It is a doctoral scholarship paid for and run by Universidad de Santiago de Chile (USACH) itself, through its Vicerrectoría de Postgrado, and it is reserved for foreign nationals who do not currently live in Chile. There is no national cooperation agency in the middle and no home-government nomination to chase.

A university-run PhD award for people not yet living in Chile

The full Spanish name is Beca de Excelencia para Extranjeros/as No Residentes en Chile. The "No Residentes" part matters. The scholarship is designed to bring foreign talent into Chile, so it targets applicants who are still abroad. A Pakistani student applying from Lahore or Islamabad is exactly the kind of applicant it is built for, since the requirement is simply being a foreign (non-Chilean) national who is not resident in Chile.

It suits a fairly specific person: someone who wants a PhD, is comfortable committing to a single university, and can secure admission to a USACH doctoral program before the scholarship call closes. It is a poor fit if you are still deciding between countries, want a master's degree, or have already moved to Chile.

What the CLP 6,000,000 stipend and the tuition waiver add up to

The package has three parts. First, a full exemption from the annual tuition fee (the arancel anual) for the duration of the doctoral program. Second, an annual maintenance stipend, which in recent cycles was approximately CLP 6,000,000 per year, meant to cover living costs in Chile. Third, a one-time installation allowance, approximately CLP 500,000 in recent cycles, intended to help with relocation costs such as flights, initial housing deposits and other settling-in expenses.

Treat both cash figures as recent-cycle amounts, not fixed promises. The amounts are described as approximate, so check the current call before you build a budget around them.

The installation allowance is a single payment. It is helpful, but it is modest when set against a flight from Pakistan plus a rental deposit in Santiago. The honest advice is to arrive with some savings of your own to cover the gap between landing and receiving your first stipend payment. Plenty of scholarship holders get caught short in the first month because they assumed the money would be waiting for them.

Why the 5.0 on a 1-to-7 scale is the number to understand

The academic bar is a minimum cumulative average of 5.0 on Chile's 1-to-7 grading scale, or the equivalent under your own education system. On top of that, you need to show academic excellence through your previous degree results, research background or recommendation letters.

Pakistani transcripts usually show a CGPA or percentages, and neither maps neatly onto the Chilean scale. Do not leave the evaluator to guess. Prepare an official conversion, or at least a clear explanation from your university of how your grading scale works, and submit it with your transcripts. A borderline applicant with a clear explanation looks far better than a strong applicant whose grades are hard to read.

  • You are a foreign national (non-Chilean) and not currently a resident of Chile.
  • You are accepted into, or in the final stages of admission to, an accredited USACH doctoral program.
  • You meet the minimum cumulative average of 5.0 on the Chilean scale, or its equivalent.
  • You can show academic excellence through grades, research or recommendations.
  • You are willing to obtain the required temporary residence permit to relocate to Chile once awarded.

Compared with nationality-quota programs, this is a fairly straightforward bar. That does not make it easy. Around 15 awards per call across the whole university is a small number, and the excellence requirement is where you compete.

Admission comes first, the scholarship second

This is the point applicants most often get wrong. The scholarship application requires a letter of admission or acceptance to a USACH doctoral program as a submitted document. A pending application is not enough. That means the real work starts months earlier, with the regular postgraduate admissions process.

USACH runs this scholarship separately from ANID and AGCID. Its timeline, portal and document list are its own. You need to track two calendars: the university's general doctoral admissions calendar and the scholarship's semester-specific call. Missing a national program does not affect your eligibility here, and the reverse is also true.

The application sequence

  1. Apply for and secure admission to an eligible USACH doctoral program through the regular postgraduate admissions process.
  2. Watch for the semester-specific call, titled Convocatoria Beca de Excelencia para Extranjeros, published on the Vicerrectoría de Postgrado website.
  3. Submit the scholarship application with all required documents through USACH's postgraduate application system before the stated deadline.
  4. Wait for the evaluation and results, typically a few weeks after the deadline closes.
  5. If awarded, follow USACH's guidance on the temporary residence permit and complete enrollment formalities before the semester begins.

Two intakes a year, with dates that move
