VLIR-UOS scholarships pay for students from a fixed group of 29 partner countries in Africa, Asia and Latin America to complete an English-taught degree at a university or university of applied sciences and arts in Flanders, Belgium. The scheme behind it is called ICP Connect, and you will see both names on university websites. It is fully funded and covers the whole programme, whether that runs 12, 24 or 36 months.
This is not a general merit award for anyone with good grades. It is a development scholarship. The selectors want people who will go home and put the degree to work in universities, government or civil society. If that describes you, read on. The first thing a Pakistani applicant has to check
VLIR-UOS limits the scholarship to nationals and residents of 29 eligible countries. The list is published by VLIR-UOS, and it is not reproduced in the information we work from, so we cannot tell you here whether Pakistan is on the current list. Open the official VLIR-UOS scholarships page and check the country list before you spend any time on a motivation letter. If Pakistan is not listed for the intake you are targeting, no amount of good preparation will get you in.
Both conditions apply together. You must hold the nationality of an eligible country and you must live in one of the eligible countries when you apply. A Pakistani passport holder who is already working in the Gulf or studying in Europe should read the residence rule very carefully.

What full funding means here
The package has four parts: a full tuition fee waiver, travel expenses, insurance, and living expenses including board and lodging. It runs for the entire length of the programme. VLIR-UOS does not fund partial studies, so you cannot use it for a single semester or an exchange.
The source information does not give a monthly stipend figure, so do not plan your budget around a number you saw on a forum. Check the exact amounts with the programme you apply to. What you can rely on is the structure: if you are selected, the main costs of the degree are covered.
One condition comes with the money. You cannot hold any other scholarship or grant at the same time. If you already have partial funding from somewhere else, you would have to choose.
Which programmes are on the list
You do not apply to VLIR-UOS for "a master's in Belgium". You apply to one specific programme that is part of the ICP Connect scheme, and the scholarship is attached to it. The fields cover three broad groups.
- Professional bachelor programmes, for example Hotel Management and Applied Computer Science.
- Initial master programmes in areas such as Agro- and Environmental Nematology, Rural Development, Aquaculture, Epidemiology, Food Technology, Marine and Lacustrine Science and Management, Statistics and Data Science, Sustainable Development, Transportation Sciences, Water Resources Engineering, Nutrition and Food Systems, Sustainable Land Management, and Tropical Biodiversity and Ecosystems.
- Advanced master programmes focused on Human Settlements, Development Evaluation and Management, Governance and Development, Globalisation and Development, and Cultural Anthropology and Development Studies.
Notice what is missing: there is no general MBA, no pure computer science master, no medicine. The programmes lean heavily toward agriculture, water, food, data for development and governance. For a Pakistani graduate in agriculture, environmental science, statistics, civil or water engineering, public policy or development studies, that is a good fit. For someone in finance or software product work, it usually is not.
An advanced master is a second, more specialised master that normally assumes you already hold a master's or significant experience. If you are fresh out of a four-year bachelor, the initial master route is the one to look at.
Age limits, and the date they are measured on
Age is checked on 1 January of the intake year, not on the day you apply. That catches people out.
- Bachelor candidates must be at least 19 years old by 1 January of the intake year.
- Bachelor and initial master candidates must be under 35 on 1 January of the intake year.
- Advanced master candidates must be under 45 on 1 January of the intake year.
If you are close to a cut-off, count forward to 1 January of the year your programme starts, not the year you submit.
The rules that disqualify people quietly
Most rejections in schemes like this are not about weak profiles. They come from rules applicants skim past. Three of them matter here.
First, you may apply for only one ICP Connect scholarship per year. Applying to two programmes to improve your odds leads to exclusion from both. Pick one programme and commit.
Second, you cannot have previously received a Belgian government scholarship, and you cannot have enrolled at a Belgian higher education institution before 1 January of the intake year. If you did a short course or exchange at a Belgian university in the past, check how that is treated before applying.
Third, the no-other-funding rule mentioned above. Holding another scholarship or grant at the same time rules you out.
Who the selectors are really looking for
Selection is done by the organisers of each individual programme, judging academic merit, professional background and your potential to drive sustainable development. Priority goes to people working in higher education, government or civil society, or those clearly aiming for careers there. Fresh graduates and private-sector applicants can still be considered, but they need strong motivation.
On top of that, there are extra selection frameworks around gender balance, regional distribution and the Leave No One Behind principle for vulnerable groups. Preference also goes to applicants who have never studied in a high-income country before. A lecturer at a public university in Pakistan, or an officer in a provincial department, who has never studied abroad sits very close to the profile this scheme was built for.
Paperwork for the programme and the scholarship
The core documents are:

- A motivation letter
- Proof of nationality and residence
- Academic transcripts and diplomas
Individual universities can add their own criteria, so read the programme page in full. If your institution asks for attested copies of Pakistani transcripts and degrees, allow time for it. The motivation letter carries a lot of weight. It should connect what you will study to a specific development problem back home and say what you will do about it after graduating. Vague lines about "global exposure" will not help you against applicants who can name the district, department or institution they will return to.
Applying through the university, not through VLIR-UOS
There is no central VLIR-UOS application form to send off. The process runs through the Flemish institution that offers your programme.
- Confirm your eligibility: nationality, residence, age and professional background.
- Go to the website of the Flemish university or university of applied sciences and arts that runs your chosen programme.
- Apply for the study programme and the scholarship at the same time through that institution's website.
- State clearly on your application form that you are applying for the scholarship.
Step four sounds obvious, but if the box or field is missed, you may be assessed only as a self-funded student.
Timing for the 2027-2028 intake
The next call is expected to open in mid-November 2026 for the 2027-2028 academic year. Deadlines are set by each organising institution and usually fall in January or February, but they differ between programmes, so confirm the exact date on your programme's page and on the official portal. Selected candidates and those placed on the waiting list are told by email no later than mid-May.
That gives you roughly two to three months between the call opening and most deadlines. Attestation, reference letters and a properly thought-through motivation letter can easily take that long, so start before the call opens, not after.
