It does not run flashy online campaigns, it has no central application portal, and many Pakistani students never hear about it. Yet it gives foreign students admitted to Bulgarian public universities free tuition and a monthly stipend, across Bachelor's, Master's and PhD levels. If you are patient with embassy paperwork and open to studying in Bulgarian, it is one of the more realistic fully funded routes into an EU university system.

A decades-old scheme built on Decree No. 228

Bulgaria has funded foreign students at its state universities for decades. The legal basis is Council of Ministers Decree No. 228 of 1997, together with a network of bilateral intergovernmental agreements on educational, scientific and cultural exchange. The Ministry of Education and Science (MES) administers it. The scheme predates Bulgaria joining the EU and is still one of the main ways non-EU nationals, including students from Asia, Africa and the Middle East, study there without paying tuition.

Under the decree, foreign citizens admitted through an act of the Council of Ministers or under an intergovernmental exchange agreement study tuition-free at Bulgarian state higher education institutions. They also receive a monthly stipend paid for 12 months of the year, starting from the first year of study.

Who does this suit? Students who want an EU-recognized degree at low cost, who are not chasing the most competitive European scholarships, and who are willing to spend an extra year learning Bulgarian. Who should probably skip it? Anyone set on an English-taught medicine or engineering programme. Those programmes exist in Bulgaria, but they usually fall outside this tuition-free channel and charge standard international fees.

What the tuition waiver and year-round stipend cover

The package has three parts:

  • A full tuition fee waiver at Bulgarian state higher education institutions.
  • A monthly scholarship stipend paid over 12 months per year, so it continues through the holidays as well as term time.
  • A preparatory year of Bulgarian language instruction for students who need it before degree-level study.

The stipend amount is not published in a fixed figure, and the honest description is "modest". It helps, and Bulgaria has one of the lowest costs of living in Europe, but you should not plan to live on the stipend alone. Bulgarian student visa rules also require proof of financial means beyond the stipend. So "fully funded" here means your tuition is gone and you have some monthly support. It does not mean you arrive with zero savings.

The Bulgarian language year most students should expect

Most programmes in this scheme are taught in Bulgarian. That is why the award typically includes a preparatory year of language instruction. If your chosen programme is Bulgarian-medium, assume your degree starts one year later than you might otherwise plan.

You do not need to know Bulgarian to apply. You do need to be willing to complete that preparatory year if your programme requires it, and that willingness is part of the eligibility conditions. For a Bachelor's student this is often a fair trade. For a PhD candidate with a tight timeline, the extra year deserves more thought before you commit.

Eligibility, and where Pakistan fits in

The scheme is for foreign citizens. Non-EU applicants, which includes Pakistani students, apply through the intergovernmental or Council of Ministers route. The conditions are:

  • Foreign citizenship.
  • Meeting the academic entry requirements for your intended level of study.
  • Applying through the Bulgarian Embassy or Consulate, or, where applicable, through a bilateral agreement channel via your home country's Ministry of Education.
  • Willingness to complete a preparatory Bulgarian language year if the programme is Bulgarian-medium.
  • Proof of financial means to cover expenses beyond the stipend, as required for the Bulgarian student visa.

Here is the catch for Pakistanis. Pakistan does not have as extensive or as visible a standing bilateral education agreement with Bulgaria as some other countries. In practice that means places for Pakistani students are not guaranteed every intake. The Embassy of Bulgaria in Islamabad is the office that can tell you whether places exist for a given year and what documents it wants that year. Ask it directly whether a bilateral education agreement is currently in force, because that affects which route applies to you.

The paperwork the embassy will ask for

The exact list can change from year to year, so treat this as a baseline and follow whatever the embassy hands you:

  1. Completed application form, obtained from the Bulgarian Embassy.
  2. Attested academic transcripts and certificates.
  3. Valid passport.
  4. Medical certificate.
  5. Passport-sized photographs.
  6. Proof of financial means for visa purposes.

Applying through the embassy in Islamabad

You do not apply to Bulgarian universities directly. Applications go through the Bulgarian Embassy or Consulate in your home country, or sometimes through your own Ministry of Education if a bilateral agreement exists. Those offices forward nominations to Bulgaria's Ministry of Education and Science for review and placement.

  1. Contact the Bulgarian Embassy in Islamabad and ask for the current year's application form and requirements.
  2. Submit the completed application with your academic documents and medical certificate to the embassy within its stated deadline.
  3. The embassy forwards eligible applications to the Ministry of Education and Science for review under Decree No. 228 or the relevant bilateral agreement.
  4. Successful candidates receive placement confirmation, plus instructions for the visa application and, if needed, the preparatory language year.
  5. Travel to Bulgaria and complete registration at the assigned state university.

Notice that you are placed at a university rather than choosing one freely. Fields are open in principle, but your actual placement depends on availability at Bulgarian state universities.

How the yearly cycle usually runs

Every date below is approximate. The cycle varies by year and by embassy, so the embassy's own deadline is the one that counts.

  • February-March: embassy applications usually open.
  • Spring: application deadline (confirm with the embassy).
  • Summer: ministry review and placement.
  • September: the preparatory language year begins, if you need it.
  • October: degree studies begin for students who do not need the language year. Others start their degree after completing the preparatory year.

Because applications open in late winter or spring for the following academic year, the time to make first contact with the embassy is well before February. Waiting for an online announcement is a mistake, because there may not be one.

What applicants get wrong about this scholarship

The biggest error is treating it like an online portal scholarship. It is not centrally advertised the way EU-wide schemes are. Students who search the internet, find nothing current, and assume the scheme is closed miss it entirely. Email or visit the embassy in Islamabad and ask.

The second error is underestimating money. The stipend is modest, and the visa needs proof of extra funds. Budget for rent, food, travel and visa costs beyond what the stipend pays.

Third, students confuse this scheme with Bulgaria's English-taught medical programmes. If you want MBBS in English, this tuition-free route is usually the wrong door, since those programmes generally charge international fees.
