MBBS in Russia for Pakistani students costs very different amounts depending on the university. At a regional state university the tuition can be about 374,000 rubles a year (roughly USD 4,500 or PKR 1.25 million), while a Moscow university can charge 1.2 million rubles a year (roughly USD 14,500 or PKR 4 million). Hostels are cheap. The cheapest route is a Russian government quota place, where tuition is waived and you pay only for living, travel and insurance.

Most "Russia MBBS fee" pages online are written for Indian students, with rupees and NEET. This guide is for Pakistani families. It gives the cost in USD with a PKR estimate, explains the payment problem, covers the scholarship route, and tells you how to check recognition before you pay anything.

A note on numbers: Russian universities publish fees in rubles and change them every year. The dollar and rupee figures below use roughly 83 rubles per USD (the Central Bank of Russia rate in August 2026) and about Rs 278 per USD (State Bank of Pakistan customer rates in October 2026). Both move. Treat every conversion as an estimate and ask the university for its current price list in writing.

How much is MBBS in Russia for Pakistani students?

Russia teaches medicine as a six-year "General Medicine" specialist degree, the equivalent of MBBS. The tuition fee is the biggest cost, and it depends on the city and the university. Here is what two universities publish on their own sites for the 2026-2027 intake.

UniversityProgramme (English medium)Tuition per year (first year, contract)Rough USDRough PKR
Rostov State Medical UniversityGeneral Medicine373,900 rublesabout 4,500about Rs 1.25 million
Pirogov Russian National Research Medical University, MoscowGeneral Medicine1,200,000 rublesabout 14,500about Rs 4.0 million

Rostov lists its fees on its international applicants page. Pirogov lists its price on its tuition and fees page. Both are first-year contract prices. Ask whether the fee stays fixed for six years or rises, because some universities revise it.

Our own university pages and country hub show a wide spread too. On our MBBS in Russia and CIS page, annual tuition across the region runs from about USD 2,500 up to about USD 7,000. Our Russia university directory currently lists Pirogov (RNRMU) at about USD 5,500 a year. That is an older, broadly cited figure. The university's own 2026-2027 page now shows 1.2 million rubles, which is far higher, so we are updating our pages and you should treat the official figure as the one to plan on. When sources disagree like this, go to the university.

What does a full six years cost?

Multiply the annual fee by six, add a preparatory year if you need one, then add living costs. This is an illustration using the first-year prices above, assuming they do not change. They probably will, so it is a floor, not a promise.

ItemRegional university (Rostov example)Moscow university (Pirogov example)
Tuition, 6 yearsabout 2.24 million rubles (USD 27,000, about Rs 7.5 million)about 7.2 million rubles (USD 86,700, about Rs 24 million)

Even at the regional price, six years of tuition alone is a large sum. Compare it honestly with Pakistan. The PMDC capped private medical college tuition at Rs 1.89 million per year for the 2025-26 session, according to Geo News. Over five years that is about Rs 9.45 million in tuition, before other charges, and some parents report colleges asking for more. So a regional Russian university can be cheaper than a Pakistani private college. A Moscow university at 1.2 million rubles a year is not.

What is the hostel cost in Russia?

University hostels in Russia are inexpensive compared with tuition. Official figures we found are small monthly amounts in rubles:

  • Rostov State Medical University listed 1,294 rubles a month for contract students in a 2023 hostel document.
  • Murmansk State Medical University lists about 1,500 rubles a month for self-financed students.

Those are small numbers, roughly USD 16 to 18 a month. They come from different years and cities, so do not use them as a quote. Moscow and St Petersburg hostels, private flats and newer buildings cost more. Hostel places can also be limited, so ask whether a bed is guaranteed for international students in your first year and for all six years. Food, warm clothing and city transport are separate and depend on how you live.

Is MBBS in Russia cheaper than China?

Sometimes, but not always, and the answer depends on the university pair you compare. Russian tuition ranges widely, from regional state universities at a few thousand dollars to Moscow universities well above that. Chinese tuition also varies. On our MBBS in China page, tuition varies by university, and you should compare the same items: tuition, the language year, hostel, insurance and visa renewals.

The cost is only one side. Recognition, language and clinical teaching quality matter just as much. Our full side-by-side is in MBBS in Russia vs China.

What is the cheapest MBBS in Russia?

There are two ways to read "cheapest". The lowest tuition usually sits at regional state medical universities, not in Moscow or St Petersburg. A lower price can also mean a lower-ranked clinical environment or fewer English-medium resources, so cheap alone is a poor guide. Ask for the price list, the hostel terms, the clinical hospital arrangements and the recognition status in writing before you compare.

The truly cheapest route is the quota or scholarship route, covered next.

Can Pakistani students get a Russian government scholarship for MBBS?

Yes, in principle. The Russian government offers quota places that waive tuition. The Russian House in Pakistan nominated applicants for the 2026-27 round, with a deadline of 15 January 2026. Geo News reported that students are exempt from admission and tuition fees and that recipients pay their own travel and daily living costs. Shortlisted candidates also provide medical certificates and certified Russian translations of documents.

That 2026-27 window has closed. Official university notices we found describe applications opening in mid-September and closing in mid-January each year, so the next round should follow a similar pattern. Check the Education in Russia portal and the Russian House in Pakistan for the real dates.

Open Doors is a separate competition run in Russia. Whether medicine seats are included, and for which degree level, changes between cycles, and sources disagree on who can apply for a specialist degree such as General Medicine. Do not assume it. Read our Open Doors scholarship FAQ and the official announcement. Also see the wider guide to fully funded MBBS scholarships for Pakistani students.

Two honest warnings. Competition for a medical quota seat is high, and a quota place is not "fully funded". Living costs, flights and insurance still fall on the family. And if anyone asks you to pay a fee to apply for a government scholarship, walk away.

Do I need to learn Russian?

Yes, to some degree, even on English-medium programmes. Many universities run a preparatory faculty for students who do not speak Russian. Rostov lists a preparatory fee of 212,300 rubles for 2026-2027, and Kazan Federal University lists a Russian-language preparatory programme at 279,300 rubles for its 2026-2027 cycle. That year is extra cost and extra time.

English-medium classes carry you through the early years. In the clinical years you talk to patients and follow ward rounds, and that needs working Russian. Start learning from the first month. Our Russia university directory says the same about universities such as Pirogov: Russian classes run alongside medicine from year one.

How do Pakistani families pay tuition to Russian universities?

This is the part most fee guides skip. After 2022, sanctions made banking between Pakistan and Russia hard. A Dawn report from January 2023 described Pakistani banks as reluctant to handle transactions with Russian banks and noted that Pakistan uses SWIFT while Russia uses its own SPFS system. That report was about trade, but families sending tuition ran into the same caution.

We did not find a current official Pakistani rule that settles it for 2026, so we will not pretend there is one. What you can do:

  1. Ask the university finance office which accounts it accepts from Pakistan and in which currency. Some universities have given foreign students a USD or EUR account for wire transfers.
  2. Ask your Pakistani bank, in writing, whether it will send that specific payment, before you commit to the admission.
  3. Pay only to an account in the university's name, against an invoice with the university's letterhead. Keep every receipt.
  4. Do not pay tuition into an agent's personal account, and do not accept informal cash arrangements as the only route.
  5. Keep your bank statements ready for the visa. See bank statements and proof of funds for study abroad.

If the payment route is unclear when you apply, that is a reason to pause, not to rush.

Are Russian MBBS degrees accepted by PM&DC?

Recognition is the question that decides whether the money is well spent. PM&DC issued a public notice in October 2025 saying it has started recognising foreign institutions that award undergraduate medical degrees to Pakistani nationals, and that graduates of unrecognised institutions will not get provisional registration. It tells applicants to check an institution's status on the ECFMG site. You can see it in the PM&DC public notice on foreign graduates.

In August 2026 PM&DC again urged students to check the recognition status of foreign institutions before admission. We could not find a published PM&DC list of recognised Russian universities that we would call final, so do your own check:

  • Look the university up in the World Directory of Medical Schools (search.wdoms.org) and confirm the programme is listed.
  • Check its status on the ECFMG site, as PM&DC advises.
  • Read the current notices on pmdc.pk, not a consultant's brochure.

After graduation, foreign graduates also sit a licensing exam. ProPakistani reported that the National Equivalence Board exam was set for 12 September 2026, with registration in August. The exam name and rules have changed before. Our guide to PM&DC registration after MBBS abroad explains the steps.

Is NEET needed for Pakistani students?

No. NEET is the Indian entrance test and does not apply to Pakistani applicants. Most Russian medical universities admit on your FSc pre-medical results, and some also hold their own entrance tests in chemistry and biology. For example, Rostov lists entrance exams in chemistry and biology for its General Medicine programmes.

The rule that does matter to you is Pakistani. Since 5 October 2026, PM&DC no longer requires MDCAT for Pakistani students seeking admission into foreign medical and dental institutions, so you do not need an MDCAT score to apply to a Russian university. Its Public Notice No. Exam-59/2026/350 says the Council decided this on 14 September 2026, and our report on the notice has the details. Graduates must still pass the registration exam (NRE) to practise in Pakistan, and only graduates of PM&DC-recognised institutions get provisional registration and can sit it.

PM&DC's earlier May 2026 notice also listed FSc (Pre-Medical) at 60% or more, online registration on srf.pmdc.pk and training conditions. The October notice does not say whether they still apply, so confirm with PM&DC at pmdc.pk before you pay a deposit. Do not rely on a blog or an agent. Our explainer on whether MDCAT is required for MBBS abroad tracks the rule.

What other costs should you plan for?

Tuition and hostel are the headline numbers. The rest is where budgets slip. Plan for these, and ask the university or a senior student for real figures:

  • Return flights from Pakistan, at least once a year.
  • Student visa, invitation letter processing and annual visa extensions.
  • Medical insurance, which universities usually require every year.
  • Medical tests for the visa, including the HIV test that Russian rules require. The accepted validity period differs between sources, so check with the Russian mission serving Pakistan.
  • Document attestation: Matric and FSc through IBCC, then the Ministry of Foreign Affairs, and certified Russian translation.
  • Winter clothing, heating and a laptop. South Asian students often underestimate the first winter.
  • Food. Halal food is available in big cities, but you may cook for yourself in a hostel.

How we would compare two Russian universities

When two offers look similar, put them side by side on the same five lines.

  1. Tuition for the English-medium General Medicine programme, per year, in rubles, in writing.
  2. Whether the preparatory year is required and what it costs.
  3. Hostel cost and whether a bed is guaranteed.
  4. Recognition: WDOMS listing, ECFMG status, PM&DC notices.
  5. How you will pay, and whether your bank has confirmed it.

The lowest total is not always the best choice. A cheap university that your bank cannot pay, or whose degree you cannot register in Pakistan, is not cheap.

Frequently asked questions

How much is MBBS in Russia for Pakistani students?

It depends on the university. Rostov State Medical University publishes 373,900 rubles a year for English-medium General Medicine (roughly USD 4,500), while Pirogov in Moscow publishes 1.2 million rubles (roughly USD 14,500). Add a possible preparatory year, hostel, food, insurance and flights. Always get the current price list in writing.

Is MBBS in Russia cheaper than China?

It can be, but not by default. Regional Russian universities are often cheaper than Moscow ones, and Chinese fees vary by university too. Compare the same items for each shortlisted university: tuition, language year, hostel, insurance and visa costs. Our Russia vs China comparison sets them side by side.

Can Pakistani students get a Russian government scholarship for MBBS?

Pakistani students can apply for Russian government quota places, which waive tuition. For 2026-27 the deadline was 15 January 2026, and recipients paid their own travel and living costs. Medicine seats are limited and competitive. Check the Education in Russia portal and the Russian House in Pakistan for the next round.

Do I need to learn Russian?

Yes, to a working level. English-medium teaching covers the early years, but in clinical rotations you speak with patients in Russian. Many universities run a preparatory Russian-language year, which costs extra. Rostov lists 212,300 rubles for it in 2026-2027.

How do Pakistani families pay tuition to Russian universities?

Ask the university finance office which accounts it accepts from Pakistan, then ask your bank in writing whether it will send the payment. Pay only into an account in the university's name against an invoice, and keep receipts. Banking between the two countries has been difficult since 2022, so confirm before you commit.

Are Russian MBBS degrees accepted by PM&DC?

PM&DC says it recognises foreign institutions individually, and graduates of unrecognised ones cannot get provisional registration. Recognition is not automatic for every Russian university. Check the university in WDOMS, check its ECFMG status, and read current notices on pmdc.pk before you pay.

What is the hostel cost in Russia?

Official figures are low. Rostov listed 1,294 rubles a month in a 2023 document, and Murmansk State Medical University lists about 1,500 rubles a month. Big-city and private housing cost more. Ask each university for its current hostel fee and whether a bed is guaranteed for all six years.

Is NEET needed for Pakistani students?

No. NEET is an Indian exam. Russian universities usually admit Pakistani students on FSc pre-medical results, and some set their own chemistry and biology tests. MDCAT is not required for admission abroad since 5 October 2026, but confirm the remaining PM&DC conditions on pmdc.pk.

The bottom line on MBBS in Russia fees for Pakistani students

The real cost of MBBS in Russia for Pakistani students depends on three choices: which university, whether you win a quota place, and whether you can pay and register the degree without trouble. Get fees in rubles in writing, confirm recognition yourself, test the payment route with your bank, and then decide. You can explore options on our Russia universities page.
