The HEC Overseas Scholarship for MS/MPhil Leading to PhD is the Higher Education Commission of Pakistan's main route for sending Pakistani graduates abroad on a combined MS/MPhil and PhD track. It is fully funded, it sits within HEC's Phase-III overseas scholarship initiative, and it only funds study at universities ranked in the QS or THE Top 200. You can read the full scholarship details on our scholarship page for a quick summary, but this guide goes through how the program actually works and where applicants tend to trip up.

The short version: this suits a Pakistani or AJK graduate with a strong academic record who wants to go all the way to a doctorate and is willing to chase university admission alongside the HEC process. It is a poor fit if you only want a one-off master's degree and have no intention of continuing to a PhD, because the whole structure is built around the MS/MPhil leading into doctoral study.

The ranking rule decides your destination, not a country list

Most government scholarships give you a fixed list of countries or partner universities. This one does not. The deciding factor is the university's global ranking: it has to sit in the QS or THE Top 200. That means the destination country is flexible. If a university in that band has a strong group in your field, it is in play.

This is the biggest advantage of the program, and also the part people underestimate. A Top-200 requirement is a high bar. Many universities students casually think of as "good" fall outside it, so check the current rankings for any institution before you invest time in an application there. A rejection from HEC is painful, but being selected by HEC and then failing to land a Top-200 admission is worse.

Thematic areas HEC is funding

The program funds study across a set of thematic priority areas. In the recent cycle these were:

  • Digital transformation and emerging technology
  • Energy, climate and environment
  • Agriculture and food security
  • Health and biotechnology
  • Engineering
  • Natural and physical sciences
  • Social sciences, business and governance

HEC sometimes shifts these fields from one batch to the next, so do not assume the list above is final for your cycle. Read the current batch announcement and make sure your intended research area fits one of the listed themes before you start writing your statement of purpose.

What the funding package covers

The scholarship is listed as fully funded. The core components are:

  • Full tuition
  • A stipend
  • Likely airfare and insurance, in line with HEC's standard overseas scholarship package

Note the word "likely" on airfare and insurance. These are part of HEC's usual overseas package, but you should confirm exactly what your batch includes in the official terms rather than budgeting on an assumption. The stipend amount is not fixed in a way we can quote here, and it may depend on the country and cycle, so get the figure from HEC directly.

Eligibility, and the domicile question

This program is open to Pakistani and Azad Jammu & Kashmir nationals. The main requirements are:

  • Pakistani or AJK nationality
  • A minimum CGPA of 3.0 out of 4.0, or first division
  • Placement at a QS/THE Top-200 university
  • Passing the HEC Aptitude Test (HAT) and an interview

On top of this, seats are subject to provincial quotas applied across Pakistan's provinces and Azad Jammu & Kashmir. In practice, you compete mostly against applicants from your own province or region, which is why your domicile matters. Make sure your domicile document is in order well before the window opens, because it is one of the documents HEC asks for.

If your CGPA is just under 3.0 and you do not have a first division, this is not a scholarship to gamble on. The minimum is stated plainly.

The paperwork HEC asks for

The document list is short, which makes each item count for more:

  1. Transcripts
  2. CNIC and domicile
  3. HAT result
  4. Statement of purpose
  5. Recommendation letters

Your statement of purpose should connect your past study, your planned MS/MPhil and the PhD you intend to pursue, and tie all of it to one of HEC's thematic areas. A generic "I am passionate about research" essay will not help you at interview. For recommendation letters, approach supervisors early and give them a clear note on what program you are applying for. If you need a broader checklist for international applications, see our documents checklist for international scholarships.

How the application actually runs

  1. Apply through the HEC e-Services Portal for the batch that is currently open.
  2. Sit the HEC Aptitude Test (HAT).
  3. Attend an interview.
  4. Secure admission at a QS/THE Top-200 university.

Step four is where most of the risk sits. HEC selection on its own does not place you at a university. HEC approval and university admission are separate processes, and they have to line up. The sensible approach is to run them in parallel: shortlist Top-200 universities, contact potential supervisors and prepare university applications while you are still going through HAT and the interview. Waiting for HEC's result before starting on admissions can cost you a full intake.

Why you should ignore last batch's dates

HEC runs this program in numbered batches, and the deadlines, fields and specific partner arrangements shift with each one. A recent batch closed around August 28, but that date is a snapshot of one cycle, not a fixed annual calendar. HAT and the interview follow after the application deadline, again on dates set per batch.

So treat any date you read online, including here, as illustrative. Check the current batch announcement on the HEC website and the e-Services Portal, and confirm the exact deadline there before you plan around it.

Mistakes that sink otherwise strong applicants

  • Assuming the previous batch's deadline or field list still applies.
  • Applying to universities without checking that they are actually in the QS or THE Top 200.
  • Treating HEC selection as the finish line and leaving university admission until later.
  • Under-preparing for HAT, which is a mandatory part of selection rather than a formality.
  • Writing a statement of purpose that never mentions the PhD stage or the thematic area.
  • Leaving domicile and CNIC paperwork until the last week.

Once you have an offer and the scholarship, the visa stage still has its own risks. Our guide to student visa rejection reasons for Pakistani students covers the common ones.

Frequently asked questions

Is university placement guaranteed once HEC approves me?

No. You still need to secure admission at a QS/THE Top-200 university on your own. HEC approval and university admission are separate processes that need to align, so work on both at the same time.

Does the deadline stay the same every year?

No. HEC runs this program in numbered batches with shifting deadlines and sometimes shifting thematic fields. Always check the current batch's announcement on hec.gov.pk.

Can I choose any country?

Yes, as long as the university is ranked in the QS or THE Top 200. The ranking is what matters, not a fixed list of eligible countries.

What CGPA do I need?

A minimum of 3.0 out of 4.0, or a first division. You also need to pass HAT and the interview, and selection is subject to provincial quotas.

Are airfare and health insurance included?

Full tuition and a stipend are covered. Airfare and insurance are likely included as part of HEC's standard overseas scholarship package, but confirm this in the terms of your batch.

Can AJK students apply?

Yes. The program is open to Pakistani and Azad Jammu & Kashmir nationals, and provincial quotas are applied across Pakistan's provinces and AJK.

Before you apply, check the current batch on the HEC website and keep the full scholarship page handy for the key requirements.
