Canada-Quebec Merit Scholarship for Foreign Students (PBEEE)

Unlike scholarships an individual applicant submits directly to a government portal, the PBEEE works through a preselection system: a Quebec university, a College Centre for the Transfer of Technologies (CCTT), or in some cycles the China Scholarship Council (for a China-specific stream) must first identify and preselect the candidate before a formal application can be submitted to the FRQ. This means the real first step for an interested student is securing admission or a research placement at a participating Quebec institution and asking that institution to nominate them for PBEEE preselection.

Funding levels are substantial: recipients can receive up to CAD $35,000 annually depending on the level of study (Master's, Doctoral, postdoctoral fellowship, or short-term research stay), and awards additionally include a full tuition fee exemption (meaning international students pay Quebec/Canadian resident-level tuition instead of the much higher international rate) plus coverage of Quebec's provincial health insurance plan (RAMQ) for the duration of the award.

Because the preselection deadline (typically in October) comes well before the final FRQ application deadline (typically early December), and the program start window can run from May of one year through January of the next, prospective applicants should approach their target Quebec university's international/graduate studies office at least a full year in advance to understand internal nomination timelines and required supporting documents.
