Hubert H. Humphrey Fellowship Program

Fellows spend approximately ten months affiliated with a U.S. university's professional school (public policy, public health, education, agriculture, journalism, natural resources management, technology policy, and other fields depending on the year's designated themes), auditing relevant graduate courses, engaging in leadership seminars, and completing a short-term professional affiliation or internship with a U.S. organization in their field. No degree is awarded, but a certificate of completion and lasting professional network are the program's core value.

Funding is comprehensive: the program covers tuition and fees, a monthly living stipend, health insurance, a travel allowance to and from the U.S., and a professional development/travel allowance for the fellow's affiliation placement and program-related travel within the U.S. Fellows also receive a computer allowance and support for accompanying dependents in some cases.

Because applicants apply through their home country's Fulbright Commission or the U.S. Embassy's Public Affairs Section rather than directly to a central U.S. office, the exact eligibility emphasis (e.g., priority fields, minimum years of experience) can vary slightly by country, but the core U.S. Department of State framework and funding package remain the same. Pakistan participates in the Humphrey program through the U.S. Educational Foundation in Pakistan (USEFP), making it directly accessible to experienced Pakistani professionals in the public and development sectors.
