Hamad Bin Khalifa University (HBKU) is a research university in Doha and part of the Qatar Foundation. Its scholarships run from Bachelor's level through to the PhD, but they work differently depending on where you enter. Undergraduates can get a tuition waiver of 35% to 100%. Master's and PhD students can get anything from a partial to a full tuition waiver, and some postgraduate holders also get a monthly stipend. You can see the full scholarship details on our listing, and this guide explains how the award works and where Pakistani applicants tend to slip up.
The first thing to understand is that getting an admission offer from HBKU does not mean you get money. The scholarship is competitive and is assessed as part of, or alongside, the admissions process. Many applicants assume the two come together. They don't.

Who this scholarship suits, and who should look elsewhere
At undergraduate level HBKU is narrow. Its Bachelor's programs are in four engineering disciplines: Computer Engineering, Electrical Engineering, Mechanical Engineering and Chemical Engineering, all through the College of Science and Engineering. If you are a FSc pre-engineering or A-level student aiming for one of those four, HBKU is worth a serious look. If you want medicine, business or social sciences at Bachelor's level, this is the wrong place.
Postgraduate study is much broader. Master's and PhD programs include Data Science, Sustainable Energy, Translation Studies, Islamic Finance, Public Administration and more across HBKU's colleges and research centers. The full list changes, so check the official website for what is running in your intake year.
HBKU describes itself as fully international and admits students through its online portal. Pakistani students apply the same way as everyone else, and the university provides sponsorship letters that help with the Qatari student visa. Still, read the entry requirements for your specific program before you start, because each college sets its own.
One more group that should think hard: students who need every rupee covered. The undergraduate waiver can be as low as 35%, and the source is clear that a stipend is only a possibility at postgraduate level. Doha is expensive. If a partial award would leave you short, have a plan for that gap before you accept anything.
What a 35% to 100% waiver means in practice
For Bachelor's students, the scholarship is a tuition waiver, and the percentage depends on a mix of academic merit and financial need. A 100% waiver removes tuition entirely. A 35% waiver leaves you paying most of it. You will only know which end you land on once the award letter arrives.
For Master's and PhD students, the range is partial to full tuition, with a potential monthly stipend for qualifying students. The word "potential" matters. Do not build your budget around a stipend you have not been offered in writing.
Every scholarship holder gets access to the Qatar Foundation campus and its facilities. Education City also hosts branch campuses of Georgetown University, Carnegie Mellon University, Northwestern University and Texas A&M University, among others, and HBKU students can use that wider network of events and resources. That is a real advantage for research students looking to build contacts.
What the award does not clearly cover is your living costs. The cost of living in Doha is high, so work out rent, food and transport separately. Our guide to bank statements and proof of funds helps if you need to show family support.
Merit, need, and the grades you have to keep
HBKU lists four eligibility conditions:
- A strong academic record, assessed on merit.
- Financial need, which may also be considered.
- Formal acceptance of the scholarship award letter and agreement.
- Maintaining the required academic performance throughout the program.
There is no published minimum GPA or test score in the scholarship information. The renewal threshold is written into the scholarship agreement you sign, and falling below it can lead to the award being reduced or cancelled. Read that agreement line by line before signing. A student who drops from a full waiver to a partial one in second year faces a very different financial picture.
Paperwork for Bachelor's versus postgraduate applicants
The document list is short, but two items apply only to some applicants:
- Valid ID or passport.
- Academic transcripts from all previous institutions.
- CV or resume.
- Statement of interest or personal statement.
- Research proposal (PhD applicants only).
- Recommendation letters (Master's and PhD applicants only).
Pakistani applicants often need attested transcripts for later stages such as visas. If your degree papers are not yet attested, start early with our IBCC and MOFA attestation guide.
Because financial need may be considered, your personal statement should not be only about grades. Explain plainly why the funding matters to you. HBKU's own advice is to show both academic strength and financial need in the application.
Moving through the HBKU portal
- Pick your program (Bachelor's, Master's or PhD) on the HBKU website.
- Create an application account on the HBKU admissions portal and fill in your personal and academic details.
- Upload your passport or ID, transcripts, CV, statement of interest, and research proposal if you are applying for a PhD.
- For Master's and PhD applications, enter your referees' details. The system contacts them directly and they submit their forms online.
- If you are awarded a scholarship, you get an award letter. Sign and return the scholarship agreement to activate the benefits.
- Keep up the required academic performance each year so the scholarship continues.
HBKU's scholarship information also mentions applying through the relevant college portal, and notes that graduate applicants are considered for scholarship funding through their admissions application. In short, for graduate study your admissions file is your scholarship file, so treat every part of it as if the funding decision depends on it, because it does.
February to April: the window you actually have
The cycle typically opens around February, and the deadline has been around April 30. That date is an estimate. HBKU updates deadlines and program availability every year, so check the official scholarship page before you plan anything around it.
A window that opens in February and closes in April is not long if you are a postgraduate applicant waiting on referees. Pakistani professors are busy, and an online reference form is easy to forget. Ask your referees in January, warn them an email from HBKU is coming, and follow up once you submit their details.
Mistakes that cost Pakistani applicants this award
- Treating admission as a scholarship. They are assessed separately, and an offer letter with no award letter means you pay.
- Applying for a Bachelor's program HBKU does not offer. Only the four engineering disciplines are listed at undergraduate level.
- Writing a statement that ignores financial need when need is part of the assessment.
- Leaving referees until the last week.
- Sitting on the award letter. Benefits only activate once you sign the agreement, so respond promptly.
- Budgeting for Doha on tuition savings alone. Living costs are high and a stipend is not guaranteed.
For a general check before submitting, our international scholarship documents checklist is a useful cross-reference.
Living in Doha as a Pakistani student
Qatar is a Muslim-majority country where over 85% of the population is expatriate, with a large South Asian community. Halal food is everywhere, and the country is safe and modern. For visa questions, contact the Embassy of Qatar in Islamabad. Once you are in Doha, the Embassy of Pakistan in Qatar handles attestation, passport renewal and emergencies. Frequently asked questions
Does an HBKU admission offer come with a scholarship?
No. Scholarships are awarded through a separate, competitive assessment of merit and financial need. You also have to sign a scholarship agreement before any benefits start.
How much tuition do undergraduates get waived?
Between 35% and 100%, depending on academic merit and financial need.
Is there a monthly stipend?
Possibly, for Master's and PhD scholarship holders who qualify. It is not promised to every postgraduate, and undergraduate awards are described as tuition waivers only.
What GPA do I need to keep the scholarship?
The exact threshold is stated in your scholarship agreement letter. Falling below it can lead to the award being reduced or cancelled, so review those terms before signing.
Can I study medicine or business at Bachelor's level at HBKU?
Not according to the current listing. Undergraduate programs are Computer, Electrical, Mechanical and Chemical Engineering. Broader subjects such as Islamic Finance and Public Administration are at postgraduate level.
