Is MBBS in Russia safe for Pakistani students? Nobody can honestly give you a blanket yes or no. Daily student life in most Russian university cities is calm, but three things carry real risk right now: the war and its effect on flights and some regions, how tuition money reaches the university under sanctions, and whether your degree will let you take the Pakistani licensing exam. This guide gives you a way to check each one yourself and tells you when another country is the better choice.
Where we could not confirm a rule from an official source, we say so and tell you how to check it.
What does "safe" actually mean for MBBS in Russia?
Parents usually ask one question, but it hides four different ones. Mixing them up leads to bad decisions in both directions: some families panic about the wrong thing, others ignore the real problem.
- Physical safety: the war, drone activity, crime and how foreign students are treated in your city.
- Money safety: can you pay tuition and hostel fees without the transfer being blocked or lost?
- Degree safety: will PM&DC accept your degree, and will you be allowed to sit the National Registration Examination (NRE) after you return?
- Life safety: winter, food, medical care and being far from home for six years.
In our view, the second and third are where students actually get hurt. A student who feels safe on campus but cannot pay fees, or who graduates into a licensing problem, has still lost years of work. So we start with the war and then spend more time on money and recognition.
Does the war affect international students in Russia?
Yes, but unevenly. The war is in Ukraine, and Russian regions near the border face the most direct risk. News reports from 2024 and 2025 describe drone attacks that temporarily closed airports in Moscow, Kazan and other cities, with thousands of passengers delayed. Universities in those cities kept teaching, but travel plans were disrupted.
What this means in practice:
- Cities close to the Ukrainian border carry more risk than cities in the Volga region or beyond. Check how far a university is from the border and from areas under regular alerts before you shortlist it.
- Flights can be cancelled at short notice. Do not book a non-refundable ticket for the week before exams or the visa deadline.
- Rules change quickly. Read your university's latest notices and the Embassy of Pakistan in Moscow's announcements (Pakistan Ministry of Foreign Affairs, Moscow announcements) instead of relying on a forwarded message.
When we searched in October 2026, we found no travel advisory on Russia from Pakistan's Ministry of Foreign Affairs, and the embassy page showed no current announcements. That can change at any time, so look again the week you decide, and again before your child flies.
Which Russian cities are safer for MBBS students?
We will not publish a ranking of cities by safety. There is no reliable official statistic that compares crime against foreign students city by city, and anyone who gives you a neat list is guessing. Use these checks instead.
- Distance from the front and from the border. Ask the university what its emergency procedure is and whether classes have ever moved online because of alerts.
- Size of the Pakistani and South Asian community. A larger community means seniors who can tell you honestly what the city is like. Ask the university or your counsellor to connect you with current students as well as graduates.
- Hostel location and rules. Look at curfews, guard posts, and whether the hostel is on campus or across the city.
- Distance between hostel, university and the teaching hospital. Long late commutes in winter are a safety problem in themselves.
- Halal food and prayer space nearby, because students who feel isolated are the ones who struggle most.
Our own university data currently lists one Russian medical university in Moscow. See the Russian universities directory and the MBBS in Russia hub for the current list, and read our wider MBBS in Russia and CIS guide for how the system works.
Is racism a problem for Pakistani students in Russia?
It can be, and it is better to say so than to hide it. Rights groups such as Amnesty International have criticised Russian authorities in the past for doing too little against racist violence aimed at foreign students and minorities. Most of the published reporting we found is older and none of it gives reliable current figures for Pakistani medical students.
What students and parents report in practice varies by city and by hostel. The usual advice from seniors is simple:
- Avoid walking alone late at night, especially around public holidays and football matches.
- Live in the university hostel in the first year instead of a private flat in a far district.
- Save the university international office and the Pakistani embassy numbers on day one.
- Report incidents to the university in writing, and to the embassy if they are serious.
Ask your shortlisted university directly how it handles complaints from foreign students. A clear, specific answer is a good sign. A vague one is not.
Is Russia safe for Pakistani girls?
For many families this is the deciding question. Daily life for female students in university cities is generally manageable, and many Pakistani women have studied medicine there. But the same cautions apply more strongly: choose a hostel with controlled entry, keep a fixed routine, and check that other Pakistani girls are already enrolled in the same year. We cover this in more detail in our guide for parents, Is it safe to send your daughter abroad for MBBS?
Is MBBS in Russia recognised by PM&DC?
This is the part families underestimate. A university being listed in the World Directory of Medical Schools (WDOMS) is the starting point, not the finish line. PM&DC's rules for foreign graduates have tightened in the past year.
From the PM&DC documents and press coverage we reviewed:
- PM&DC's press release of September 2025 says only graduates of foreign institutions recognised by PM&DC are eligible for provisional registration. Graduates then need to pass the NRE for a full licence.
- A PM&DC public notice, dated 31 July 2026 on the PM&DC site, says only Pakistani nationals whose primary medical qualification comes from ECFMG-recognised institutions can appear in the NRE, and that no exemption or relaxation will be entertained.
- ProPakistani reported in October 2025 that PM&DC's criteria combine recognition by the foreign country's regulator with ECFMG accreditation, and that the change confused many foreign graduates.
We could not open the text of these PM&DC PDFs in full in a readable form, so read them yourself before paying any fee: the PM&DC public notice on NRE eligibility and the PM&DC press release on the foreign graduate NRE. We also did not find a 2026 PM&DC notice that names individual Russian universities, so we cannot tell you that any specific one passes or fails.
A practical check before you apply:
- Find the university in WDOMS (search.wdoms.org) and note the exact programme and the years covered.
- Check the university against the current PM&DC list of recognised foreign institutions and the latest notices on pmdc.pk.
- Check whether the school is eligible under ECFMG rules. PM&DC ties NRE eligibility to this.
- Ask the university in writing whether it is accredited in Russia and whether your intake year is covered.
- If the answers do not match, choose another university or country. Do not accept an agent's verbal assurance.
Our guides on PM&DC registration after a foreign MBBS and whether MDCAT is required for MBBS abroad explain the steps in more detail.
How do Pakistani students pay tuition to a Russian university under sanctions?
Since 2022, Visa and Mastercard cards issued abroad have not worked in Russia, and some Russian banks lost access to the SWIFT system. In March 2022 the Embassy of Pakistan in Russia advised students to open an account at a Russian bank not under sanctions, not Sberbank, and have relatives send money by SWIFT. That is old guidance, and the banks that work now may differ.
Universities handle tuition differently. One example is the Higher School of Economics, which published a temporary procedure allowing students outside Russia to pay by bank wire to the university's USD or EUR account. The page is undated, so we use it only as an example of how universities do it. Medical universities will give their own instructions.
What to do:
- Get the payment instructions from the university's finance office in writing, with the account name, bank, and invoice number.
- Ask which banks the university can currently receive from, and which intermediary banks the transfer will pass through.
- Send a small test amount first if the university allows it, and keep every receipt and SWIFT confirmation.
- Never pay tuition into a personal account or through an agent who "handles payments" for a percentage. Money moved this way is hard to trace and hard to recover if it goes missing.
- Keep a buffer for your living costs, because card payments abroad are not always available, and ask seniors how they receive money from home.
We could not find a current 2026 Pakistan-specific guide to payment routes, so confirm the method with both the university and the Embassy of Pakistan in Moscow before you transfer anything. If a university or agent tells you payment is "no problem" without explaining how, treat that as a warning. Our article on how to spot a fake study-abroad consultant lists other red flags.
What is the Russia student visa process for Pakistani students?
The usual process is that the university requests a visa invitation from Russia's Ministry of Internal Affairs, and you then apply at the Russian embassy or consulate in your home country. Timelines vary by university, and some universities quote processing times of 20 to 30 days or more.
One thing to confirm early: the visa page of the Higher School of Economics currently says that student visa invitations are not issued for citizens of a list of countries, and Pakistan is on that list (HSE University visa information). That is one university's statement, and we found no official embassy statement on whether the same applies to medical universities. Ask your shortlisted university in writing: "Are student visa invitations currently being issued for Pakistani citizens for my intake?" and confirm with the Russian embassy in Islamabad. Do not pay a deposit until you have a clear answer.
What are flights from Pakistan to Russia like?
When we checked, Pakistani students were still flying with a stop in Istanbul, Doha or Dubai. There was talk of a direct Fly Jinnah service between Islamabad and Moscow Domodedovo, but a report we reviewed said it was pending regulatory approval and ticket sales had not started. We could not confirm that any direct service is now running. Check the airline's own schedule before assuming it is.
Plan for:
- A long journey with one stop and a possible overnight layover.
- Delays or cancellations when Russian airports restrict operations.
- Arrival in daylight if possible, and a pickup arranged by the university or a senior.
How cold is it, and can Pakistani students cope?
Very cold in most cities. Winter temperatures stay below freezing for months, and students from South Asia often underestimate the cost of proper winter clothing and heating in the first year. Moscow also costs more than regional cities. Budget for a real winter coat, boots and thermal layers before you fly, and expect to spend several months adjusting. Students who arrive in September have a few weeks of milder weather to settle in first.
Safety checklist before you pay any deposit
| Check | What to ask for | Where to verify |
|---|---|---|
| Recognition | Written confirmation of WDOMS listing, PM&DC status and ECFMG eligibility for your intake | search.wdoms.org, pmdc.pk, ECFMG |
| Payment route | Invoice and bank details from the university finance office | University, Embassy of Pakistan in Moscow |
| Visa invitation | Confirmation that invitations are issued to Pakistani citizens for your intake | University, Russian embassy in Islamabad |
| City risk | Distance from the border, emergency procedure, hostel rules | University, current students, embassy announcements |
| Total cost | Written fee sheet with hostel and living estimate | University, our country page |
Use the same five checks for any country. Our Russia versus China comparison goes further, and the hubs for China, Georgia and Azerbaijan list the universities we cover.
What does MBBS in Russia cost?
Cost is a safety question too, because a family that cannot sustain six years of fees and living costs is exposed. On our university pages, tuition for the English-medium general medicine programme at the one Russian medical university we list in Moscow is commonly cited at around $5,500 per year. Hostel, food, heating and winter clothing come on top, and Moscow is dearer than regional cities. Treat this as a starting point and ask the university for a written fee sheet. See the MBBS in Russia page for the latest figures. For a wider look at budgets, read our self-funded cost comparison.
Is the Russian government scholarship worth applying for?
Yes, if you meet the deadlines and understand what it covers. The scholarship covers tuition and includes a monthly stipend, but travel and living costs are the student's responsibility. In Pakistan, the Russian House (Russian Centre for Science and Culture) is the body that nominates applicants, according to Geo News, which reported the 2026-27 round closing on 15 January 2026 (Geo News on the Russian scholarship programme). A university listing suggests the next round closes on 15 January 2027, but confirm this on the official education-in-russia portal.
Places are limited and the competition is real, so apply for the scholarship and keep a self-funded backup. Never pay anyone for a scholarship application. Our Russia Open Doors scholarship guide covers the process step by step.
When should you choose another country?
Russia is the wrong choice for your family if any of these is true:
- You cannot get a written, workable payment route for the full six years.
- The university cannot show current recognition and ECFMG eligibility, or only gives verbal assurances.
- It is in a region close to the border and your family would not feel comfortable with that.
- Your child has not lived away from home, and a long, cold winter with an expensive flight home would be too hard.
- The Pakistani embassy or your own judgement tells you the situation has worsened.
If two or more apply, compare China, Georgia or Azerbaijan using the same checks. Our Georgia versus China comparison is a good next read.

Frequently asked questions
Is it safe to study MBBS in Russia?
It depends on the city, your payment route and the university's recognition status. Many university cities have operated normally during the war, but regions near the border carry more risk. Check the current Pakistani embassy announcements, ask the university about emergency procedures, and do not decide on the country's reputation alone.
Does the war affect international students?
Yes, mainly through travel and some regions. News reports describe temporary airport closures after drone attacks, which can delay flights and exams. Classes continued in most university cities. Choose a city away from the border, avoid non-refundable tickets, and read university notices regularly.
How do I pay tuition to a Russian university?
Ask the university's finance office for written instructions, usually a bank wire to the university's own account. Sanctions limit which banks and cards work, and the rules have changed since 2022. Never pay through an agent into a personal account. Keep every receipt and confirm the route with the Pakistani embassy in Moscow.
Is Russia recognised by PM&DC?
Recognition is decided university by university, not country by country. PM&DC says only graduates of recognised foreign institutions get provisional registration, and a July 2026 notice ties NRE eligibility to ECFMG-recognised institutions. Check WDOMS, the PM&DC list and ECFMG status, and get the university's confirmation in writing.
Is Russia safe for girls?
Many Pakistani women study medicine in Russia, and student life in university cities is generally manageable. Choose a hostel with controlled entry, avoid travelling alone at night, and ask the university how many Pakistani girls are in your year. Speak to current female students as well as the agent.
What are the flights like from Pakistan?
Most students fly with one stop in Istanbul, Doha or Dubai. A direct Fly Jinnah route to Moscow was reported as pending approval, and we could not confirm that it is operating. Airport restrictions in Russia can cause delays, so avoid tight connections and non-refundable fares.
Is racism a problem?
It can be. Rights groups have criticised Russian authorities in the past over racist violence against foreign students, and experiences vary by city. Stay in the university hostel in the first year, avoid walking alone late at night, and report incidents in writing to the university and the embassy.
Is the Russian government scholarship worth applying for?
Yes, if you meet the deadline, because it covers tuition and adds a stipend. You still pay for travel and living costs. Applications go through the official portal with nomination by the Russian House in Pakistan. Competition is real, so keep a self-funded backup and never pay anyone to apply.
Our honest answer
So, is MBBS in Russia safe for Pakistani students? It can be for the right student in the right city with a verified degree and a written payment route. It is not safe to assume it. Run the recognition check first, then the payment check, then the city check. If any of the three fails, choose another country.
