Commonwealth Scholarships (CSCUK) 2027/28: Eligibility, Nomination, Funding and How to Apply

How the fully funded Commonwealth Scholarships work for Master's, PhD and fellowship candidates, from the six development themes to the nomination route and the 20 October deadline.

The Commonwealth Scholarships run by the Commonwealth Scholarship Commission in the UK (CSC) are some of the best-known fully funded awards for postgraduate study in Britain. Around 800 awards are offered each year for Master's study, PhD study and professional development. The catch, and it is a big one, is that you usually cannot apply on your own. You need to be nominated by an approved body first, and that nomination step is where most applicants either win or lose.

A fully funded award built around development, not just grades

Most of the money comes from the UK Foreign, Commonwealth and Development Office (FCDO). The scheme is designed to support the UK's international development aims and to advance the United Nations Sustainable Development Goals across the Commonwealth. In plain terms, the CSC is not looking for the student with the highest CGPA. It is looking for someone whose UK degree will lead to real change back home.

The history is long. The first group of 175 scholars arrived in the UK in 1960, and over 34,000 people have taken up a Commonwealth Scholarship since then. The scheme focuses on candidates of outstanding ability, especially those from disadvantaged backgrounds in low and middle income countries.

Who does this suit? A graduate with a clear development angle to their work: a public health officer, an engineer working on water or energy, a teacher focused on access to education, a researcher in governance. Who should probably skip it? Someone whose main goal is a UK job or a general career upgrade with no link back to their home country. The selection criteria are built around development impact, and a vague plan shows quickly.

The award types, and the two that are paused

The CSC splits its awards into several categories:

  • Master's Scholarships
  • Shared Master's Scholarships
  • PhD Scholarships for least developed countries and vulnerable states
  • Commonwealth Fellowships
  • Commonwealth Startup Fellowships

Distance Learning Master's Scholarships and Split-site PhD Scholarships are currently paused and will not run in 2026 or 2027. If an agent or an old blog post tells you to apply for either of these, ignore it.

The PhD route is limited to candidates from least developed countries and vulnerable states. Do not assume your country falls into that group. Check the country list for each award type on the official portal before you plan a PhD application around this scheme.

Picking one of the six development themes

Every scholarship must align with one of six development themes:

  1. Science and technology for development
  2. Promoting innovation and entrepreneurship
  3. Strengthening resilience and response to crises
  4. Improving population health, health systems and capacity
  5. Strengthening global peace, security and governance
  6. Access, inclusion and opportunity

This is where a lot of applications fall apart. Students pick a course they like, then try to bolt a theme onto it in the personal statement. Reviewers can tell. Work the other way round: choose the theme that fits your past work and future plans, then pick a UK course that serves it, then write about the specific problem you want to tackle at home. A computer science graduate, for example, has a much stronger case under science and technology for development if they can name the actual problem their skills will be used on.

What the funding covers, and what to confirm

The scholarships are part funded by UK host universities, and full tuition fees are covered jointly by the CSC and the host university. The scheme is described as fully funded, with support for living costs as well as tuition. Beyond the money, scholars get:

  • a programme of professional development and networking alongside their studies
  • access to regional networks and student wellbeing support
  • alumni activities, including the Alumni Community Engagement Fund
  • dedicated inclusion support for scholars and fellows with disabilities

The exact amounts for the living allowance and other payments are not something to guess at. Check the current figures on the official CSC site for your award type before you plan your budget.

Eligibility, and why nationality comes first

The scheme is aimed at citizens or permanent residents of eligible low and middle income Commonwealth countries. Pakistani students should confirm that Pakistan is on the eligible country list for the specific award they want, since the list can differ between award types. The core requirements are:

  • citizenship or permanent residency in an eligible low or middle income Commonwealth country
  • for Master's applicants, a first degree of at least upper second class honours standard
  • for PhD applicants, a relevant postgraduate qualification
  • being unable to afford UK study without the scholarship
  • nomination by an approved national nominating agency, selected university or invited NGO

Two of these trip people up. The first is the degree standard. "Upper second class honours" is a UK grading term, so check how your national nominating agency translates it for your country's grading system. The second is the affordability rule. The scheme is explicitly for people who could not study in the UK otherwise. If you already have the funds, this is not the award for you.

National nominating agencies can also set their own criteria on top of the CSC's, and requirements vary by country. Read your home agency's rules separately. Meeting the CSC criteria alone is not enough.

How the nomination route actually works

The CSC itself does not accept open applications for the main routes. The process looks like this:

  1. Confirm you are eligible and choose the right programme, for example Master's Scholarships or Shared Master's Scholarships.
  2. Apply through an approved nominating body. Depending on the award, that is a national nominating agency, a selected UK university or an invited NGO or charitable body.
  3. Submit your application through the official CSC online application system.
  4. Wait for review and nomination results from your nominating body and the CSC.

For Pakistani students, the practical step is to find out which nominating body handles your award type and what its own internal deadline is. Nominating bodies can run their own processes, so read their instructions as carefully as the CSC's.

Documents to prepare

  • the completed online application form, submitted through the official CSC system
  • academic transcripts and degree certificates
  • references and supporting statements
  • proof of citizenship or residency in an eligible Commonwealth country

The 2027/28 timeline is short

Applications for the 2027/28 academic cycle open on Tuesday 8 September 2026 and close on Tuesday 20 October 2026 at 16:00 BST. That is a window of about six weeks. Note the time zone: 16:00 BST is late afternoon in the UK, which is evening in Pakistan, and the online system will not wait for you. Confirm the exact deadline on the official portal, and check whether your nominating body sets an earlier internal cut-off.

Realistically, six weeks is not enough to start from zero. Your references, statements and course choice should be largely sorted before the portal opens.

Where applicants go wrong

Using an unofficial agent is the first mistake. Apply only through the official CSC website and your approved nominating body. Nobody else can submit on your behalf, and no one can guarantee a nomination.

The second is a weak development story. Your statements need to show, clearly and concretely, how you will drive sustainable development in your home country. General lines about "giving back" do not do this work. Name the sector, the problem and what you will do after you return.

The third is ignoring the home-country layer. Because requirements vary by nation, a candidate who meets every CSC criterion can still be screened out by their national nominating agency. Read both sets of rules.

The fourth is leaving uploads to the final day. Submit everything well before 16:00 BST on the deadline day.
