Colombia Scholarship for Foreigners (ICETEX)

The scholarship funds specialization programs (roughly 18 months), master's degrees (around 2 years), and PhD programs (up to about 4 years) at participating Colombian higher education institutions. Eligible fields span engineering, technology, social sciences, business and economics, health sciences, environmental studies, education, arts, and the humanities, giving applicants from almost any academic background a plausible route to apply.

Financial coverage is comprehensive: participating institutions waive 100% of tuition fees for the duration of the program, while ICETEX provides scholars a monthly stipend equivalent to three Colombian minimum wages, an installation allowance on arrival to help with initial settling-in costs, medical and hospital insurance (including repatriation coverage in case of disability or death), and support with visa procedures.

Eligibility is squarely aimed at genuine international applicants: candidates must be non-Colombian citizens who do not reside in Colombia, hold at least a bachelor's degree, be under 50 years of age, and not be married to a Colombian national, ensuring the award goes to students building a new academic relationship with the country rather than those already settled there. No IELTS or other English test is required, since programs are generally delivered in Spanish.

Applications are submitted entirely online through ICETEX's internationalization platform, with candidates uploading transcripts, a CV, recommendation letters, a passport copy, a health certificate, and a statement of purpose. Given the breadth of eligible fields and the relatively accessible entry requirements compared to more competitive scholarships elsewhere in the region, this program has become one of the more approachable fully funded postgraduate options for students from South Asia, Africa, and elsewhere considering Latin America.
