed several times. Treat this article as a method, and confirm every status on pmdc.pk and ecfmg.org on the day you decide.
What does PM&DC actually require from a foreign medical university?
PM&DC's notification on students seeking admission to foreign undergraduate medical and dental institutes is dated 29 July 2024 and applies from session 2024-2025. You can read it on pmdc.pk. The conditions that relate to the university were these. The October 2026 notice does not say whether they still apply, so confirm with PM&DC:
- The institution must be present in the list of such institutions available with PM&DC in Islamabad.
- The qualification must be in allopathic medicine, awarded by an institution recognised by the regulatory body of that country, which in turn is accredited by the WFME or listed in the World Directory of Medical Schools.
- The programme must be at least 6,200 hours over 5 years, with a minimum of 80 percent attendance.
- Where the medium of education is not English, at least 6 months must be spent learning the local language first.
- The student must get a PM&DC Student Registration Certificate before accepting studies at the institution.
- The student must pass the PM&DC National Registration Examination after qualifying to get full registration.
The same notification also set conditions for the student, such as FSc (Pre-Medical) with at least 60 percent marks and an MDCAT condition. The MDCAT part no longer applies. PM&DC Public Notice No. Exam-59/2026/350, dated 5 October 2026, exempts MDCAT as a pre-requisite for Pakistani students seeking admission into foreign medical and dental institutions, as our report on the notice explains. MDCAT is not part of the recognition check. Only graduates of PM&DC-recognised institutions get provisional registration and can sit the NRE. The October notice does not say whether the FSc 60 percent, registration and training conditions still apply, so confirm them at pmdc.pk, and see our guide on whether MDCAT is required for MBBS abroad.
The key lesson: recognition is a chain. The university must be legitimate in China, its country's regulator must be recognised, and the school must show up properly in international directories. PM&DC then adds its own list on top.
The three-layer check, step by step
Do all three layers. A university that passes only one is not verified.
Layer 1: Is the university and programme on the MOE list?
China's Ministry of Education publishes the institutions allowed to enrol international students into English-medium undergraduate clinical medicine. The best-known version, reported through an Indian embassy notice for the 2019-2020 intake, named 45 universities, down from 52 in 2014. The same notice said teaching the MBBS under a bilingual English and Chinese model is not allowed. That list is old. The MOE reviews and updates it, so use the current official version, not a copy from 2019.
Our own directory of MOE-listed universities in China and the longer MOE listed universities complete list explain which institutions we treat as MOE-listed. Always check the programme as well as the university. Some universities run an MOE-listed English MBBS track and a separate non-MOE clinical medicine track on the same campus, and the admission notice should tell you which one you are in.
MOE listing tells you the programme is allowed to enrol foreign students in English. It does not, by itself, tell you PM&DC will register your degree.
Layer 2: Is the school in the World Directory of Medical Schools with ECFMG notes?
The World Directory of Medical Schools (WDOMS) is run by the World Federation for Medical Education (WFME) and FAIMER. It is not a WHO list, even though WHO first published the directory in 1953 and many people still call it "the WHO list". Here is how to use it, based on ECFMG's guidance:
- Go to search.wdoms.org and search for the university name. Tick the box to include non-UN member states if you want complete results.
- Open the school's entry and read the Sponsor Notes tab.
- Look for an entry from ECFMG. It states which graduation years are eligible.
- Check that the year you will graduate is inside that range.
ECFMG says that if the Sponsor Notes tab has no ECFMG information, or the school is not in the directory, you are not eligible to apply to ECFMG for examination. Being listed alone is not enough, because the directory also includes schools that do not meet ECFMG's requirements.
This matters for Pakistan because PM&DC's October 2025 notice points candidates to ECFMG for checking a foreign institution's status. ECFMG also introduced an accreditation requirement from 2024: applicants must attend a school accredited by an agency recognised by WFME. China's medical education accreditation body (WCAME) was reported to have received WFME recognition in 2020, but check the WFME site for its current status instead of relying on that report.
Layer 3: Is the university on the current PM&DC notice or list?
This is the final and most important layer, because PM&DC decides registration in Pakistan. Open PM&DC's public announcements page, look for the latest notices on foreign institutions and the recognition list, and read the actual document. If the list is not updated yet, or your university is missing, that is a red flag to resolve before you pay a deposit, not after.
If you cannot find the answer, email PM&DC and ask in writing whether the specific university and programme are recognised. Keep the reply.
MOE-listed vs PM&DC recognised: a quick comparison
| Question | MOE listing | WDOMS with ECFMG notes | PM&DC recognition |
|---|---|---|---|
| Who decides? | Chinese Ministry of Education | WFME and FAIMER directory, ECFMG sponsor notes | Pakistan Medical and Dental Council |
| What does it tell you? | The programme may enrol international students in English medicine | The school is in the global directory and whether ECFMG eligibility applies for your graduation year | Whether your degree can lead to provisional registration and the NRE |
| Where to check | MOE and official university admission pages | search.wdoms.org, Sponsor Notes tab, ecfmg.org | pmdc.pk notices and recognition list |
| Is it enough alone? | No | No | Yes for Pakistani registration, but verify the current notice |
| How often does it change? | Reviewed periodically | Updated by sponsors | Being updated from time to time, per the October 2025 notice |
So the honest answer to "MOE listed or PMDC recognised, which matters?" is that PM&DC recognition is the one that decides registration, but MOE listing and a clean WDOMS entry are the evidence that normally sits behind it.
Were Chinese medical universities delisted by the WHO?
Not quite. The story circulating in Pakistani news says eight Chinese universities were blacklisted by WHO. What actually happened is that eight Chinese traditional Chinese medicine (TCM) schools were removed from the World Directory of Medical Schools, with effect from 1 November 2019, according to Sixth Tone's report. The directory is run by WFME and FAIMER, not by WHO.
The schools were in Beijing, Shanghai, Tianjin, Guizhou, Heilongjiang, Liaoning, Shanxi and Yunnan. WFME said they were removed because they did not offer a programme leading to a qualification normally recognised as a medical qualification outside China, and that it was not a comment on the quality of TCM. China's Ministry of Education said graduates could still get licences to practise in China.
What this means for you: if you want to practise allopathic medicine in Pakistan, a TCM degree is not a substitute for MBBS. PM&DC's policy refers to allopathic medicine. Read the degree name on the offer letter. If it says Traditional Chinese Medicine, ask what it leads to before going further.
Are non-MOE universities safe?
Some Chinese universities run English clinical medicine programmes outside the MOE English-MBBS list. Our non-MOE universities page covers institutions that we describe as PM&DC recognised but not MOE-listed. They often have lower fees and more seats, and they commonly require HSK from the first year and award a degree titled Clinical Medicine instead of MBBS.
Is that safe? It depends entirely on the specific university and whether it appears on PM&DC's current list and in WDOMS for your graduation year. Non-MOE does not automatically mean bad, and MOE-listed does not automatically mean approved. It means the evidence needs more care. Compare the options in our complete guide to MBBS in China, and do the three-layer check on each one.
The risk grows if a consultant cannot show you the documents. Learn the warning signs in our guide to spotting a fake study-abroad consultant.
How to document your check so you are protected
Verification only helps if you can prove it later. Before you pay any deposit or sign anything, build a small file:
- Take a dated screenshot of the university's WDOMS page, including the Sponsor Notes tab with the ECFMG entry and the graduation years.
- Download or print the PM&DC notice and list page you relied on, with the date visible.
- Save the MOE listing source and the programme name from the university's official admission page.
- Keep the offer letter, and check that the degree title and programme match what you checked.
- Email PM&DC the university name and programme, and keep the reply.
- Ask PM&DC whether the Student Registration Certificate required by the 2024 policy still applies, and if it does, get it before you accept admission.
- Repeat the checks every year, and again before graduation.
Also compare the programme length against PM&DC's minimum of 6,200 hours over five years with 80 percent attendance. If the university cannot show you the curriculum hours, ask why.
What happens after you enrol? Can recognition change?
Yes, status can change. PM&DC said its list is updated from time to time. ECFMG sponsor notes cover specific graduation years. Rules about the NRE and equivalence exams have also moved: PM&DC announced a National Equivalence Board exam for students who partly completed studies abroad, reported with a 12 September 2026 date, and earlier reports had a different date. That shows how fast things shift.
So do not treat your check as a one-time event. Re-check each academic year and keep your records. The registration journey after graduation is covered in our guide to PM&DC registration after MBBS abroad, and if you also dream of working in the US or UK, read about USMLE and PLAB after MBBS in China and other countries.
Where Titans Abroad fits in
Titans Abroad only recommends universities that are PM&DC or PMC approved and, for China, MOE-listed, and it does not charge a consultation fee. You can ask for a shortlist on our apply page. Whoever you use, ask them for the same evidence described here, and do the checks yourself.
Frequently asked questions
Which Chinese universities are recognised by PM&DC?
PM&DC has said it is still recognising foreign institutions and updating its website from time to time, so no fixed blog list can be called final. Check the latest notice and list on pmdc.pk, then confirm the school in the World Directory of Medical Schools.
How do I check if a Chinese university is PMDC approved?
Search the university on search.wdoms.org and read the Sponsor Notes tab for ECFMG information. Then read the current PM&DC notices and list on pmdc.pk. Finally confirm the programme appears on the Ministry of Education list. If anything is unclear, ask PM&DC by email and keep the reply.
What is the difference between MOE-listed and PMDC-recognised?
MOE listing means China allows that programme to enrol international students in English-medium clinical medicine. PM&DC recognition means Pakistan's regulator accepts the institution for registration purposes. One does not replace the other, and PM&DC's decision is the one that matters for your licence in Pakistan.
Were Chinese medical universities delisted by WHO?
No. Eight traditional Chinese medicine schools were removed from the World Directory of Medical Schools in November 2019. That directory is run by WFME and FAIMER. WFME said the schools did not offer a programme normally recognised as a medical qualification outside China. Ordinary MBBS and clinical medicine universities were not part of that decision.
Is the World Directory of Medical Schools enough?
No. Being listed is only the start. ECFMG says the directory also includes schools that do not meet its eligibility requirements, so you need an ECFMG sponsor note covering your graduation year. You still need PM&DC recognition for registration in Pakistan, so check pmdc.pk as well.
Are non-MOE universities safe?
It depends on the individual university. Some non-MOE institutions are described as PM&DC recognised, but you must verify each one in WDOMS and on the current PM&DC notice. Check the degree title, language requirements and curriculum hours, and do not pay a deposit until the evidence is in your file.
Does recognition change after I enrol?
It can. PM&DC updates its list over time, and ECFMG notes cover specific graduation years. Re-check every academic year and again before graduation, and keep dated screenshots and documents so you can show what was true when you enrolled.
Who can confirm recognition for me?
Only PM&DC can confirm recognition for Pakistani registration. Write to them naming the university and programme, and keep the answer. ECFMG's website can confirm eligibility for its own certification, and the university's admissions office can confirm its MOE status.
Final word on PMDC recognized universities in China
If you remember one thing, make it this: do not accept anyone's list of PMDC recognized universities in China as proof. Check the MOE listing, the WDOMS entry with ECFMG notes, and the current PM&DC notice, save evidence of each, and repeat every year. A few hours of checking is cheap compared with six years of study.
