How the QS Top-50 line changes your funding

Your funding tier depends directly on where your admitting university sits in the QS World University Rankings. There are two bands.

Admission to a QS Top-50 US university brings full funding. That covers tuition, a living stipend and health insurance.

Admission to a university ranked 51 to 100 brings partial support. The figure commonly cited is around $12,000 a year toward tuition. Treat that number as an approximate guide, not a promise, and confirm the current amount with HEC. Eligibility for Pakistani PhD applicants

  • An admission offer, secured independently, to a PhD program at a QS Top-100 ranked US university

Order of steps from US admission to HEC award

  1. Apply for and secure admission to a PhD program at a QS Top-100 US university on your own.
  2. Confirm the university's current QS ranking so you know which funding tier applies.
  3. Apply to HEC through its online portal once your admission is secured.
  4. Submit the required documents for HEC verification.
  5. Attend any interview or verification step HEC sets for that cycle.
  6. Receive funding confirmation and move on to visa formalities.

Fitting a US admission cycle into HEC's window

There are really two clocks running. The first is your own US application timeline, which is ongoing and has to finish before you approach HEC at all. The second is HEC's application window, which generally falls between February and April, depending on the cycle. The deadline is typically around April 30, but this varies by annual cycle, so confirm the dates for your year on hec.gov.pk.

After the window closes, HEC reviews applications, verifies documents and confirms your funding tier over the following months.

The practical point: HEC's deadline is fixed regardless of when you were admitted. If your US offer arrives late, you can miss the HEC window for that year. Apply to HEC as soon as your admission letter is in hand rather than waiting for every other offer to come in.

Mistakes that cost applicants this funding

The most common one is treating the program as the first step. Students write to HEC asking how to apply before they have any US offer. HEC funds an existing admission; it will not help you find one.

Second, people assume the funding tier. They see a familiar university name and expect full funding without checking whether it is in the Top-50 or the 51-100 band that year.

Third, they leave the HEC application too late. A strong offer that arrives after the HEC deadline is still a strong offer, but it may not get funded in that cycle.

Fourth, they hold or accept another government-funded scholarship for the same program. That rules you out here, so think carefully before committing to a different government award.
