Erasmus+ is the European Union programme for education, training, youth and sport. Most Pakistani students hear the name and picture a single scholarship with a single form and a single deadline. That picture is wrong, and it is the reason so many people search for "the Erasmus+ application" and come away confused. Erasmus+ is a large funding programme with many separate actions. Some of them let a student apply directly. Many of them only work through a university, school or organisation.

This guide explains how the programme is put together, which parts a student can realistically go for, and what to prepare. For the summary card and quick links, see the full scholarship details on our scholarship page.

Erasmus+ is a programme, not one scholarship

The European Commission runs Erasmus+ to fund international mobility and cooperation. It pays for individuals to study, train or exchange across borders, and it also pays for institutional projects. That second half matters: a large share of Erasmus+ money goes to organisations running projects, not to individual students.

Management is split in two. Decentralised activities are handled by National Agencies. Centralised activities are handled by the European Education and Culture Executive Agency (EACEA). Which one you deal with depends on the action you are applying under, and it changes where the form lives and where you submit it.

The whole programme runs under a set of priorities for the 2021-2027 period. These are written up in the official Programme Guide, and applicants are expected to show that their participation or project proposal fits them.

The three routes where a student applies directly

For individual applicants, the programme supports three things a student can apply for directly:

  • Student exchanges, where you spend a period studying at a partner institution abroad.
  • Student traineeships abroad, which are work placements rather than classroom study.
  • Erasmus Mundus joint master's degrees, which are full postgraduate programmes.

Everything else is a different story. Group youth exchanges, teaching assignments and staff training all require you to go through your home institution, school or organisation. You cannot apply for those on your own, however strong your profile is.

The official site keeps an "Applying by yourself" list. Read it before you spend any time on paperwork. It is the fastest way to find out whether the opportunity you have in mind is one you can apply for, or one your university has to apply for on your behalf.

What this means for a student in Pakistan

The source information does not say that every Erasmus+ action is open to Pakistani nationals, so check eligibility for your nationality under the specific action you want. Many categories also require you to be affiliated with a participating institution. In practice, if you are enrolled at a Pakistani university, your first conversation should be with its international office: ask whether it takes part in Erasmus+ and whether it has any exchange arrangements running.

For most Pakistani students thinking about a full degree in Europe, Erasmus Mundus is the route to look at most closely, since it is one of the actions individuals can apply to directly and it is aimed at postgraduate study.

What the money actually goes towards

Erasmus+ lists the following areas of support:

  • Financial support for international student exchanges
  • Funding for student traineeships abroad
  • Support for Erasmus Mundus postgraduate programmes
  • Institutional grants for educational projects
  • Access to cross-border training and networking opportunities

The funding is described as full or partial. That is honest, but it is also vague, because the amount and what it pays for depend on the action and the call. Do not assume an exchange covers everything, and do not assume a programme is fully funded because it carries the Erasmus+ name. Read the terms of the specific call you are applying to, and if it is an exchange through your university, ask the international office exactly what the grant covers before you commit.

Eligibility depends on the action you pick

There is no single eligibility list for Erasmus+. The general rules are these:

  • For many categories you must be affiliated with a participating institution.
  • You must meet the criteria described in the official Programme Guide for your action.
  • Project proposals must align with the 2021-2027 programme priorities.
  • For institutional applications, the home organisation has to be registered.
  • You need to check whether the action allows individual applications or requires institutional nomination.

The eligible levels run from undergraduate through Master's and PhD, and also include vocational education and training and adult education. That breadth is exactly why you should not rely on general statements (including this one). The Programme Guide is the document that decides whether you qualify.

The paperwork: agreements matter more than essays

Erasmus+ has no central application form. You use the form specific to your action, either through your National Agency for decentralised activities or through the EACEA for centralised ones. The documents listed are:

  1. An application form specific to the action
  2. A learning agreement
  3. A mobility agreement
  4. A project proposal, for institutional grants

The learning agreement and mobility agreement are the parts students tend to underestimate. They involve your home institution and the host side agreeing on what you will do, so they take time and signatures. Start them early. If you are also preparing degree documents for Europe, our documents checklist for international scholarships covers the general paperwork Pakistani applicants usually need.

Applying in the right order

  1. Work out whether the opportunity allows an individual application or needs institutional nomination. Use the "Applying by yourself" list.
  2. Read the official Programme Guide for the criteria attached to your specific action.
  3. For an individual student exchange, contact your home university's international office.
  4. For institutional or centralised activities, register your organisation on the EU portal.
  5. Submit the application form through the correct channel, which is either the National Agency or the EACEA.

Step one is where most wasted effort happens. A student who skips it can spend weeks drafting something for an action that only accepts applications from organisations.

Why there is no fixed Erasmus+ deadline

Deadlines depend on the specific call for proposals, or on your institution's internal deadline. There is no single Erasmus+ date to put in your calendar. For a university exchange, the internal deadline set by your international office usually arrives well before anything on the EU side, so that is the date to track. For centralised calls, check the call itself on the official portal.

The opening period also varies. Confirm the current cycle and deadline on the official site rather than relying on last year's dates.

Where applicants go wrong

The most common mistake is treating Erasmus+ like a normal scholarship and looking for one application page. There is none. Find your action first, then the form.

The second is ignoring the 2021-2027 priorities. If you are part of a project proposal, the priorities are not background reading. Applicants are expected to align with them, and reviewers will look for that.

Third, organisations sometimes start an institutional application before registering. Registration has to come first. If you are applying through a youth group, NGO or school, make sure someone has done it.

A few habits help. The project results platform lets you search previously funded projects, which is useful for seeing what a successful proposal looks like. Training and Cooperation Activities are a way to meet potential project partners, and the EU Funding and Tenders portal can also help you find partners for proposals.

Who should skip Erasmus+ for now? If you are a Pakistani student with no link to a participating institution and you are not aiming for an Erasmus Mundus master's, the programme may simply have no door open to you this cycle. That is worth knowing early, so you can spend your energy on scholarships you can apply to directly. Browse all European scholarships for alternatives.

Frequently asked questions

Can I apply for Erasmus+ by myself?

It depends on the opportunity. Students can apply directly for student exchanges, traineeships and Erasmus Mundus. Many other categories, such as group youth exchanges, teaching assignments and staff training, need your school or organisation to apply on your behalf.

Where do I find the application form?

There is no central form. You use the form for your specific action, through your National Agency for decentralised activities or the EACEA for centralised activities.

Is Erasmus+ fully funded?

Funding is described as full or partial. What you receive depends on the action and the call, so read the terms of the one you are applying to.

Can Pakistani students apply?

The information available does not confirm eligibility for Pakistani nationals across all actions. Check the Programme Guide and the specific call for your nationality, and ask your university's international office whether it participates.

What are the 2021-2027 priorities?

The programme has a defined set of priorities for this period. They are set out in the Programme Guide, and you should review them before preparing any application for funding.

Before you apply, check the current calls on the official Erasmus+ website and keep the Erasmus+ scholarship page handy for the summary.
