Stipendium Hungaricum Scholarship 2026: HEC Quota, Stipend, MBBS Seats and How to Apply

A practical guide for Pakistani students to Stipendium Hungaricum: how HEC's 400 nominations work, what the stipend really covers, Medicine seats, eligibility and the strict 2 PM CET deadline.

Stipendium Hungaricum is the Hungarian Government's main scholarship for international students, and for Pakistani students it is one of the few fully funded routes into a European degree, including Medicine and Dentistry. The program is run by the Tempus Public Foundation, and Pakistan gets its own annual quota through a bilateral agreement, with HEC Pakistan handling nominations. My honest view: this suits students with a strong academic record who are comfortable living on a modest stipend and who will prepare for a second round of selection after HEC. It does not suit anyone who expects the scholarship to pay for a comfortable lifestyle, or anyone who plans to apply in the final hours before the deadline.

Two selections, not one

The most common misunderstanding about Stipendium Hungaricum is that HEC picks the winners. It does not. The process has two stages, and you have to pass both.

First, you apply online. After the deadline, HEC Pakistan nominates candidates from the Pakistani applicant pool to Tempus: 400 on the main list, plus a waiting list. Those nominees are then forwarded to the Hungarian universities they chose. Each university runs its own evaluation, usually an online exam testing biology and chemistry for Medicine and Dentistry, or an academic interview for other fields. Only after that stage do universities issue conditional acceptances and Tempus confirm the final awards.

So a nomination is good news, but it is not a scholarship yet. Students who stop preparing once HEC's list comes out are the ones who get caught by the university round.

How Pakistan's 400 nominations are split

Pakistan's 400 main-list nominations are its bilateral allocation. The breakdown given for the program is 200 Bachelor's, 100 Master's, 30 PhD and 70 One-Tier Master (OTM). For Medicine and Dentistry specifically, HEC allocates 20 seats for Medicine and 10 for Dentistry. Treat these seat counts as indicative and confirm the current split on the HEC scholarship portal for your cycle.

If you are from a smaller province or region, your odds per capita can be better than a student from Punjab, where the applicant pool is far bigger. That is not a reason to be careless, but it is a reason not to talk yourself out of applying.

What the monthly money really looks like

The package is generous on paper, and the tuition part really is complete: full tuition fee exemption for the whole program duration. The stipend is where expectations need adjusting.

  • Bachelor's, Master's and OTM students get HUF 43,700 a month (roughly USD 120).
  • PhD students get HUF 140,000-180,000 a month (roughly USD 380-490).
  • Free dormitory accommodation, or a housing allowance of HUF 40,000 a month.
  • Full medical insurance and healthcare access.
  • Partial travel cost reimbursement, with the amount varying by country of origin.
  • Visa and residence permit issued without a fee.

Monthly expenses for a student in Budapest are typically EUR 400-600. Put that next to roughly USD 120 for undergraduates and you can see the gap. The free dorm closes a lot of it, and part-time work is permitted under Hungarian law, but a Bachelor's or Medicine student should plan for some family support, especially in the first months. PhD students are in a much better position on HUF 140,000-180,000.

The travel reimbursement also needs planning. It is paid after you arrive in Hungary, so you buy the ticket yourself first. Medicine, Dentistry and the OTM route

Many Pakistani applicants come to this scholarship for health sciences. Medicine, Dentistry, Veterinary Medicine and Pharmacy are offered as 6-year One-Tier Master programs, equivalent to MBBS, BDS or PharmD. The main medical universities named for international students are Semmelweis University in Budapest, the University of Debrecen, the University of Pรฉcs and the University of Szeged, which have trained international medical students in English for over five decades.

Be realistic here. Seats are very limited and competition is intense. You need top grades in Biology and Chemistry, and after nomination you face the university entrance assessment. Semmelweis, Debrecen and Pรฉcs all run biology and chemistry evaluations for Medicine applicants. Start preparing for that test alongside your application, not after the HEC list.

For returning to Pakistan, Medicine graduates from recognized Hungarian universities such as Semmelweis and Debrecen can apply for PMDC/PMC registration, and like all foreign medical graduates they must pass the PMLE (Pakistan Medical Licensing Examination). Practising elsewhere in the EU means going through that country's local licensing procedure.

Eligibility for Pakistani applicants

The program is open to students from 70+ sending countries, and Pakistan is one of them with its own quota. The Pakistani requirements are:

  • Pakistani citizenship, with no dual nationality permitted.
  • No upper age limit, but for the 2026 cycle you must be born on or before August 31, 2008.
  • Result-awaiting students can apply, but final certificates must be submitted by August 1, 2026.
  • You must meet the academic requirements of the specific university and program you apply to.

The dual nationality rule catches a few families every year. If you hold a second passport, settle that question before you invest time in the application.

On English tests: requirements depend on the university and program. Many English-medium programs ask for IELTS 6.0 or equivalent, and some accept a certificate showing your previous education was in English. Hungarian-medium programs do not need IELTS, but you would study in Hungarian. Check the language requirement on each program's page in the portal rather than assuming.

Paperwork to gather early

  • Valid passport
  • Academic transcripts and degree or school-leaving certificates
  • Medical fitness certificates
  • Recommendation letters (requirements vary by program and university)
  • The completed Stipendium Hungaricum online application
  • Any program-specific documents listed on the university's page

The last item is where applications go wrong. Each program can ask for something extra, and the portal will not always warn you. Read every chosen program's page line by line. Applying through the portal and HEC

  1. Create an account on the Stipendium Hungaricum portal.
  2. Use the "Find Program" tool to see which fields and universities are participating this year. Not all fields open every year, and offerings change between cycles.
  3. Pick programs that match your eligibility and check each one's specific requirements.
  4. Submit your full application before the deadline (January 15, 2026 at 2 PM CET for the 2026 cycle).
  5. HEC nominates candidates to Tempus from the Pakistani applications.
  6. Nominees are forwarded to their chosen universities for entrance exams or interviews.
  7. Universities issue conditional acceptances and Tempus confirms the awards.

These are the 2026 cycle dates. For the next intake, check the official portal, since the program typically opens around January and dates are set each cycle.

The deadline is a specific time in Central European Time, not end of day in Pakistan. It is strictly enforced and not extended for any reason. The portal also gets heavy traffic near closing, and technical problems have made last-minute applications fail. Aim to submit at least 48 hours early.

Mistakes that cost Pakistani applicants the scholarship

Waiting until the last day is the obvious one. The less obvious ones are these.

Choosing programs without checking they are open this year. The "Find Program" tool exists for a reason, and a program you saw on a friend's list last year may not be there now.

Treating the HEC nomination as the finish line. The university exam or interview decides the outcome, and for Medicine it is a real test of biology and chemistry.

Missing the August 1 certificate deadline. If you applied with results pending and do not submit final certificates by August 1, 2026, you can be disqualified even after selection. Underestimating early costs. Your first flight comes out of your own pocket until reimbursement arrives, and the undergraduate stipend is thin.

For visa questions (a Type D student visa) and nomination coordination, the Embassy of Hungary in Islamabad is the right contact. Can I study MBBS on Stipendium Hungaricum?
