CEEPUS (Central European Exchange Program for University Studies)

Membership is limited to Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Moldova, Montenegro, North Macedonia, Poland, Romania, Serbia, Slovakia, and Slovenia, plus the University of Pristina in Kosovo as a partner institution. To take part, an applicant must be a registered student, doctoral candidate, or staff member at a university in one of these countries that already belongs to a CEEPUS network; the programme does not accept freemover or scholarship applications from students based outside the CEEPUS region, including Pakistan.

Each academic year, networks re-apply and universities nominate their own students for outgoing mobility, while incoming students are hosted tuition-free at the partner institution and receive a monthly grant set by the host country (typically enough to cover living costs, though amounts vary by country - for example Austria and Slovenia pay higher monthly rates than some Balkan host countries). Mobility can run from a few days (for short study visits and summer schools) up to a full 10-month academic year, and doctoral candidates can also use CEEPUS for joint supervision arrangements and research stays.

For a Pakistani student, CEEPUS becomes relevant only indirectly: if you are already enrolled at a partner university within one of the 15 member countries (for example after joining via another scholarship such as Erasmus Mundus, a national government scholarship, or self-funded admission), you may then become eligible to apply for a CEEPUS mobility grant to spend a semester at a different university within the same network. It is best understood as an intra-regional top-up mobility scheme layered on top of enrollment already secured through another route, not a stand-alone entry scholarship into Europe.
