International citizens can study in Russia through several pathways, including government-funded quotas from the Russian Federation, university-organized Olympiads, and general budget-funded or tuition-paid competitions. Students admitted under the Government of the Russian Federation quota receive free tuition, guaranteed dormitory accommodation, and a monthly state academic scholarship throughout their entire period of study, regardless of academic achievement.

The portal supports multiple application submission methods depending on the applicant's location. Students outside Russia can submit their documents digitally using the ruID mobile application, while those inside Russia can use the 'Online university admission' service on the Gosuslugi portal. Applicants can also apply directly through individual university applicant accounts, by mail, or in person at university admissions offices.

Admitted full-time students enrolled at state-accredited universities receive free textbooks and teaching aids for the entire period of study. Furthermore, full-time students are permitted to work in Russia without special work permits during their free time by providing their employer with a certificate confirming their enrollment.

The admissions campaign generally begins in June and can last until October, though deadlines and specific requirements vary by university and entry mode. Foreign students can choose to take either the Unified State Exam (EGE) or internal university exams, which may include tests, assignments, or interviews depending on the chosen field of study.
