PEEF Special Quota Scholarship (Punjab): Eligibility, Categories, Documents and How to Apply

Most scholarships in Pakistan put every struggling student into one big pool and rank them. The PEEF Special Quota Scholarship works differently. The Punjab Educational Endowment Fund sets aside places for specific groups of students: orphans, children of minority religions, children of BPS 1-4 government employees, disabled students, children of civilians martyred in terrorist attacks, and children of divorced mothers. If you fall into one of these groups and you hold a Punjab domicile, you are competing in a much smaller, more targeted pool.

A quota for students who are usually left behind

The scholarship is fully funded and meant for undergraduate study after Matriculation or FSC. It covers MBBS as well as other programs at eligible institutions in Punjab. That medical coverage matters. MBBS is the most expensive and competitive degree route in the country, and few need-based programs open it up to students from very poor or vulnerable families.

Who should apply? A student from Punjab who fits one of the listed categories, scored at least 60% in their recent exam, and has the paperwork to prove the category. Who should skip it? Anyone without a Punjab domicile, students repeating a class or improving marks, and students who cannot get an official category certificate. The category certificate is the heart of this application, and without it nothing else counts.

What the award pays, and what still depends on your institution

PEEF lists the following as covered:

  • Tuition and academic fees, in full
  • A monthly living stipend, with the amount confirmed by your institution
  • Accommodation support
  • MBBS and all other undergraduate programs at eligible Punjab institutions

Notice that the stipend amount is not fixed in the published information. It is confirmed by the institution, so do not build a budget around a figure you heard from a friend at another college. Ask your own institution's scholarship office once you are shortlisted.

PEEF works across the province, from large public universities and medical colleges in Lahore, such as KEMU, to local degree colleges in southern Punjab. That reach is a real advantage for students outside the big cities.

The six categories, and the 60% and domicile rules

To be considered, you need to meet all of these conditions:

  • You passed Matriculation or FSC in 2025 with at least 60% marks (check the portal for the exam year that applies to the next cycle)
  • You hold a Punjab domicile. This is mandatory
  • You are not repeating a class or sitting an improvement exam. Those students are not eligible
  • If you are going into a medical college, you have your MDCAT Result Card
  • You belong to at least one of the special categories

The categories are:

  1. Orphans
  2. Children of minority religion families
  3. Children of BPS 1-4 government employees, serving or retired
  4. Disabled students
  5. Children of civilians martyred in terrorist attacks
  6. Children of divorced mothers

How the Rs. 60,000 income limit applies

There is a general income ceiling: parents' monthly income should not exceed Rs. 60,000. Children of BPS 1-4 government employees (serving or retired) and children of civilians martyred in terrorist attacks are exempt from this limit. Whether the other categories, such as orphans or children of divorced mothers, are also exempt is not stated consistently, so if your family income is above Rs. 60,000 and you are not in one of those two groups, confirm with PEEF before applying. Do not assume.

The category certificate decides your application

PEEF asks for fewer documents than many other scholarships, which is good news. But the ones it does ask for must be clean and official. You will need:

  • Your category certificate as a PDF (for example an orphan certificate, disability certificate, parent's death certificate, BPS grade certificate, minority religion certificate or divorce certificate)
  • MDCAT Result Card, if you are applying for a medical college
  • Matriculation and FSC certificates with mark sheets
  • Punjab domicile certificate
  • Income proof or family income documents

Each certificate should come from the right authority. An orphan certificate should come from the Union Council or NADRA. A disability certificate should come from a recognized medical authority. A martyrdom certificate should come from the relevant government department. A certificate from the wrong office, or one without a stamp and signature, is a common reason for rejection.

For an orphan certificate, you will typically need your deceased parent's death certificate and your own birth certificate or B-form. Make sure the certificate is signed, stamped and recent (issued in the current year). A NADRA-issued death certificate for the parent is the strongest supporting document you can attach.

Filing on the PEEF portal and keeping your Diary Number

The whole process is online. Here is the sequence:

  1. Go to the PEEF Special Quota application portal.
  2. Select "Apply Online" and fill in your personal, educational and category information accurately.
  3. Upload your category certificate as a PDF. It must be clear, legible and officially stamped or signed.
  4. If you are applying for MBBS, upload your MDCAT Result Card.
  5. Submit before the deadline.
  6. Save your Diary Number from the submitted form. This is your application reference.
  7. Wait for your institution to contact you if you are shortlisted.

The Diary Number step is the one people forget. PEEF's portal does not always send an email confirmation, so that number may be your only proof that you applied. Screenshot it, write it down, and keep a copy with a parent.

Future cycles typically open at a similar time each year, but the exact dates change. Treat these as a guide and confirm the current deadline on the official portal. Have your documents scanned before the portal opens so you are not rushing.

Where applicants lose this scholarship

Most rejections here are avoidable. These are the mistakes to watch for:

  • Blurry or partly visible scans. Upload clear, high-resolution PDFs. A phone photo of a crumpled certificate is not good enough.
  • Leaving it to the last day. The portal can slow down near closing and technical problems at the last minute are common.
  • Declaring several categories with weak paperwork. If you fit more than one category (say minority religion and a BPS 1-4 parent), you only need to declare and document one. Pick the one with the clearest documentation.
  • Assuming your private university is covered. The scheme mainly targets students at HEC-recognized institutions in Punjab, and private universities may or may not be listed. Check the list of participating institutions on the PEEF portal first.
  • Applying as a repeater or improver. You are not eligible, and applying anyway wastes your time.

One honest point: the "fully funded" label is accurate for tuition and academic fees, but the stipend amount and disbursement dates sit with your institution. Families should plan for the first few weeks of term before any payment arrives. PEEF does have a good reputation for reliable and consistent payments once they start.

Frequently asked questions

Can I apply if my family earns more than Rs. 60,000 a month?

Yes, if you are the child of a BPS 1-4 government employee (serving or retired) or of a civilian martyred in a terrorist attack. Those groups are exempt from the income limit. For other categories, verify with PEEF before you apply.

Is MBBS covered under the special quota?

Yes. MBBS is explicitly supported. Students admitted to medical colleges must provide their MDCAT Result Card at the time of application.

I am studying at a private university in Punjab. Am I eligible?

Possibly. Private universities may or may not be on the eligible list. Public medical colleges, public engineering universities and public degree-awarding institutions are the core target group. Check the participating institutions list on the PEEF portal.

I improved my FSC marks with a second attempt. Can I still apply?

No. Students improving their marks or repeating a class are not eligible for this scholarship.

What if I did not get a confirmation email after submitting?
