Croatian Government Scholarship (Bilateral Scholarships)

The programme runs on two separate application pools. Pool 1 is open to citizens of countries that have a valid bilateral education cooperation agreement or programme with Croatia - including Bulgaria, China, the Czech Republic, Greece, Hungary, Israel, Italy, Kosovo, Montenegro, North Macedonia, Poland, Portugal, Romania, Slovakia, Turkiye, Ukraine, and specific regions of Belgium and Germany - and requires nomination through the applicant's home-country ministry or partner institution. Pool 2 is open more broadly to any international student currently studying the Croatian language at a university abroad, regardless of whether their country has a bilateral agreement, provided they can secure a recommendation letter from their Croatian language instructor.

Award types are unusually varied for a single scheme: a one-semester Croatian language course, partial Bachelor's or Master's study periods (4 to 10 months), full Bachelor's (36-48 months), full Master's (12-24 months), and full PhD programmes (36 months), as well as partial PhD research stays, postdoctoral research placements, short postdoctoral visits, and a two-week summer language seminar in Dubrovnik. Fields of study are open - candidates may pursue any subject offered at an accredited Croatian public higher education or research institution.

Because eligibility for the main bilateral pool depends on the applicant's country having an active cooperation agreement with Croatia, Pakistani applicants without such an agreement in a given cycle should focus on Pool 2 (the Croatian-language study track) or verify current bilateral partner status directly with the Agency for Mobility and EU Programmes, since agreement lists can change year to year.
