It is run by Lembaga Pengelola Dana Pendidikan (LPDP) under the Ministry of Finance of the Republic of Indonesia, and it pays for study at both Indonesian and international universities. Before anything else, the most useful thing to say to a Pakistani reader is this: the LPDP Regular program is for Indonesian citizens. The first eligibility condition is Indonesian citizenship, and nothing in the program description opens it to other nationalities. Why the funding caps of 24 and 48 months shape your plans

LPDP funds a Master's degree for a maximum of 24 months and a Doctoral degree for a maximum of 48 months. These are ceilings, so the length of the program you pick matters. A one-year taught Master's fits easily. A Doctoral program that typically runs longer than four years is a different story, and you would want a clear plan for finishing inside the funded window before you commit.

The money itself is broad. LPDP lists the following as covered:

  • Full tuition fees and registration fees
  • A monthly living allowance and a book allowance
  • Thesis or dissertation research costs
  • International seminar and journal publication fees
  • Transportation and visa application costs
  • Health insurance, an arrival allowance and emergency funds
  • A family allowance, for Doctoral students only

The research and publication funding is the part many national scholarships leave out, and it matters most for PhD candidates who need to present at conferences or pay journal fees. The family allowance is also limited to Doctoral students, so a Master's scholar planning to bring a spouse or children should not assume any family support. The regular-class rule that catches people out

LPDP Regular funds regular classes only. It does not support executive classes, special classes, employee classes, distance learning, or international classes held inside Indonesia. It also does not support programs run across multiple countries, which rules out many joint degrees where you spend a semester or year at each partner campus.

This is where good applicants trip up. A program can carry a well-known university's name and still be the wrong format: a weekend executive Master's, an online degree, or an "international class" run on an Indonesian campus. Read the program description carefully, and if the format is unclear, ask the university in writing before you list it.

Who qualifies, degree by degree

Beyond Indonesian citizenship, the academic conditions depend on the level you are applying for:

  • Master's applicants need a D4 or S1 degree.
  • Doctoral applicants need an S2 degree.
  • Direct Doctoral applicants (going straight to a PhD) need a D4 or S1 degree.

There are also three things that disqualify you. You cannot be currently enrolled in a Master's or Doctoral program. You cannot apply for a Master's scholarship if you already hold a Master's degree, and you cannot apply for a Doctoral scholarship if you already hold a Doctorate. Finally, your university and program must come from the official LPDP list.

The enrolment rule is strict. If you have already started a Master's and hoped to get LPDP to pick up the remaining fees, the program says no. Plan to apply before you enrol, not halfway through.

Choosing one university or three

How many institutions you name depends on whether you already have an offer. If you hold an unconditional Letter of Acceptance (LoA) from an LPDP-approved university, you select that one institution. If you do not have an LoA yet, you select three universities from the approved list, and they must offer the same or similar fields of study.

That second rule is easy to get wrong. Picking a data science Master's at one university, a business analytics degree at another and an MBA at a third would look scattered. Keep the three choices close in subject so your personal statement and contribution plan make sense for all of them.

Note also that only an unconditional LoA counts. A conditional offer that still depends on a language score or a final transcript puts you in the three-university route.

The paperwork LPDP asks for

The document list is short, but each item carries real weight:

  1. A recommendation letter from an academic or an employer
  2. A personal statement
  3. A commitment letter about returning to Indonesia, with your contribution plan
  4. A research proposal (Doctoral applicants)
  5. An unconditional Letter of Acceptance, if you have one

The commitment letter is the document that sets LPDP apart. Recipients are expected to return to Indonesia and contribute after their studies, so a vague promise to "serve the nation" will not stand out. Name the sector, the kind of role, and the specific problem you want to work on. Make it realistic for where you are in your career.

Submitting through the LPDP portal

Everything happens online. The sequence looks like this:

  1. Register an account on the official LPDP portal.
  2. Complete your online profile and the application form.
  3. Select your target university and program according to LPDP guidelines.
  4. Upload your documents, including the personal statement and, for Doctoral applicants, the research proposal.
  5. Submit the application through the portal.

Step three is where the earlier rules apply: approved list only, regular class only, one university with an unconditional LoA or three similar ones without.

When it opens and closes

Start on your commitment letter and, for PhD applicants, your research proposal well before the portal opens. Those take the longest to write well, and they do not depend on the dates.

The common mistakes are predictable:

  • Listing a university or program that is not on the official LPDP list.
  • Choosing an executive, distance or joint multi-country program that LPDP does not fund.
  • Applying while already enrolled in a Master's or Doctoral program.
  • Picking three unrelated programs instead of three in the same or a similar field.
  • Writing a contribution plan that is generic instead of specific and realistic.
