The program started in 2019 and describes itself as Canada's largest leadership-based scholarship for master's and professional studies. The word "leadership" is doing real work there. This is not a grades-first award. A student with a strong CGPA and nothing else on their record will struggle against someone with slightly lower marks who has built something in their community.

Where the money goes, and what $2,300 a month means

The financial package has several parts. Your full tuition and fees are waived for the duration of the program. On top of that you receive a living stipend of $2,300 CAD per month during academic terms. Note the phrase "during academic terms". Read the official terms carefully to see how the months outside term are handled, because the stipend is described as tied to terms, not to the full calendar year.

There is also a one-time relocation grant, which helps with the cost of getting to Montreal and setting up. Scholars get access to summer funding options for research or impact work, which partly answers the question of what happens between terms, though "access to options" is not the same as a guaranteed payment. If you are invited to the final interviews in Montreal, your travel costs for those interviews are covered.

The non-financial side matters just as much to the people who run this program. Scholars join an intensive leadership development program, are matched with dedicated mentors and advisors, and become part of a cohort drawn from different fields. If you want a quiet two years in a lab with no outside commitments, think honestly about whether this program fits you.

The entrance awards for those who come close

Beyond the 30 full scholarships, the program offers up to 100 entrance awards. Regional Awards go to semi-finalists, and Finalist Awards go to candidates who reach the final interview stage but are not selected as scholars. Still, reaching the interview stages can bring some funding even without the full scholarship.

Is it open to Pakistani students?

Yes. The program is open to international students, and 10 of the 30 annual scholarships are reserved for international candidates. The eligibility rules depend mostly on when you finish your first bachelor's degree:

  • Current students qualify if they are on track to graduate by August 2027.
  • Graduates qualify if they earned their first bachelor's degree on or after January 2021.
  • If you earned your first bachelor's degree before 2021, you are still eligible only if you were 30 or younger on January 1st, 2026.

So there is no flat age cap for recent graduates, but there is an age condition for older graduates. If your degree was completed before 2021 and you were over 30 on January 1st, 2026, you are not eligible.

You also have to meet the minimum degree and language requirements for admission to your chosen McGill master's program, and you must apply to that program separately and be admitted. The scholarship does not get you into McGill. Admission is its own process with its own deadlines.

Five criteria, and why GPA is only part of one

Selection is holistic. Candidates are judged on exceptional character, community engagement, leadership potential, entrepreneurial spirit and academic strength. Notice that academic strength is the last of these, and even within it, GPA is only one part of the assessment.

This is where many Pakistani applicants misjudge their chances. A long list of academic positions, distinctions and gold medals reads well on a Pakistani CV, but the selectors want evidence of what you did for other people and what changed because of it. A student who started a tutoring program in their mohalla, ran a blood donation drive that kept going after they left, or organised something that solved a real local problem has material to work with. Write about outcomes. Who benefited, what you learned when it went wrong, and what you would do next.

The program says it wants leaders across fields such as healthcare, technology and urban planning, and it covers over 150 master's programs plus 3 second-entry professional undergraduate degrees. You do not need to be studying public policy to be a good fit.

Your two references carry a lot of weight

You must submit two reference forms: one academic and one community-based. The community reference is the one Pakistani applicants often treat as an afterthought, asking a family friend or a senior relative with an impressive title. That is a mistake. Choose someone who has watched you work on a community project and can give concrete examples of your character and leadership. A short, specific reference from the coordinator of an NGO you volunteered with is worth more than a vague one from a well-known name.

The same logic applies to the academic referee. Pick a teacher or supervisor who knows you beyond your marks, not just the head of department.

Paperwork you need for the scholarship application

The document list for the scholarship itself is short:

  • Unofficial transcripts (the one from your student portal works for the scholarship application)
  • Two reference forms, one academic and one community
  • Proof of English proficiency, if McGill requires it for your program
  • Standardized test scores, only if the specific McGill program requires them

Two applications running side by side

The process has two tracks that run in parallel, and keeping them straight is half the battle.

  1. Register for an information session to understand the requirements.
  2. Submit the online McCall MacBain Scholarship application by the regional deadline. For international applicants that is August 19, 2026.
  3. Apply separately to your chosen McGill graduate program or programs by their own deadlines.
  4. If shortlisted, take part in regional interviews (invitation only).
  5. If selected as a finalist, attend final interviews in Montreal (invitation only).
  6. Receive final notice of whether you won the scholarship or a finalist award.

The usual advice is to apply for the scholarship first and then to McGill, while keeping track of both deadlines. One rule catches people out: if you are selected as a finalist, you must apply to McGill programs by December, even if your program's standard deadline is later. Plan your McGill application early rather than relying on the program's own published date.

If you are a current student or recent graduate, also check whether your university requires an endorsement process. Find this out early, because internal university processes in Pakistan can be slow.

Dates can shift between cycles, so confirm the current deadlines on the official McCall MacBain website before you plan around them. The gap between the August deadline and arrival in September 2027 is long. Who should apply, and who should probably skip it

This scholarship suits someone who already has a track record of starting or leading things that help other people, wants a master's at McGill specifically, and is happy to spend time on leadership training alongside their degree. It also suits people from fields that rarely get leadership scholarships, since the program is open across over 150 master's programs.

It is a poor fit if McGill is not a university you want to attend, if your profile is purely academic, or if you plan to apply for a PhD directly, since the eligible levels are master's and second-entry professional undergraduate degrees. With only 10 international places, treat it as one strong application in a wider list, not your only plan.

  • Writing the application around grades and positions instead of the five selection criteria.
  • Choosing referees for their titles rather than for what they have seen you do.
