How FWO funding in Flanders works for PhD and postdoctoral researchers: the 50% Flemish appointment rule, travel grant rates, documents, timeline and the mistakes that sink applications.

Most scholarships on this site are things you apply for from Pakistan, then pack your bags. FWO funding works differently. Research Foundation Flanders (FWO) is the main body that funds individual researchers and research teams in Flanders, the Dutch-speaking north of Belgium, and its fellowships and grants are tied to a position at a Flemish university, scientific institute or university hospital. If you are a PhD candidate or postdoc who already has, or can secure, a Flemish host, FWO is one of the most important funders you can approach. If you have no Flemish connection yet, this is not a door you can open on your own. One funder, many calls

FWO is not a single scholarship with one form and one deadline. It runs a family of programs: individual PhD and postdoctoral fellowships, strategic basic research (SBO), fundamental research projects, and international mobility partnerships. It also cooperates with outside partners, for example the Japan Society for the Promotion of Science (JSPS), and with European cofund partnerships such as RAMP, which focuses on raw materials and the circular economy.

Funding is bottom-up. You choose your own research question rather than answering a topic set by the funder, and this applies across the humanities, social sciences and natural sciences. Proposals are judged through peer review by FWO expert panels and review colleges made up of international and domestic specialists.

The practical result: before you do anything else, work out which call you are applying to. The rules, amounts and dates change from one call to the next.

The 50% appointment rule decides everything

The core eligibility requirement is an eligible appointment of at least 50% at a university in the Flemish Community, a federal or Flemish scientific institute, or a recognized university hospital. Your host institution also has to give formal consent to your application through the FWO system.

For a Pakistani student, this changes the order of operations. You do not start with the FWO form. You start by finding a supervisor at a Flemish institution who wants you in their group and who is willing to back you. FWO's information does not say anything specific about nationality, so check eligibility for your own situation and your particular call with FWO and your intended host before investing months of work.

Other conditions to keep in mind:

  • PhD applicants need to have completed the necessary pre-doctoral qualifications and have proper institutional backing.
  • For certain mobility exchanges, postdoctoral candidates can have no more than 12 years of postdoctoral seniority, counted from the date they obtained their doctorate.
  • A supervisor-spokesperson can act only once per specific bilateral call, such as the JSPS mobility program. If your supervisor is already backing someone else in that call, they cannot back you too.
  • You must comply with research integrity rules and complete a research security questionnaire about knowledge transfer and possible misuse.
  • All flights and train tickets for FWO grants must be booked through authorized travel agencies.

What the money looks like in practice

Because FWO runs different instruments, the funding is not one fixed package. The published figures look like this:

  • Personal fellowships support the salary of individual PhD and postdoctoral researchers, plus associated research costs.
  • Travel grants pay a flat-rate daily allowance of 66 EUR per day, capped at 1,650 EUR per month.
  • Travel costs are reimbursed for economy class airfare or the cheapest train fare, booked through Uniglobe South West Travel or Omnia Travel.
  • If you travel by car on an approved travel grant, a mileage allowance of up to 800 EUR applies.
  • Approved travel grant holders get automatic travel and assistance insurance through AIG.
  • For specific transnational calls such as RAMP, project funding can go up to 350,000 EUR.

The "fully funded" label is fair for the personal fellowships, which cover a salary. It is less useful for travel grants, where the 66 EUR daily rate is a living allowance for a stay abroad and nothing more. Read the call text to see which of these you are actually applying for.

Paperwork FWO expects

The application itself is digital. The documents you should plan for are:

  1. The completed application form, submitted through the FWO e-loket.
  2. A CV built on FWO's own CV templates. A generic Pakistani university CV format will not do.
  3. An updated list of publications registered on the FWO E-portal.
  4. A scientific project proposal covering objectives, methodology and expected impact.
  5. Proof of formal consent from your Flemish host institution.
  6. After the award: financial justification and scientific reports when travel or project milestones are complete.
  7. During stays abroad: original proofs of payment for housing, utilities and any expense over 500 EUR.

The last two items catch people out because they come after the funding decision. If you lose receipts during a funded stay, you can create problems for your reimbursement. From E-portal registration to a Board decision

The process runs in this order:

  1. Register a profile on the FWO E-portal at least 24 hours before you plan to submit, so your login credentials are active in time.
  2. Prepare your materials, including the FWO CV template and your research proposal.
  3. Submit the complete application digitally through the FWO e-loket before the deadline.
  4. Get formal institutional consent from your Flemish host organization through the FWO tool.
  5. Your application goes to peer review by the relevant FWO expert panel or an international cross-domain panel.
  6. The FWO Board of Directors issues the joint funding decision and formal award notification.

How the calendar usually runs

Dates vary by program, so treat this as a pattern, not a promise. Calls such as JSPS and RAMP have opened in June. Deadlines in the 2026 cycle fell in September, and submissions are typically due before 15:00 CEST or another stated time on the day. Evaluation takes about 3 to 4 months after the deadline. Results for some mobility and fellowship calls come out in December, and approved projects typically start on April 1 of the following year.

So if you want to start in a given spring, you are realistically preparing your proposal the summer before, and your conversations with a Flemish supervisor need to happen even earlier. Always confirm the exact deadline for your call on the official FWO portal, since the September 2026 dates above are examples for specific calls only.

Who this suits, and who should look elsewhere

FWO makes sense if you are a strong researcher with a clear, self-defined research question and a realistic route into a Flemish group. It also suits postdocs who are already in Flanders and want mobility funding, for example for exchange with Japan through the JSPS partnership.

Mistakes that sink FWO applications

Leaving E-portal registration to the last day is the most avoidable one. Credentials can take up to 24 hours to activate, and a missing login on deadline day is not something FWO will fix for you.

Writing only for specialists is another. Many FWO evaluations happen in broad cross-domain panels, so your proposal has to make sense to scientists outside your narrow subfield. Explain why the question matters as well as how you will answer it.

Assuming you are eligible is a third. FWO suggests contacting its administration at least one week before the deadline to verify eligibility for your specific call. Do it. The 12-year seniority limit and the one-applicant-per-supervisor rule in bilateral calls can disqualify you even when your science is strong.

Rushing the research security tab also causes trouble. Fill it in accurately, and if your topic could need a security review, talk to your host institution straight away.

Finally, once funded, book travel only through Uniglobe South West Travel or Omnia Travel using your FWO file number. Booking a cheaper ticket yourself can cost you the reimbursement.
